The study was prepared in 1966 for the Bureau of Sport Fisheries and Wildlife, Department of the Interior, for presentation to the United States Army Corps of Engineers which had under study several routes for rediversion of the discharge from the Santee-Cooper Hydro Electric Plant, Steam Plant and Lock. Each rediversion was designed to by-pass the Charleston Harbor and this study and report was concerned with one of those routes–Rediversion Route “B.” The channel was to be designed for a maximum fresh-water flow of 27,500 cfs and a mean flow of 15,500 cfs. The objectives of the study and report were to make an estimate of: (1) the geographical extent of salt marsh waters of which the salinity will be measurably reduced, and (2) the probable accumulation of fresh-water borne sediments in those same waters. Special consultants were Dr. F. H. Kellogg, Memphis State University, and Mr. K. L. Drennan, Gulf Coast Research Laboratory, Mississippi.  相似文献

Physical principles applied to remote sensing data are key to successfully quantifying vegetation physiological condition from the study of the light interaction with the canopy under observation. We used the fluorescence-reflectance-transmittance (FRT) and PROSPECT leaf models to simulate reflectance as a function of leaf biochemical and fluorescence variables. A series of laboratory measurements of spectral reflectance at leaf and canopy levels and a modeling study were conducted, demonstrating that effects of chlorophyll fluorescence (CF) can be detected by remote sensing. The coupled FRT and PROSPECT model enabled CF and chlorophyll a + b (Ca + b) content to be estimated by inversion. Laboratory measurements of leaf reflectance (r) and transmittance (t) from leaves with constant Ca + b allowed the study of CF effects on specific fluorescence-sensitive indices calculated in the Photosystem I (PS-I) and Photosystem II (PS-II) optical region, such as the curvature index [CUR; (R675.R690)/R2(683)]. Dark-adapted and steady-state fluorescence measurements, such as the ratio of variable to maximal fluorescence (Fv/Fm), steady state maximal fluorescence (F'm), steady state fluorescence (Ft), and the effective quantum yield (delta F/F'm) are accurately estimated by inverting the FRT-PROSPECT model. A double peak in the derivative reflectance (DR) was related to increased CF and Ca + b concentration. These results were consistent with imagery collected with a compact airborne spectrographic imager (CASI) sensor from sites of sugar maple (Acer saccharum Marshall) of high and low stress conditions, showing a double peak on canopy derivative reflectance in the red-edge spectral region. We developed a derivative chlorophyll index (DCI; calculated as D705/D722), a function of the combined effects of CF and Ca + b content, and used it to detect vegetation stress.  相似文献

Field-scale relationships between soil test phosphorus (STP) and flow-weighted mean concentrations (FWMCs) of dissolved reactive phosphorus (DRP) and total phosphorus (TP) in runoff are essential for modeling phosphorus losses, but are lacking. The objectives of this study were (i) to determine the relationships between soil phosphorus (STP and degree of phosphorus saturation (DPS)) and runoff phosphorus (TP and DRP) from field-sized catchments under spring snowmelt and summer rainfall conditions, and (ii) to determine whether a variety of depths and spatial representations of STP improved the prediction of phosphorus losses. Runoff was monitored from eight field-scale microwatersheds (2 to 248 ha) for 3 yr. Soil test phosphorus was determined for three layers (0 to 2.5 cm, 0 to 5 cm, and 0 to 15 cm) in spring and fall and the DPS was determined for the surface layer. Average STP (0 to 15 cm) ranged from 3 to 512 mg kg(-1), and DPS (0 to 2.5 cm) ranged from 5 to 91%. Seasonal FWMCs ranged from 0.01 to 7.4 mg L(-1) DRP and from 0.1 to 8.0 mg L(-1) TP. Strong linear relationships (r2=0.87 to 0.89) were found between the site mean STP and the FWMCs of DRP and TP. The relationships had similar extraction coefficients, intercepts, and predictive power among all three soil layers. Extraction coefficients (0.013 to 0.014) were similar to those reported for other Alberta studies, but were greater than those reported for rainfall simulation studies. The curvilinear DPS relationship showed similar predictive ability to STP. The field-scale STP relationships derived from natural conditions in this study should provide the basis for modeling phosphorus in Alberta.  相似文献

ABSTRACT. This research examines the impact of high rates of interest upon the least cost system design for urban drainage systems when water quality is a critical parameter. Results of examination of twelve alternative system designs in a case study watershed indicate the least cost study design is highly sensitive to the rate of interest, but not sensitive to the water quality parameters. When the high rates of interest currently prevalent are introduced into the model those systems which contain open channel collection components are selected as the least cost system. At low rates of interest pipeline collection components are selected as the least cost system. Holding pond components of system design are cost effective at several levels of water quality. They are neutral to the rate of interest so they are incorporated in least cost systems at all the levels of interest rates. The results of the study indicate that at the current high rates of interest open channel collection systems and holding ponds are cost effective system components to achieve selected levels of water quality in urban drainage system design.  相似文献

ABSTRACT: Watershed management strategies generally involve controlling nonpoint source pollution by implementing various best management practices (BMPs). Currently, stormwater management programs in most states use a performance‐based approach to implement onsite BMPs. This approach fails to link the onsite BMP performance directly to receiving water quality benefits, and it does not take into account the combined treatment effects of all the stormwater management practices within a watershed. To address these issues, this paper proposes a water quality‐based BMP planning approach for effective nonpoint source pollution control at a watershed scale. A coupled modeling system consisting of a watershed model (HSPF) and a receiving water quality model (CE‐QUAL‐W2) was developed to establish the linkage between BMP performance and receiving water quality targets. A Monte Carlo simulation approach was utilized to develop alternative BMP strategies at a watershed level. The developed methodology was applied to the Swift Creek Reservoir watershed in Virginia, and the results show that the proposed approach allows for the development of BMP strategies that lead to full compliance with water quality requirements.  相似文献

Traditional command-and-control regulations provide few opportunities for total quality environmental management because they usually do not take into account cost and efficiency factors. However, in the past several years both Congress and EPA have shown increasing interest in using incentive-type approaches to regulate the environment. These include taxes, marketable pollution privileges, deposits and refunds, information disclosure provisions, and subsidies. Companies that incorporate Total Quality Management into their operations are placing increased emphasis on identifying the root causes of deficiencies and problems. This is in keeping with the TQM principles identified by Deming in Out of the Crisis. Deming states that quality comes not from inspection or from management by objectives or results, but from improvements made in the process and products in order to meet customer needs. Deming's approach demands a shift in focus from addressing symptoms to addressing causes. In this article, environmental management audits are presented as the best means to assure that adequate management controls are in place to protect the company, its managers and its employees from penalties associated with civil and criminal enforcement actions.  相似文献
