In 1986, the Federal Technology Transfer Act (FTTA) was established to promote a closer, collaborative relationship between federal government agencies and the private sector. With the increasing need for new cost-effective technologies to prevent and control pollution, both the U.S. Environmental Protection Agency and private industry are encouraged to facilitate the transfer of knowledge and technology under this Act. The FTTA removed several of the legal and institutional barriers to cooperative research that existed before the Act's passage. Through the FTTA, the government strives to promote the movement of its products, processes, skills and knowledge into the private sector for further development and commercialization by encouraging the exchange of technical personnel and the sharing of facilities and other resources. Collaborative efforts among industry, federal agencies and academia are made possible through cooperative research and development agreements (CRDAs). Thirty-three CRDAs and four licensing agreements have been initiated with EPA under the program. This paper provides an overview of this new and innovative program. 相似文献

Abstract Traffic noise is ubiquitous in many communities and is an important environmental concern, especially for persons located near major roadways. Several different methods are available to estimate noise levels resulting from roadway traffic. These include computational, graphical, and computer modeling techniques. The prediction methodology presented here is a simplified technique that can be used for estimating noise resulting from traffic and for screening traffic noise impacts. This Traffic Noise Screening (TNS) approach consists of a series of traffic noise level prediction graphs developed for different roadway configurations. The graphs are based on the results from using the Federal Highway Administration (FHWA) STAMINA2.0 computerized noise prediction model for various scenarios. Data inputs to the TNS approach include roadway geometries, traffic volumes, vehicle travel speed, and centerline distance to the receptors. The TNS graphs allow easy estimation of traffic noise levels for use in predicting traffic-related noise impacts. This TNS approach is not intended as a substitute for detailed modeling, such as with STAMINA2.0, but as a screening tool to aid in determining when detailed modeling may be necessary. If screening results indicate that noise estimates are significant, or if the scenario is rather complex, then additional, more detailed modeling can be performed. 相似文献

Abstract Remote sensing measurements of CO emissions from on-road vehicles were made in California in 1991 and in Michigan in 1992. It was determined that both fleets had a small linear increase in the high emitter frequency (vehicles emitting more than 4% CO) as a function of vehicle age for 1986 and newer model vehicles. Although high emitting vehicles were only a small minority of the fleet, they had a dominant impact on the mean CO and total CO emitted by the fleet. In Michigan, the highest emitting 5% of passenger cars generated 45% of the CO from cars. In California, the highest emitting 5% of passenger cars generated 38% of the CO from cars. There was a high correlation between the mean CO emitted by each model year of vehicle and the frequency of high emitting vehicles within the model year for both the Michigan and California fleets. The frequency of high emitters within any model year had no obvious relation to that model year’s certification standards. The high emitter frequencies for vehicles less than nine years old were very similar for the California and Michigan fleets. An increase in the high emitter frequency in the ten-year-old and older Michigan passenger car fleet (relative to the California passenger car fleet), suggests, but does not conclusively demonstrate, that the rate of high emitters in Michigan and California is reduced by the inspection and maintenance (I/M) programs. 相似文献

Abstract Microtox and Ames bioassays were employed to assess acute toxicity and mutagenicity of water soluble components of class–fractionated oils extracted from one creosote–and four petroleum–contaminated soils. Microtox results revealed that potential acute toxicity resides mainly in the polar class fractions at three sites and indicated potential synergistic and antagonistic effects between compounds in the total extracts at two sites. Ames Salmonella/microsome testing indicated that the polyaromatic fractions at two sites exhibit weak mutagenicity with enzymatic activation, while the polar fractions at two sites are weakly mutagenic without enzyme activation. Further chemical characterization of the polar and polyaromatic fractions is required to fully assess the potential of health and ecological risks at the creosote–and petroleum–contaminated sites exhibiting these toxic responses. 相似文献

ABSTRACT A tunable infrared laser differential absorption spectrometer (TILDAS) was used to remotely sense the nitric oxide (NO) emissions from 1,473 on-road vehicles. The real-world measurement precision of this instrument in the limit of low NO concentration is 5 ppm of the vehicle exhaust, which corresponds to a 3o detection limit of 15 ppm. Our analysis of the distribution of negative concentration measurements produced during this experiment supports this claim, showing that the instrumental noise for this set of measurements was at most 8 ppm in the limit of low NO concentration. The high sensitivity of this instrument allowed us to measure the NO emissions of even the cleanest vehicles. The measured vehicle fleet NO emissions closely fit a gamma distribution with 10% of the fleet contributing about 50% of the total fleet emissions. Newer vehicles had lower NO emissions than older ones, but high NO emitters were found in every vehicle age cohort. On a vehicle-by-vehicle basis, NO emissions correlated very weakly with vehicle velocity, acceleration, power per unit mass, carbon monoxide (CO) emissions, and hydrocarbon (HC) emissions. High NO emitting vehicles could not be identified by remote sensing of CO or HC emissions and vice versa. When we compared the NO emissions for 117 vehicles measured more than one time, about half of the high NO emitters were found to be very consistent, while the other half varied significantly. 相似文献

