ABSTRACT. .Eighteen rural lakes in Lubbock County were sampled on a routine basis following runoff-producing rainfall for a period of approximately eighteen months to determine whether or not runoff from intensively farmed agricultural areas contained significant concentrations of nitrates, phosphates, herbicides, or insecticides. An additional fifteen lakes lying within a triangle bounded by the cities of Plainview, Canyon, and Hereford, Texas, were sampled one time during the summer of 1969 to provide additional data regarding the nature and extent of the potential problem in an area with a different soil type and a slightly different cropping pattern. Based on results of detailed analyses of approximately two hundred samples of water collected from the lakes and an equal number of sediment samples collected from the same lakes at the same time, it appears that the concentrations of all chemical pollutants in runoff from agricultural lands in the High Plains are well below the allowable concentrations for drinking water.  相似文献

Hazardous waste site investigations were carried out at the Marine Corps Air Station (MCAS) in Yuma, Arizona and at Hanscom Air Force Base (HAFB) in Bedford, Massachusetts. The purpose of the first was to determine the location and extent of metals contamination throughout the base. The objective of the second was to evaluate the risk of metals contamination to groundwater from soil at three locations within the airfield. Dynamic workplans were developed and an adaptive sampling and analysis plan carried out with the data produced in the field used to support the goals of each project. An inductively coupled plasma/optical emission spectrometer (ICP/OES) was modified for field operation. A more efficient microwave digestion method and pressurized Teflon filtration system were developed for the HAFB project. Results were comparable to standard Environmental Protection Agency (EPA) methods, which must rely on two digestion procedures to recover EPA-targeted metals within the prescribed recovery range. The MCAS investigation, conducted over a five-month period, advanced the Navy's efforts from 30 months behind schedule to 18 months ahead of schedule, while the data generated at HAFB showed no risk to groundwater from metals.  相似文献

/ The last 20 years have seen the successful application of environmental dispute resolution processes, where people voluntarily negotiate toward mutually acceptable solutions, to many environmental disputes. The effects of contextual influences, such as the number of parties and presence of deadlines, on outcomes are known and frequently described. Less well documented and understood are the interaction processes themselves. This paper draws on two case studies to develop a conceptual framework describing these processes. Disputes associated with management planning for the Bob Marshall Wilderness Complex in the United States and Fitzgerald River National Park in Australia provided the cases. The conceptual framework derived had eight sequential stages: (1) joint definition of problems, (2) uncertainty about what to do, (3) agreement on group procedures, (4) realization of interdependence, (5) enthusiasm about collective possibilities, (6) commitment to working together, (7) consolidation of the group, and (8) implementation of a resolution. The framework provides new insights for managers of public wildlands, especially the need for varying but ongoing managerial involvement in dispute resolution processes. High levels of involvement and influence are essential at the beginning in problem definition and group procedure design and at the end in implementing resolutions. Conversely, agency members must be willing to exert less influence, while still being involved and committed to collective purposes, during the middle stages. Also apparent from the conceptual framework is the importance of developing shared understandings and of allowing sufficient time for understanding to develop, if successful resolution is to be achieved. Landslides continue to be an expensive problem in the U nited States. This paper explores the difficult problem of how to pay for reducing existing landslide risks. The paper examines a hierarchy of methods to cover repair and long term maintenance of unstable areas: assessment districts; homeowner associations; and insurance. It looks at several examples, and finds that costs in all but the worst cases average about $5000 to $15 000 per property. Landslide insurance is shown to be feasible and could be designed so as to encourage mitigation. The paper concludes that an optimal approach for mitigation and compensation would combine insurance with assessment districts.  相似文献

The southern pine beetle, Dendroctonus frontalis Zimmermann, is a major insect pest of pines in the southern U.S.A. A population dynamic model of D. frontalis within an infestation was developed. The model is based on the integration of several component submodels that describe individual life stage processes of the beetle. The inclusion of variable forest stand density and microclimate conditions results in a model response which closely follows actual field responses. A sensitivity analysis was performed to investigate effects of weather conditions and the importance of the spatial patterns within the forest.  相似文献

Problem: California's graduated driver licensing (GDL) program was implemented to reduce the high crash risk of teenage drivers. The program enhancements made in 1998 were evaluated in this study using methods that rule out the noticeable downward trend in California teen's fatal/injury crash rates as a possible explanation for any observed crash reductions that could otherwise be mistaken for program effects. Method: Monthly per capita fatal/injury crash rates for 15-to-17-year-olds and proportional representations of 16–17-year-olds' nighttime and passenger crashes were analyzed using intervention time series analysis. Results: After removing trend, seasonality, and transition effects in the data, no overall reductions in fatal/injury crashes for 15–17-year-olds or 16-year-olds (separately) were found to be associated with the 1998 program enhancements, suggesting no overall exposure reduction effect of the longer instruction permit period nor increased competency associated with the higher number of required practice hours. However, the 12-month nighttime and 6-month passenger restrictions were found to be associated with annual savings of 55 and 816 fatal/injury crashes, respectively. Discussion: Finding no overall impact of the 1998 GDL enhancements was not surprising given findings of an earlier survey suggesting that California teens and parents were largely already practicing program requirements prior to implementation and were not fully complying with the program requirements afterwards. Though the observed crash savings associated with the restrictions were of modest size, this is the first study to evidence a direct positive impact of the passenger restriction component of GDL programs. Larger reductions could be realized if the nighttime restriction started earlier and parents/law enforcement could be motivated to better enforce these restrictions. Impact on Industry: The findings provide support for passenger and nighttime restriction components of GDL programs.  相似文献
