Biodiversity loss is a globally significant problem. Institutional failure to halt this loss suggests current arrangements are not fit for the purpose of conserving biodiversity. The objective of this paper is to diagnose institutional fitness for conserving biodiversity in the Tasmanian Midlands of Australia, a highly modified agricultural landscape with critically endangered biodiversity values. This paper presents and applies a novel diagnostic framework that adopts a broad view of institutional fit, drawing on concepts from adaptive governance, institutional theory, and public administration, and finds four areas of poor fit that can guide reform efforts. The first is a narrow framing of biodiversity objectives, leading to neglect of key social and ecological concerns. Second, the interplay of current arrangements fails to buffer key economic and political drivers, and compromises adaptive capacity. Third, limited government authority and embedded power relations raise questions about the effectiveness and fairness of current approaches. Finally, the reluctance of governments to devolve authority and decision-making powers to self-organizing networks constrains adaptation. This suite of fit problems constrains achievement of biodiversity conservation, particularly in dealing with landscape multifunctionality, the need to balance private landholder rights and responsibilities, and the need to consider how to respond to emerging novel and hybrid ecosystems.  相似文献

A progression of advancements in Geographic Information Systems techniques for hydrologic network and associated catchment delineation has led to the production of the National Hydrography Dataset Plus (NHDPlus). NHDPlus is a digital stream network for hydrologic modeling with catchments and a suite of related geospatial data. Digital stream networks with associated catchments provide a geospatial framework for linking and integrating water‐related data. Advancements in the development of NHDPlus are expected to continue to improve the capabilities of this national geospatial hydrologic framework. NHDPlus is built upon the medium‐resolution NHD and, like NHD, was developed by the U.S. Environmental Protection Agency and U.S. Geological Survey to support the estimation of streamflow and stream velocity used in fate‐and‐transport modeling. Catchments included with NHDPlus were created by integrating vector information from the NHD and from the Watershed Boundary Dataset with the gridded land surface elevation as represented by the National Elevation Dataset. NHDPlus is an actively used and continually improved dataset. Users recognize the importance of a reliable stream network and associated catchments. The NHDPlus spatial features and associated data tables will continue to be improved to support regional water quality and streamflow models and other user‐defined applications.  相似文献

A method was developed to score the ecological condition of first- to third-order stream reaches in the Auckland region of New Zealand based on the performance of their key ecological functions. Such a method is required by consultants and resource managers to quantify the reduction in ecological condition of a modified stream reach relative to its unmodified state. This is a fundamental precursor for the determination of fair environmental compensation for achieving no-net-loss in overall stream ecological value. Field testing and subsequent use of the method indicated that it provides a useful measure of ecological condition related to the performance of stream ecological functions. It is relatively simple to apply compared to a full ecological study, is quick to use, and allows identification of the degree of impairment of each of the key ecological functions. The scoring system was designed so that future improvements in the measurement of stream functions can be incorporated into it. Although the methodology was specifically designed for Auckland streams, the principles can be readily adapted to other regions and stream types.  相似文献

Introduction

The restricted workspace present in low-seam coal mines forces workers to adopt awkward working postures (kneeling and stooping), which place high physical demands on the knee and lower back.

Method

This article provides an analysis of injury claims for eight mining companies operating low-seam coal mines during calendar years 1996-2008. All cost data were normalized using data on the cost of medical care (MPI) as provided by the U.S. Bureau of Labor Statistics.

Results

Results of the analysis indicate that the knee was the body part that led in terms of claim cost ($4.2 million), followed by injuries to the lower back ($2.7 million). While the average cost per injury for these body parts was $13,100 and $14,400, respectively (close to the average cost of an injury overall), the high frequency of these injuries resulted in their pre-eminence in terms of cost. Analysis of data from individual mining companies suggest that knee and lower back injuries were a consistent problem across companies, as these injuries were each among the top five most costly part of body for seven out of eight companies studied.

Application/Impact

Results of this investigation suggest that efforts to reduce the frequency of knee and low back injuries in low-seam mines have the potential to create substantial cost savings.  相似文献

Two directionally oriented high-volume samplers are used to pinpoint the collection of specific inorganic dusts from an industrial emission. One of the samplers is placed upwind of the source, and the other downwind. Both samplers are activated by winds blowing from the direction of the source to the downwind sampler. Both are de-activated when the wind shifts from the 30° sampling arc. Thus, the upwind sampler “sees” background dust, and the downwind sampler “sees” material originating from the source. Microsorban filters are used to collect the dust materials. The filter is then dissolved in benzene and the residue washed with benzene to remove the filter material and organic substances collected. The residue consists of dry, inorganic dust, which is then subjected to X-ray diffraction and optical microscopy, for analysis. This technique was successfully used to collect and analyze cement dust and mica dust from two separate industrial sources. The technique has promise for the analysis of a wide variety of inorganic materials which can be identified by X-ray diffraction, optical microscopy or other techniques.  相似文献

