Discard reduction is a component of the statutory requirements of the Sustainable Fisheries Act. One species of concern is scup, Stenotomus chrysops, discarded in the Loligo pealei fishery. Initially, regulations were imposed restricting the fishery in time and space to avoid areas and times associated with high scup discarding. Modified gear was required in 2003 on any boat fishing in areas otherwise closed to the fishery to reduce scup discarding. The purpose of this study was to evaluate the success of the 2003 net regulations and the potential influence of time-area closures (GRAs) in achieving a reduction in scup discarding. The regulations are based on three expectations. (1) Reduction in discarding in the Loligo squid fishery will materially reduce total scup discarding. (2) Exclusion of Loligo squid fishing vessels from the GRAs will result in these vessels fishing in areas that inherently produce fewer scup discards without equivalently increasing discarding in other sensitive species. (3) The use of a square-mesh large-mesh section in the extension will reduce scup discarding to the extent that otherwise would be achieved if the boats fished outside the GRAs without the economic cost imposed by redeploying the fleet. Analysis of the NMFS-NEFSC observer database offers no support for the belief that Expectation 1 has been met. Squid catches were too low to sustain a directed fishery in the northern GRA during this study. Thus, had this area been open, limited scup discarding would have occurred. In this study, squid catches averaged 1025 kg tow(-1) in the southern GRA. Thus, had the GRA been open, Loligo fishing would have taken place. Yet, in the 34 tows taken by two vessels, not a single scup was caught. Redeployment of the fleet clearly increased scup discarding in 2003. Thus, Expectation 2 was not met. Field tests demonstrated that the implemented net modification can produce reduced catches of mostly smaller-sized finfish without impairing squid catch, but the data also indicate that this result may not be routinely achieved. Thus, Expectation 3 was not completely met. Implementation of the 2003 net regulation was likely premature, in that the specification was not adequate to guarantee the desired results. The history of the scup discarding issue in the Loligo squid fishery demonstrates that discard reduction cannot be accomplished without adequate prior evaluation of the sources of discards, without the requisite and concomitant experimental evaluation of the results of regulatory reform, and without adequate commercial-scale testing of prospective reforms prior to implementation. 相似文献

ABSTRACT: A groundwater quality change of +0.13 millimhos electrical conductivity was documented between 1940 and 1 972 in the Safford Valley. The change is attributable to four principal mechanisms: pumping-encouraged saline artesian aquifer leakage, natural recharge of the water table aquifer by saline waters, leaching of agricultural waters into the aquifer and the lateral flow of groundwater through saline lacustrine beds. A hydrologic study of the area has shown the first of these mechanisms to be predominant. Salinity modeling has shown three regions of salinity change, and salinity increase projections for each are determined. An economic analysis and an economic model are then combined with the physical model, yielding information as to when certain economic conditions are reached with respect to the salinity increase. This combined model shows that, based on projected salinity trends, cotton, the principal agricultural crop of the valley, will remain economical to cultivate for a significant time beyond the model's limit of prediction. Alfalfa, on the other hand, should go out of production in large areas of the valley by 1990, and not be under economical cultivation by 2040. A sociologic model, based on the cluster analysis of questionnaire data, shows an awareness of the salinity problems of the area but little concern over them. Among the Sustainable Development Goals (SDGs), the proposed SDG 15 promotes activities that, inter alia, “Protect, restore and promote sustainable use of terrestrial ecosystems”. An important potential contribution in achieving SDG 15 is through public programmes designed to jointly promote human development through poverty alleviation and improvement of human livelihoods and biodiversity conservation/management/restoration. An analysis of twenty public programmes with such joint objectives yielded twelve lessons learned. In addition to financial commitments, government and intergovernmental agency input for such public programmes includes ensuring political will and appropriate legal frameworks. Local communities and civil society provide input through traditional and indigenous ecological knowledge and stewardship. Appropriate shared inputs in development and the implementation of such public programmes, with communication between local community, broader civil society, the scientific community and governments will result in: better use and management of biodiversity; alleviation of poverty; security of livelihoods and better governance systems. The Ecosystem Approach of the Convention on Biological Diversity provides an ideal framework when planning and implementing new programmes. Application of the lessons learned to new public programmes will ensure that the answer to the question posed in the title is an emphatic “Yes”, and assist with the achievement of SDG 15. 相似文献

Plant invasions are a serious threat to natural and semi-natural ecosystems worldwide. Most management-orientated research on invasions focuses on invaders that are already widespread and often have major impacts. This paper deals with "emerging" invaders-those alien species with the potential to become important problems without timely intervention. A climate matching procedure was developed to define areas of South Africa, Lesotho and Swaziland that could be invaded by 28 plant species that had previously been classified as emerging invaders. Information on the location of populations of these species in the study area was combined with information on their distributions (as native or alien) in parts of Australia and the United States of America. These two countries had the best available distribution data for this study. They also share many invasive alien plant species with South Africa. Climatic data obtained for weather stations near points of known occurrence in these countries were used to define the climatically suitable areas for each species in the study area. Almost 80% of the remaining natural environment in southern Africa was found to be vulnerable to invasion by at least one of these species, 50% by six or more and 24% by 16 or more species. The most vulnerable areas are the highveld grasslands and the eastern escarpment. The emerging invaders with the greatest potential range included Acacia podalyriifolia and Cortaderia selloana. The globally important invaders Ulex europaeus and Lythrum salicaria had a more limited invasion potential but could still become major invaders. There was no relationship between the extent of the climatically suitable areas for the different species and an expert ranking of their invasion potential, emphasising the uncertainties inherent in making expert assessments based on very little information. A molecularly imprinted polymer (MIP) for atrazine was synthesized by non-covalent method. The binding capacity of MIP was 1.00 mg g? 1 polymer. The selectivity and recovery were investigated with various pesticides which are mostly, found in the environment, for both similar and different chemical structure of atrazine. The competitive recognition between atrazine and structurally similar compounds was evaluated and it was found that the system provided highest recovery and selectivity for atrazine while low recovery and selectivity were obtained for the other compounds. The highest recovery was obtained from MIP compared with non-imprinted polymer (NIP), a commercial C18 and a granular activated carbon (GAC) sorbent. The method provided high recoveries ranged from 94 to 99% at two spiked levels with relative standard deviations less than 2%. The lower detection limit of the method was 80 ng L? 1.
