 This paper deals with the present scenario of hazardous waste management practices in Thailand, and gives some insights into future prospects. Industrialization in Thailand has systematically increased the generation of hazardous waste. The total hazardous waste generated in 2001 was 1.65 million tons. It is estimated that over 300 million kg/year of hazardous waste is generated from nonindustrial, community sources (e.g., batteries, fluorescent lamps, cleansing chemicals, pesticides). No special facilities are available for handling these wastes. There are neither well-established systems for separation, storage, collection, and transportation, nor the effective enforcement of regulations related to hazardous wastes management generated from industrial or nonindustrial sectors. Therefore, because of a lack of treatment and disposal facilities, these wastes find their way into municipal wastewaters, public landfills, nearby dump sites, or waterways, raising serious environmental concern. Furthermore, Thailand does not have an integrated regulatory framework regarding the monitoring and management of hazardous materials and wastes. In addition to the absence of a national definition of hazardous wastes, limited funding has caused significant impediments to the effective management of hazardous waste. Thus, current waste management practices in Thailand present significant potential hazards to humans and the environment. The challenging issues of hazardous waste management in Thailand are not only related to a scarcity of financial resources (required for treatment and disposal facilities), but also to the fact that there has been no development of appropriate technology following the principles of waste minimization and sustainable development. A holistic approach to achieving effective hazardous waste management that integrates the efforts of all sectors, government, private, and community, is needed for the betterment of human health and the environment. Anthropogenic acid deposition causes forest soil acidification and perturbation of the soil forming processes. The impact of soil acidification on tree growth is discussed in view of the role of mycorrhizal fungi in weathering and nutrient uptake. A review has been carried out of experiments involving treatments of forest soil by lime and wood ash, where soil properties and soil solution composition have been investigated. Results from these experiments in Europe and North America are summarized. In general, the content of C in the mor layer decreased as a result of treatment due to higher microbial activity and soil respiration as well as increased leakage of DOC. In addition, the content of N in the mor layer, in general, decreased after treatment and there are occasional peaks of high NO3concentrations in soil solution. In nearly all reviewed investigations the pH of the deep mineral soil solution decreased and Al, SO4and NO3concentrations increased after treatment. These effects are probably due to the high ionic strength and increased microbial activity as a consequence of the treatments. In the soil, pH, CEC and base saturation increased in the upper horizons, but decreases in the upper mineral soil are also reported. In general, there was no increase in tree growth as a result of these treatments. The positive effects of the treatments on soil processes and tree growth are therefore questionable. In view of these conclusions, an investigation was carried out on the soil and soil solution chemistry and the role of mycorrhizal fungi in a spruce stand treated with two doses of lime and another treated with lime/ash in southern Sweden. The UK National Air Quality Strategy has required local authorities to review and assess air quality in their area of jurisdiction and determine locations in their areas where concentrations of specific air quality pollutants are predicted to exceed national air quality objectives in the future. Statutory air quality management areas (AQMAs) are designated where air quality is predicted to be above specified objective concentrations by specific target dates, and statutory air quality action plans will be necessary to improve the local air quality within these areas. Over 124 local authorities in England (including London), Wales and Scotland anticipate declaring AQMAs following the conclusion of the statutory air quality review and assessment process. However, other influences are being exerted on the local air quality management process and AQMA decision-making processes. Such influences include regional and sub- regional collaborative working between local authorities and government agencies and wider political decision-making processes. Some regions of Great Britain (encompassing England (including London), Scotland and Wales) anticipate many AQMA designations, whilst other regions are not anticipating any such designations despite apparently similar air quality circumstances. Evidence for regional or sub-regional variations in the locations of anticipated AQMAs are examined through an evaluation of the outcomes of the scientific review and assessment process undertaken by local authorities declaring AQMAs, and through a local authority survey to identify influences on decision-making processes at a level above that of the local authority. Regional variation is reported in the type of pollutant causing AQMAs to be declared, in the numbers of AQMAs in regions and in the spatial distribution of AQMAs across Great Britain.  相似文献

