If sustainability science is to mature as a discipline, it will be important for practitioners to discuss and eventually agree upon the fundamentals of the paradigm on which the new discipline is based. Since sustainability is fundamentally a normative assertion about tradeoffs among values, how society chooses the specifics among these tradeoffs is central to the sustainability problem. Whose values should count in making social decisions and how should the multiplicity of values that exist be known and used in that decision process? Given the vast spatial domains and temporal domains at work in the sustainability problem, we need some means of reconciling the inevitably divergent choices depending on whose values we count, how we know what those values are, and how we count them in making social decisions. We propose an approach to dealing with these questions based on Rawls (A theory of justice. Belknap Press, Cambridge, 1971) and explore the problems inherent in a social choice theory for sustainability science. 相似文献

Changing unsustainable natural resource use in agricultural landscapes is a complex social–ecological challenge that cannot be addressed through traditional reductionist science. More holistic and inclusive (or transdisciplinary) processes are needed. This paper describes a transdisciplinary project for natural resource management planning in two regions (Eyre Peninsula and South Australian Murray-Darling Basin) of southern Australia. With regional staff, we reviewed previous planning to gain an understanding of the processes used and to identify possible improvement in plan development and its operation. We then used an envisioning process to develop a value-rich narrative of regional aspirations to assist stakeholder engagement and inform the development of a land use management option assessment tool called the landscape futures analysis tool (LFAT). Finally, we undertook an assessment of the effectiveness of the process through semi-structured stakeholder interviews. The planning process review highlighted the opinion that the regional plans were not well informed by available science, that they lacked flexibility, and were only intermittently used after publication. The envisioning process identified shared values—generally described as a trust, language that is easily understood, wise use of resources, collaboration and inclusiveness. LFAT was designed to bring the best available science together in a form that would have use in planning, during community consultation and in assessing regional management operations. The LFAT provided spatially detailed but simple models of agricultural yields and incomes, plant biodiversity, weed distribution, and carbon sequestration associated with future combinations of climate, commodity and carbon prices, and costs of production. Stakeholders were impressed by the presentation and demonstration results of the software. While there was anecdotal evidence that the project provided learning opportunities and increased understanding of potential land use change associated with management options under global change, the direct evidence of influence in the updated regional plan was limited. This project had elements required for success in transdisciplinary research, but penetration seems limited. Contributing factors appear to be a complexity of climate effects with economic uncertainty, lack of having the project embedded in the plan revision process, limited continuity and capacity of end users and limited after project support and promotion. Vapor intrusion characterization efforts can be challenging due to complexities associated with background indoor air constituents, preferential subsurface migration pathways, and response time and representativeness limitations associated with conventional low‐frequency monitoring methods. For sites experiencing trichloroethylene (TCE) vapor intrusion, the potential for acute risks poses additional challenges, as the need for rapid response to exposure exceedances becomes critical in order to minimize health risks and associated liabilities. Continuous monitoring platforms have been deployed to monitor indoor and subsurface concentrations of key volatile constituents, atmospheric pressure, and pressure differential conditions that can result in advective transport. These systems can be comprised of multiplexed laboratory‐grade analytical components integrated with telemetry and geographical information systems for automatically generating time‐stamped renderings of observations and time‐weighted averages through a cloud‐based data management platform. Integrated automatic alerting and responses can also be engaged within one minute of risk exceedance detection. The objectives at a site selected for testing included continuous monitoring of vapor concentrations and related surface and subsurface physical parameters to understand exposure risks over space and time and to evaluate potential mechanisms controlling risk dynamics which could then be used to design a long‐term risk reduction strategy. High‐frequency data collection, processing, and automated visualization efforts have resulted in greater understanding of natural processes such as dynamic contaminant vapor intrusion risk conditions potentially influenced by localized barometric pumping induced by temperature changes. For the selected site, temporal correlation was observed between dynamic indoor TCE vapor concentration, barometric pressure, and pressure differential. This correlation was observed with a predictable daily frequency even for very slight diurnal changes in barometric pressure and associated pressure differentials measured between subslab and indoor regimes and suggests that advective vapor transport and intrusion can result in elevated indoor TCE concentrations well above risk levels even with low‐to‐modest pressure differentials. This indicates that vapor intrusion can occur in response to diurnal pressure dynamics in coastal regions and suggests that similar natural phenomenon may control vapor intrusion dynamics in other regions, exhibiting similar pressure, geochemical, hydrogeologic, and climatic conditions. While dynamic indoor TCE concentrations have been observed in this coastal environment, questions remain regarding whether this hydrogeologic and climatic setting represent a special case, and how best to determine when continuous monitoring should be required to most appropriately minimize exposure durations as early as possible. ©2017 Wiley Periodicals, Inc. 相似文献