ABSTRACT In this study, we examined the role of corn-feedstock ethanol in reducing greenhouse gas (GHG) emissions, given present and near-future technology and practice for corn farming and ethanol production. We analyzed the full-fuel-cycle GHG effects of corn-based ethanol using updated information on corn operations in the upper Midwest and existing ethanol production technologies. Information was obtained from representatives of the U.S. Department of Agriculture, faculty of midwestern universities with expertise in corn production and animal feed, and acknowledged authorities in the field of ethanol plant engineering, design, and operations. Cases examined included use of E85 (85% ethanol and 15% gasoline by volume) and E10 (10% ethanol and 90% gasoline). Among key findings is that Midwest-produced ethanol outperforms conventional (current) and reformulated (future) gasoline with respect to energy use and GHG emissions (on a mass emission per travel mile basis). The superiority of the energy and GHG results is well outside the range of model "noise." An important facet of this work has been conducting sensitivity analyses. These analyses let us rank the factors in the corn-to-ethanol cycle that are most important for limiting GHG generation. These rankings could help ensure that efforts to reduce that generation are targeted more effectively. 相似文献

Between Fall 1985 and Spring 1987, the Massachusetts Departments of Environmental Management and Environmental Quality Engineering awarded communities $490,000 in matching state grants for the collection of household hazardous waste. Funded collections resulted in the disposal of approximately 291 tons of waste at an average cost of $9 per gallon. Household participation rates ranged from 0.2 percent to 5.8 percent. An average of 10 gallons of household hazardous waste was disposed of per participating household. Total collection costs including local and state shares exceeded $900,000. Differences in participation, wastes collected and collection costs among communities were due to variations in outreach and education efforts, experience, bid specifications, wastes collected, setup costs, and collection techniques. The relative high cost per participating household and low participation rate suggest the need for alternative approaches to the management of household hazardous waste which will be explored in future grant cycles. 相似文献

The bioaccumulation of lipophilic contaminants such as polychlorinated biphenyls (PCBs), organochlorine pesticides (OCPs), and polybrominated diphenyl ethers (PBDEs) can result in a reduction in fitness and spawner quality in eels and may be a factor in Anguillid sp. population declines. Contaminant concentrations in eels have been studied extensively in Europe, but data for American eels are severely lacking. Concentrations of PCBs, OCPs, and PBDEs were determined in American eel from eastern Canada and New York, USA, along with European eel from Belgium. Principal component analysis revealed that eels captured in the St. Lawrence estuary were a mixture of upstream migrants from the St. Lawrence River watershed, and fish captured in local tributaries. Contaminant concentrations were dependent on origin, related to the local environment, and were lower than historic values. In Canada, concentrations of OCPs and PCBs in eel tissues were below the Canadian human consumption guidelines for contaminants in fish, indicating that the current risk to consumers is low. However, concentrations of PCBs, total DDT, and mirex in eels from L. Ontario and the upper St. Lawrence R. were above Great Lakes guidelines for the protection of piscivorous predators. Concentrations of penta-BDE homologs exceeded the Canadian guideline for environmental quality in over half of the eels in this study, but concentrations of the other homolog groups were below the guideline. 相似文献

When the 230-MW Volklingen power plant entered service in August 1982, it became the first power plant in Europe to desulfurize 100 percent of the flue gas without bypass. The FGD system forms an integral part of the cooling tower, and the flue gas is discharged through the tower. There is no stack. Mathematical models for the dispersal of the mixed emissions from the cooling tower have now been confirmed by readings of ground level concentrations. The dispersion pattern was recorded as part of exhaustive emission readings, which included measurements from powered gliders. It was shown that the dispersal of the desulfurized flue gas encounters more favorable atmospheric conditions than would be the case if it were discharged separately from a stack. One major element is the thermal thrust of the exhaust from the cooling tower. This approach to flue gas discharge reduces costs considerably, eliminating the need for reheating the gases to the 72° C required in West Germany for conventional FGD systems discharging through a stack. 相似文献