ABSTRACT: The Powder River Basin in Wyoming has become one of the most active areas of coalbed methane (CBM) development in the western United States. Extraction of methane from coalbeds requires pumping of aquifer water, which is called product water. Two to ten extraction wells are manifolded into one discharge point and product water is released into nearby unlined holding ponds. The objective of this study was to evaluate the chemistry, salinity, and sodicity of CBM product water at discharge points and associated holding ponds as a function of watershed. The product water samples from the discharge points and associated holding ponds were collected from the Cheyenne River (CHR), Belle Fourche River (BFR), and Little Powder River (LPR) watersheds during the summers of 1999 and 2000. These samples were analyzed for pH, electrical conductivity (EC), total dissolved solids (TDS), alkalinity, sodium (Na), calcium (Ca), magnesium (Mg), potassium (K), sulfate (SO42‐), and chloride (C1‐). From the chemical data, practical sodium adsorption ratio (SARp) and true sodium adsorption ratio (SARt) were calculated for the CBM discharge water and pond water. The pH, EC, TDS, alkalinity, Na, Ca, Mg, K, SARp, and SARt of CBM discharge water increased significantly moving north from the CHR watershed to the LPR watershed. CBM discharge water in associated holding ponds showed significant increases in EC, TDS, alkalinity, Na, K, SARp, and SARt moving north from the CHR to the LPR watershed. Within watersheds, the only significant change was an increase in pH from 7.21 to 8.26 between discharge points and holding ponds in the LPR watershed. However, the LPR and BFR exhibited larger changes in mean chemistry values in pH, salinity (EC, TDS), and sodicity (SAR) between CBM product water discharges and associated holding ponds than the CHR watershed. For instance, the mean EC and TDS of CBM product water in LPR increased from 1.93 to 2.09 dS/m, and froml,232 to 1,336 mg/L, respectively, between discharge and pond waters. The CHR exhibited no change in EC, TDS, Na, or SAR between discharge water and pond water. Also, while not statistically significant, mean alkalinity of CBM product water in BFR and LPR watersheds decreased from 9.81 to 8.01 meq/L and from 19.87 to 18.14 meq/L, respectively, between discharge and pond waters. The results of this study suggest that release of CBM product water onto the rangelands of BFR and LPR watersheds may precipitate calcium carbonate (CaCO3) in soils, which in turn may decrease infiltration and increase runoff and erosion. Thus, use of CBM product water for irrigation in LPR and BFR watersheds may require careful planning based on water pH, EC, alkalinity, Na, and SAR, as well as local soil physical and chemical properties.  相似文献

2 /yr, respectively. Geomorphic evidence indicates that plantation agriculture during the 18th and 19th centuries did not cause severe erosion. Since about 1950 there has been rapid growth in roads and development due to increasing tourism and second-home development. Our field investigations identified the approximately 50 km of unpaved roads as the primary source of anthropogenic sediment. Field measurements of the road network in two catchments led to the development of a vector-based GIS model to predict road surface erosion and sediment delivery. We estimate that road erosion has caused at least a fourfold increase in island-wide sediment yields and that current sedimentation rates are unprecedented. Paving the dirt roads and implementing standard sediment control practices can greatly reduce current sediment yields and possible adverse effects on the marine ecosystems surrounding St. John.  相似文献

