Specification of information needs is an important step in the design of monitoring networks. Within the framework of Monitoring Strategy 2000+, a programme of the Dutch Directorate General of Public Works and Water Management (Rijkswaterstaat) which seeks to provide innovation in the monitoring sector, a method has been developed to link water management policy to monitoring through specification of information needs. Over the past 2 years, this method has been applied in several projects within the Rijkswaterstaat organisation. Use of this method has led to improvements in the monitoring practice and was judged very positively by the people involved. Nevertheless, the main obstacle to employing the method was the actual translation of policy matters into information products. A special study is carried out, focusing on this aspect within the method, to provide the participants of a project with a mental framework that enables them to clearly specify their information needs. The major requirements for this mental framework are that all participants have a clear view of the process (system), and that they are able to relate their contribution to this process and to the contributions of others (transparency). The first step of the process is to focus the attention of stakeholders on the information they will actually need for decision-making. The next step is to confront the different expressed opinions through the method of the 'devil's advocate', which implies criticising the results of the first step by finding as many as possible arguments against these opinions. This should force the stakeholders to better specify their arguments. The method, its improvements and the results of one pilot project will be discussed in this paper. Next-generation herbicides are relatively safe when used properly, but the recommended rates are relatively low, which can lead to overdosing. This study evaluated the responses of soil-dwelling microorganisms and soil enzymes to contamination with the Boreal 58 WG herbicide. The analyzed product contains active ingredients flufenacet and isoxaflutole. All tests were performed under laboratory conditions. The analyzed material was sandy clay. Boreal 58 WG was introduced to soil in four doses. Soil without the addition of the herbicide served as the control. The soil was mixed with the tested herbicide, and its moisture content was maintained at 50% of capillary water capacity. Biochemical and microbiological analyses were performed on experimental days 0, 20, 40, 80 and 160. Accidental contamination of soil with the Boreal 58 WG herbicide led to a relatively minor imbalance in the soil microbiological and biochemical profile. The herbicide dose influenced dehydrogenase activity in only 0.84%, urease activity in 2.04%, β-glucosidase activity in 8.26%, catalase activity in 12.40%, arylsulfatase activity in 12.54%, acid phosphatase activity in 42.11%, numbers of organotrophic bacteria in 18.29%, actinomyces counts in 1.31% and fungi counts in 6.86%.  相似文献

基于费米能级差,构建了以BiVO_4为光阳极,Cu_2O/CuO为光阴极的双光电极可见光响应光催化燃料电池体系,研究了该体系在不同氧化剂的辅助作用下光电催化降解苯酚的效率与动力学.结果表明,向该体系中投加H_2O_2可以显著促进苯酚的降解,且反应过程光电流稳定,铜溶出量低.详细探究了H_2O_2初始浓度、pH对降解的影响,结果表明在H_2O_2投加量为5 mmol·L~(-1),初始pH为3.5条件下利于苯酚降解,5 mg·L~(-1)的苯酚可在120 min内完全去除.顺磁共振和猝灭实验表明该体系的主要氧化物种为·OH、·O~-_2和光生空穴.该催化体系实现了苯酚在可见光下的高效催化降解.  相似文献

The paper maintains that, as a means toward achieving the ideal of a sustainable development, industrial waste should best be regarded in business-economic terms as having the same basic status as regular products. It is shown how an approach to proportioning industrial costs to waste that is described can be applied to the Polluter-Pays Principle in a way incorporating this principle into a company's internal estimation system. In two case studies presented, use of this approach is found to generate a waste-reducing incentive through showing waste to have a negative impact on estimates of profit.  相似文献

In the tradition of the study of materials flows through society, the Substance Flow Analysis (SFA) method and its software tool SFINX are presented. SFA aims at providing the relevant information for a country’s overall management strategy regarding single substances or coherent groups of substances. Three modelling techniques and their possibilities and limitations are discussed: Bookkeeping, static modelling, and dynamic modelling. The computer program SFINX can be used for varoius purposes: (1) to obtain an overview of stocks and flows of a substance in, out and through a nation’s economy and environment for a specific year, (2) to trace the origins of specific pollution problems, and (3) to estimate the effectiveness of certain abatement measures. In order to elucidate the consistency between generally used age-dependent risk values for Down syndrome (DS) and estimates of the probability of miscarriage in Down pregnancies we have compared expected numbers with estimated numbers of births with DS in Denmark had no intervention at all been carried out. The expected numbers were calculated from the distribution of newborn children according to maternal age combined with the age-related risk of DS. The estimated numbers of children that actually would have been born without any intervention were estimated from observed numbers of cases of DS, i.e. the cases born plus – with corrections because of the high probability of miscarriage in DS pregnancies – a proportion of those cases discovered prenatally. The analysis was carried out separately for mothers aged 35 years or older and for younger mothers. We found a high degree of compatibility between expected and estimated numbers, probably with a minor underestimation of the expected values for the older mothers. The performance of DS screening in Denmark in the period under consideration (1980–1998) is discussed in relation to the figures presented. Despite the fact that 11.8% of all pregnancies were subjected to an invasive diagnostic procedure, only about 38% of all births with DS were prevented. This means that in the period 1990–1998, reluctance to accept serological screening has indirectly resulted in the birth of almost 300 cases of DS in Denmark and at the same time the miscarriage of an unreasonable high number of normal fetuses.