ABSTRACT

This study utilized a biotrickling filter with blast-furnace slag packings (sizes = 20-40 mm; specific surface area = 120 m2/m3) to treat toluene in an air stream. Also studied were the effects of volumetric loading (L), nutrient addition, and superficial gas velocity (Ug) or gas retention time on toluene elimination capacity. Experimental results indicate that, for a test period of 121 days, with no excess biomass removal, toluene removal efficiencies of over 90% were obtained with Ug < 80 m/hr and L < 30 g/m3.hr. For a test period of 49 days, with Ug < 80 m/hr and L increased from 1.2 to 81 g/m3.hr, the absence of nutrient supplementation did not limit the toluene elimination capacity. Nutrients stored in the biofilm could adequately support the microbial activity for the toluene elimination. According to data regression, a simplified mass-transfer model is proposed, which correlates the contaminant concentration with the packing height or gas empty bed retention time. As verified, the model proposed herein can be applied to cases involving low influent contaminant concentrations or loadings to the extent that none or only a trace amount of the contaminant can be found in the recirculation liquid. Although small media with larger specific surface areas can achieve a better mass transfer, the problems of frequent backwashing and relatively greater gas resistance in using this type of media probably outweigh the advantages, particularly for full-scale systems that would not be watched as closely as laboratory test systems.  相似文献

Although the 2Rs (reduce and reuse) are considered high-priority approaches, there has not been enough quantitative research on effective 2R management. The purpose of this paper is to provide information obtained through the International Workshop in Kyoto, Japan, on 11–13 November 2015, which included invited experts and researchers in several countries who were in charge of 3R policies, and an additional review of 245 previous studies. It was found that, regarding policy development, the decoupling between environmental pressures and economy growth was recognized as an essential step towards a sustainable society. 3R and resource management policies, including waste prevention, will play a crucial role. Approaches using material/substance flow analyses have become sophisticated enough to describe the fate of resources and/or hazardous substances based on human activity and the environment, including the final sink. Life-cycle assessment has also been developed to evaluate waste prevention activities. Regarding target products for waste prevention, food loss is one of the waste fractions with the highest priority because its countermeasures have significant upstream and downstream effects. Persistent organic pollutants and hazardous compounds should also be taken into account in the situation where recycling activities are globally widespread for the promotion of a material-cycling society.  相似文献

This study was a pen trial in which the effects of adding different rates of liquid aluminum chloride (AlCl(3)) on litter pH, total volatile fatty acids (VFAs), and ammonia (NH(3)) fluxes was evaluated. Liquid AlCl(3) treatments used in this study were sprayed on the rice hull surface at rates of 100 g, 200 g, and 300 g liquid AlCl(3)/kg rice hulls; untreated rice hulls served as controls. Litter pH, total VFAs, and NH(3) fluxes were all lowered (P< 0.05) by all of the liquid AlCl(3) treatments compared with controls during certain times of the 5 week study. However, there were no significant differences among treatments on litter pH at the end of the study (from 3 to 5 weeks) or NH(3) fluxes at beginning of the study (0 to 3 weeks). Total VFAs were reduced 16 %, 29 %, and 53 % by 100 g liquid AlCl(3)/kg rice hulls, 200 g liquid AlCl(3)/kg rice hulls, and 300 g liquid AlCl(3)/kg rice hulls, respectively. Liquid AlCl(3)additions reduced NH(3) fluxes by 35 %, 57 % and 67 %, respectively, at the low, medium and high rates. In summary, these results indicate that adding liquid aluminum chloride to rice hulls would be a useful tool in reducing the negative environmental impact of poultry litter. It should be noted that the decreased VFA production and NH(3) volatilization was chiefly associated with reduction in litter pH.  相似文献

The daily patterns of task performance in honey bee colonies during behavioral development were studied to determine the role of circadian rhythmicity in age-related division of labor. Although it is well known that foragers exhibit robust circadian patterns of activity in both field and laboratory settings, we report that many in-hive tasks are not allocated according to a daily rhythm but rather are performed 24 h per day. Around-the-clock activity at the colony level is accomplished through the performance of some tasks by individual workers randomly with respect to time of day. Bees are initially arrhythmic with respect to task performance but develop diel rhythmicity, by increasing the occurrence of inactivity at night, prior to becoming foragers. There are genotypic differences for age at onset of rhythmicity and our results suggest that these differences are correlated with genotypic variation in rate of behavioral development: genotypes of bees that progressed through the age polyethism schedule faster also acquired behavioral rhythmicity at an earlier age. The ontogeny of circadian rhythmicity in honey bee workers ensures that essential in-hive behaviors are performed around the clock but also allows the circadian clock to be engaged before the onset of foraging. Land use regression (LUR) models have been used successfully for predicting local variation in traffic pollution, but few studies have explored this method for deriving fine particle exposure surfaces. The primary purpose of this method is to develop a LUR model for predicting fine particle or PM(2.5) mass over the five county metropolitan statistical area (MSA) of Los Angeles. PM(2.5) includes all particles with diameter less than or equal to 2.5 microns. In the Los Angeles MSA, 23 monitors of PM(2.5) were available in the year 2000. This study uses GIS to integrate data regarding land use, transportation and physical geography to derive a PM(2.5) dataset covering Los Angeles. Multiple linear regression was used to create the model for predicting the PM(2.5) surface. Our parsimonious model explained 69% of the variance in PM(2.5) with three predictors: (1) traffic density within 300 m, (2) industrial land area within 5000 m, and (3) government land area within 5000 m of the monitoring site. These results suggest the LUR method can refine exposure models for epidemiologic studies in a North American context.  相似文献