/ Limit values are legal limits for the concentrations of substances in the environment. They must be agreed upon in a consensual procedure between science, economics/technology, and political forces. This is a crucial political precondition for their social acceptance. The arguments put forward to justify their expediency and numerical level are based not only on risk-benefit considerations but also on the aspect of the technical avoidability of direct and indirect exposure. The critical assessment of the direct benefit of specified exposures falls within the responsibility of economics/technology, whereas criteria for their potential adverse effects (direct and indirect) are provided by medicine/biochemistry and/or ecology. Within this concept, the avoidance of nonbeneficial-even if not openly adverse-exposure is the essential aim of environmental hygiene and should be promoted by politics/science. In general, society or segments thereof reject adverse, accept beneficial, and tolerate unavoidable exposure. Conflicts of interest arise when different groups of society simultaneously define a given exposure as being adverse, beneficial, and unavoidable. Therefore, from the viewpoint of society as a whole, an optimal exposure lies as far as reasonably achievable at a level lower than known or plausible adverse effect thresholds (as defined by toxicology or ecology). / The Galilee region on the northern edge of Israel constitutes more than 15% of the state's territory, supplies more than half of its drinking water needs, and is an important recreational resource and destination for Israelis. One of the main objectives of the plan for the Galilee was to devise a regional physical and economic development strategy for the years 1992-2007 that would arrest the trend of emigration of its residents, attract newly arrived immigrants to the region, and at the same time protect natural resources and environmental quality. This paper is limited to discussion of the environmental aspects of the plan. It analyzes spatial concepts for distribution of projected population growth, evaluates environmental impacts of alternative plans, and proposes a decision-making framework and tools for minimizing natural resources loss from development at the local level. Assessment of potential environmental impacts generated quantitative data of natural resources areas. Application of the data in the plan evaluation stage showed that the alternative that concentrated most of the new development in central Galilee was the second-best choice environmentally, but was preferred as the best choice for overall qualities. The planning study offers an alternative environmental impact assessment (EIA) process to the one presently used in Israel by incorporating environmental considerations at the initial plan-making stage and not at the plan-approval stage. It demonstrated that in order to be effective, environmental assessment and land-use planning should be seen as one effort that is integrated from the start and in each stage of the plan-making process.KEY WORDS: Environmental assessment; Development planning; Galilee  相似文献

ABSTRACT: On May 19, 1993, a jury in the U.S. District Court for the Western District of New York found Southview Farm and Richard H. Popp guilty of violating the Clean Water Act on five occasions. The violations were the result of storm water runoff from a site used for disposal of dairy cattle manure from an unpermitted concentrated animal feeding operation. The presiding District Court judge later dismissed the jury verdict, and subsequently a U.S. Court of Appeals for the Second Circuit reversed the dismissal. The Court of Appeals concluded that the discharges were not exempt as agricultural storm water discharges, and that the manure spreaders involved were point sources. Because the use of animal manures in crop production activities will result, unavoidably, in the discharge of some pollutants to adjacent surface waters, a rational and universally applicable basis is needed to determine when such discharges are point versus nonpoint source. Current statutes and regulations do not delineate clearly such a boundary. To address this lack of specificity, I propose that application rates be based on recommended crop nutrient needs.  相似文献

ABSTRACT: A meandering stream channel was simulated in the Hydraulics Laboratory at Colorado State University and a series of tests was conducted using four types of vegetation to evaluate the potential effects of vegetation on sediment deposition and retention in a stream channel. The data collected included average flow velocity, flow depth, length of vegetation, density of vegetation, cross-sectional area of the vegetative stem, wetted perimeter of the vegetative stem, and injection and flushing time. The findings indicated that the vegetation could retain from 30 to 70 percent of the deposited sediments. The ability of vegetation to entrap and retain sediment is related to the length and cross-sectional area of the vegetation. The variables describing the flow and the vegetative properties were combined to form a predictive parameter, the sedimentation factor (Sd) that can be compared with the amount of sediment entrapped by vegetation in a stream system. A relation was developed correlating vegetation length to sediment retention after flushing for flexibility and rigid vegetation.  相似文献

In-situ sparging has been accepted as a method to rapidly remediate groundwater at considerably lower costs compared to remedies based on groundwater recovery alone. The success of in-situ sparging depends on effective mass transfer between air and contaminated media in the subsurface. Factors affecting mass transfer include advective airflow, diffusive transport, interphase chemical partitioning, and chemical and biological reaction rates between sparged gases and subsurface contaminants, minerals, and naturally occurring organic compounds. Understanding these factors can increase the design efficiency of in-situ sparging and assist in developing sparging systems that use gases other than air (i.e., oxygen, ozone, and methane).  相似文献
