Some conservation prioritization methods are based on the assumption that conservation needs overwhelm current resources and not all species can be conserved; therefore, a conservation triage scheme (i.e., when the system is overwhelmed, species should be divided into three groups based on likelihood of survival, and efforts should be focused on those species in the group with the best survival prospects and reduced or denied to those in the group with no survival prospects and to those in the group not needing special efforts for their conservation) is necessary to guide resource allocation. We argue that this decision-making strategy is not appropriate because resources are not as limited as often assumed, and it is not evident that there are species that cannot be conserved. Small population size alone, for example, does not doom a species to extinction; plants, reptiles, birds, and mammals offer examples. Although resources dedicated to conserving all threatened species are insufficient at present, the world's economic resources are vast, and greater resources could be dedicated toward species conservation. The political framework for species conservation has improved, with initiatives such as the UN Sustainable Development Goals and other international agreements, funding mechanisms such as The Global Environment Facility, and the rise of many nongovernmental organizations with nimble, rapid-response small grants programs. For a prioritization system to allow no extinctions, zero extinctions must be an explicit goal of the system. Extinction is not inevitable, and should not be acceptable. A goal of no human-induced extinctions is imperative given the irreversibility of species loss.  相似文献

The disposal of waste gypsum wallboard at landfill sites in British Columbia (B.C.), Canada, resulted in the generation of hydrogen sulphide gas and toxic leachates. Although some remedial measures were taken to reduce or eliminate problems resulting from past dumping practices, many landfill operators refused to accept new waste for fear of litigation over the pollution of nearby streams and rivers. with the availability of legitimate disposal sites greatly reduced, a serious waste management problem arose. the two most promising options for reducing the accumulating waste appeared to be recycling and ocean disposal.

Agricultural use of the waste for soil conditioning would account for only a small portion of the waste generated annually. Manufacturing plants were reluctant to accept waste gypsum with a high paper fibre content for fear it would lower the quality of the new wallboard product or interfere with the existing equipment and processes in the plants. the technology for economically removing and separating the paper from the used or substandard wallboard had yet to be developed.

The environmental implications of disposal at sea were assessed by a government advisory committee under the provisions of the Canadian Environmental Protection Act. Although results of a test dump in internal waters of B.C. were positive, the committee felt that valuable amenities of nearshore waters would only be assured by restricting dumping to a remote offshore location. an acceptable disposal method with minimal impact on the marine environment was eventually found with appropriate pretreatment of the waste and the use of remotely controlled bottom dump scows. Recent progress in the processing of waste wallboard to make it acceptable to the manufacturing industry should significantly reduce if not eliminate the need to dispose of gypsum wallboard wastes at sea.  相似文献

ABSTRACT: Effectively teaching water resources policy to university science and engineering students is both important and difficult. Most careers in the water resources field require an understanding of the comprehensive governmental regulatory structure affecting water use. Also, few science and engineering curricula encourage their students to take policy courses. Successful approaches to teaching water resources policy might include epistemological comparisons, case studies, issue maps, and interactive simulations. Obstacles to the effective teaching of this subject include students' insufficient preparation and student disdain and cynicism. These obstacles may be mitigated by requiring a prerequisite, developing a glossary of policy-related terms, and introducing the course through lectures emphasizing realistic views of the water resources management field and the nature of the American political system.  相似文献

Seven considerations which bear upon the achievement of better water management are discussed. First, separation of judgments of fact from judgements of value is helpful in deciding upon what actions to take. Second, separation of social values from matters of individual or group interest is crucial to institutional design. Third, achieving economically efficient water management may create a surplus of benefits which can be divided among the parties in order to resolve conflicts. Fourth, surpluses also can be used inappropriately, whether to reward undesirable behavior or to penalize unjustly. Fifth, avoidance of external costs is best achieved through restructuring of rewards and penalties. Sixth, technological solutions are too easily selected in place of less costly institutional change. Seventh, water management technology is too often selected in place of more cost-effective, water-related technology. Selected examples of each of these considerations are offered. However, better water management is not easy to define. The social process criterion adopted in this paper is discussed briefly.  相似文献

With many global initiatives converging in the development of environmental auditing and management standards, this document represents a vital building block, unique from many others in that it was built by a broad-based consensus effort of actual practitioners. Aluminium in water supplies derives from natural sources and from the use of Al2(SO4)3 in water treatment. Heavy metals such as Pb, Cu, Zn and Cd can be added to water from pipework and solder. However, it is apparent that AI and other metals in potable waters can derive from deposits on pipe walls which can be subsequently mobilised when the supply and/or treatment process is changed. Concentrations of Al in domestic supply water of the Llanbrynmair area have been shown to increase from 1 g to 50 g L–1 during its 18 km journey along the water main. Similarly, Pb concentrations in a public building in the Aberystwyth area are found to be extremely elevated due to the metal's mobilisation from encrustations occurring on the copper pipework.  相似文献
