Social capacity building for natural hazards is a topic increasingly gaining relevance not only for so-called developing countries but also for European welfare states which are continuously challenged by the social, economic and ecological impacts of natural hazards. Following an outline of recent governance changes with regard to natural hazards, we develop a heuristic model of social capacity building by taking into account a wide range of existing expertise from different fields of research. Particular attention is paid to social vulnerability and its assessment, as well as to risk communication and risk education as specific strategies of social capacity building. We propose to distinguish between interventionist and participatory approaches, thus enabling for a better understanding of existing practices of social capacity building as well as their particular strengths and weaknesses. By way of conclusion, we encourage more research on social capacity building for natural hazards in the European context which at present is highly diverse and, at least in parts, only poorly investigated.  相似文献

Arctic and subarctic ecosystems are experiencing substantial changes in hydrology, vegetation, permafrost conditions, and carbon cycling, in response to climatic change and other anthropogenic drivers, and these changes are likely to continue over this century. The total magnitude of these changes results from multiple interactions among these drivers. Field measurements can address the overall responses to different changing drivers, but are less capable of quantifying the interactions among them. Currently, a comprehensive assessment of the drivers of ecosystem changes, and the magnitude of their direct and indirect impacts on subarctic ecosystems, is missing. The Torneträsk area, in the Swedish subarctic, has an unrivalled history of environmental observation over 100 years, and is one of the most studied sites in the Arctic. In this study, we summarize and rank the drivers of ecosystem change in the Torneträsk area, and propose research priorities identified, by expert assessment, to improve predictions of ecosystem changes. The research priorities identified include understanding impacts on ecosystems brought on by altered frequency and intensity of winter warming events, evapotranspiration rates, rainfall, duration of snow cover and lake-ice, changed soil moisture, and droughts. This case study can help us understand the ongoing ecosystem changes occurring in the Torneträsk area, and contribute to improve predictions of future ecosystem changes at a larger scale. Pharmaceutical products for humans and animals, as well as their related metabolites end up in the aquatic environment after use. Recent investigations show that concentrations of pharmaceuticals are detectable in the order of ng/l-mug/l in municipal wastewater, groundwater and also drinking water. Little is known about the effects, and the hazard of long-term exposure to low concentrations of pharmaceuticals for non-target aquatic organisms. This study was designed to assess the ecotoxicity of furosemide, a potent diuretic agent, and its photoproduct in the aquatic environment. Bioassays were performed on bacteria, algae, rotifers and microcrustaceans to assess acute and chronic toxicity, while the SOS Chromotest and the Ames test were utilized to detect the genotoxic potential of the investigated compounds. A first approach to risk characterization was to calculate the environmental impact of furosemide by measured environmental concentration and predicted no effect concentration ratio (MEC/PNEC). To do so we used occurrence data reported in the literature and our toxicity results. The results showed that acute toxicity was in the order of mg/l for the crustaceans and absent for bacteria and rotifers. Chronic exposure to these compounds caused inhibition of growth population on the consumers, while the algae did not seem to be affected. A mutagenic potential was found for the photoproduct compared to the parental compound suggesting that byproducts ought to be considered in the environmental assessment of drugs. The risk calculated for furosemide suggested its harmlessness on the aquatic compartment.  相似文献

Combined chemical (Fenton-like and ozonation) and biological treatment for the remediation of shale oil and transformer oil contaminated soil has been under study. Chemical treatment of shale oil and transformer oil adsorbed in peat resulted in lower contaminants' removal and required higher addition of chemicals than chemical treatment of contaminants in sand matrix. The acidic pH (3.0) conditions favoured Fenton-like oxidation of oil in soil. Nevertheless, it was concluded that remediation of contaminated soil using in situ Fenton-like treatment will be more feasible at natural soil pH. Both investigated chemical processes (Fenton-like and ozonation) allowed improving the subsequent biodegradability of oil. Moderate doses of chemical oxidants (hydrogen peroxide, ozone) should be applied in combination of chemical treatment (both, Fenton-like or ozonation) and biotreatment. For remediation of transformer oil and shale oil contaminated soil Fenton-like pre-treatment followed by biodegradation was found to be the most efficient.  相似文献