It is frequently argued that, at the parcel level, 1 stakeholders are capable of and well supported in managing their land‐related risks. Yet, evidence from the contemporary Australian context suggests otherwise: numerous large‐scale disaster events have revealed that citizens are ill‐prepared to respond and recover adequately. This paper begins with the premise that information, specifically land information, could better support parcel‐level risk preparation, mitigation, response, and recovery. State land administration organisations in Australia primarily maintain this information and make it accessible. Land information is used regularly across all levels of government to support risk management activities; however, such application has not always occurred at the parcel and citizen level. Via a case study approach, this paper initially explores the land information available in Australia to stakeholders interested in parcel‐level detail, and then goes on to propose how the utilisation of parcel‐level land information could serve to enhance risk management practices. 相似文献

Macrocapsules, composed of a pH-sensitive polymer and phosphate buffer, offer a novel remediation alternative for acidic ground waters. To test their potential effectiveness, laboratory experiments were carried out followed by a field trial within a coal pile runoff (CPR) acidic contaminant plume. Results of traditional limestone and macrocapsule treatments were compared in both laboratory and field experiments. Macrocapsules were more effective than limestone as a passive treatment for raising pH in well water from 2.5 to 6 in both laboratory and field experiments. The limestone treatments had limited impact on pH, only increasing pH as high as 3.3, and armoring by iron was evident in the field trial. Aluminum, iron and sulfate concentrations remained relatively constant throughout the experiments, but phosphate increased (0.15-32 mg/L), indicating macrocapsule release. This research confirmed that macrocapsules may be an effective alternative to limestone to treat highly acidic ground water. 相似文献

Microbial degradation rates were measured for 19 pharmaceuticals in estuarine and coastal surface water samples. Antipyrine, carbamazepine, cotinine, sulfamethoxazole, and trimethoprim were the most refractory (half-lives, t1/2 = 35 to >100 days), making them excellent candidates for wastewater tracers. Nicotine, acetaminophen, and fluoxetine were labile across all treatments (t1/2 = 0.68-11 days). Caffeine, diltiazem, and nifedipine were also and relatively labile in all but one of the treatments (t1/2 = 3.5-13 days). Microbial degradation of caffeine was further confirmed by production 14CO2. The fastest decay of non-refractory compounds was always observed in more sewage-affected Jamaica Bay waters. Degradation rates for the majority of these pharmaceuticals are much slower than reported rates for small biomolecules, such as glucose and amino acids. Batch sorption experiments indicate that removal of these soluble pharmaceuticals from the water column to sediments is a relatively insignificant removal process in these receiving waters. 相似文献

This paper evaluates the ranking of 21 priority air pollutants with three indicator schemes: environmental pressure indicator (EPI), environmental quality indicator (EQI), and human health effect indicator (HEI). The EPI and EQI compare the emissions and concentrations with the target emissions and target concentrations, respectively. The HEI comprehends the steps from cause (i.e. national emissions) to effect (i.e. human health effects), and is the total human health burden, expressed in Disability Adjusted Life Years per year of exposure (DALYs year?1). We estimated a health burden in the Netherlands of 41 × 103 DALYs year?1 caused by Dutch air emissions of PM10 and its precursors in the year 2003. The burden due to 17 carcinogenic substances emitted to air, was much lower (140 DALYs year?1). In contrast, when the same substances were evaluated regarding environmental pressure and environmental quality, carbon tetrachloride (pressure) and benzo[a]pyrene (quality) were of highest importance, whereas the importance of PM10 was substantially lower. This result is remarkable, because for the majority of substances evaluated, the target concentrations and target emissions are based on preventing human health damage. The differences in relevance are explained by the different weighting of interests in the indicators. The HEI is based on concentration–response relations, whereas the EPI and EQI also depend on other, policy-based, principles and on technical feasibility. Therefore, to effectively prioritize emission reduction measures in policy-making, substances should not only be evaluated as to whether emission targets and environmental quality targets are reached, but they should be evaluated regarding their human health impact as well. This paper addresses the fluctuations in real metal prices: are they simply random variations or do they display some degree of cyclicality? This study identifies peaks and troughs in the inflation adjusted prices for 14 metals, using monthly average data from January 1947 through December 2007. Duration dependence testing, which is performed on the expansions, contractions, and full cycles, finds many cases in which the duration of these phases are not purely random and have some degree of cyclicality. Additional characterization show that contractions generally persist longer than expansions (in contrast to macroeconomic cycles) that long-term real prices have been trendless, and that the amplitude of price changes over the phases has little regularity. For those performing this type of analysis, the appendices explain the procedures for dating turning points and assessing duration dependence. 相似文献
