The paper focuses on the interplay between policy implementation and heterogeneous everyday social practices that, we argue, finally determine the success of environmental policies. We compare two empirical case studies to show how the targets of international climate policy and the agri-environmental policy of the EU have been achieved in energy production and agriculture in rural Finland. The focus of our analysis is on the power effects of these policies at the level of local natural resource management practices. Our analysis revealed tensions that arose during the implementation of the policies and showed that the policies modified the local actors' capacities to act. Therefore, we claim that policy practices should be analysed and appreciated as sites for the articulation of conflict and difference, as places of social and cultural contestation.  相似文献

There is considerable public concern regarding the potential risks to health of electromagnetic fields in general and high-voltage power lines in particular. As epidemiological findings are not supported by a clearly defined mechanism of direct magnetic field interactions with the human body, potential indirect effects are of interest. It has been suggested that an increased exposure to chemical pollutants could occur near high-voltage power lines due to formation and deposition of charged aerosols. The current study reports empirical evidence that seems to support this hypothesis. The deposition of 18 congeners of polychlorinated biphenyls (PCBs) was studied by collecting samples of pine needles under a 400 kV AC power line and at reference sites in the vicinity. Compared to the reference sites, the average deposition of PCB congeners under the power line was almost double. This difference between the two groups of samples was statistically significant. While it is premature to draw any conclusions regarding the human exposure near high-voltage power lines, the issue deserves attention and further investigations.  相似文献

Managing Boreal Forest Landscapes for Flying Squirrels   总被引:5,自引:0,他引:5  
Abstract: Flying squirrel (Pteromys volans) populations have declined severely during the past few decades, and the species has become a focal species in forest management and the conservation debate in Finland. We compared landscape structure around known flying squirrel home ranges with randomly chosen forest sites to determine which landscape patterns characterize the areas occupied by the species in northern Finland. We sought to identify the key characteristics of the landscape that support the remaining flying squirrel populations. We analyzed landscape structure within circular areas with 1- and 3-km radii around 63 forest sites occupied by flying squirrels, and around 96 random sites. We applied stepwise analysis of the landscape structure where landscapes were built up step-by-step by adding patch types in order of their suitability for the flying squirrel. The land-use and forest-resource data for the analysis were derived from multisource national forest inventory and imported to a geographical information system. Landscape patch types were divided into three suitability categories: breeding habitat (mixed spruce-deciduous forests); dispersal habitat ( pine and young forests); and unsuitable habitat ( young sapling stands, open habitats, water). Flying squirrel landscapes contained more suitable breeding habitat patches and were better connected by dispersal habitats than random landscapes. Our results suggest that for the persistence of the flying squirrel, forest managers should 1) maintain a deciduous mixture, particularly in spruce-dominated forests; 2) maintain physical connectivity between optimal breeding habitats; and 3) impose coarse-grained structures on northeastern Finnish landscapes at current levels of habitat availability.  相似文献

The achievement possibilities of the EU 2 °C climate target have been assessed with the ETSAP TIAM global energy systems model. Cost-effective global and regional mitigation scenarios of carbon dioxide, methane, nitrous oxide and F-gases were calculated with alternative assumptions on emissions trading. In the mitigation scenarios, an 85% reduction in CO2 emissions is needed from the baseline, and very significant changes in the energy system towards emission-free sources take place during this century. The largest new technology groups are carbon-capture and storage (CCS), nuclear power, wind power, advanced bioenergy technologies and energy efficiency measures. CCS technologies contributed a 5.5-Pg CO2 annual emission reduction by 2050 and 12 Pg CO2 reduction by 2100. Also large-scale forestation measures were found cost-efficient. Forestation measures reached their maximum impact of 7.7 Pg CO2 annual emission reduction in 2080. The effects of uncertainties in the climate sensitivity have been analysed with stochastic scenarios.  相似文献

An aggregated farm-level index, the Agri-environmental Footprint Index (AFI), based on multiple criteria methods and representing a harmonised approach to evaluation of EU agri-environmental schemes is described. The Index uses a common framework for the design and evaluation of policy that can be customised to locally relevant agri-environmental issues and circumstances. Evaluation can be strictly policy-focused, or broader and more holistic in that context-relevant assessment criteria that are not necessarily considered in the evaluated policy can nevertheless be incorporated. The Index structure is flexible, and can respond to diverse local needs. The process of Index construction is interactive, engaging farmers and other relevant stakeholders in a transparent decision-making process that can ensure acceptance of the outcome, help to forge an improved understanding of local agri-environmental priorities and potentially increase awareness of the critical role of farmers in environmental management. The structure of the AFI facilitates post-evaluation analysis of relative performance in different dimensions of the agri-environment, permitting identification of current strengths and weaknesses, and enabling future improvement in policy design. Quantification of the environmental impact of agriculture beyond the stated aims of policy using an ‘unweighted’ form of the AFI has potential as the basis of an ongoing system of environmental audit within a specified agricultural context.  相似文献

OBJECTIVE: A new law took effect in Finland at the beginning of 2003 which prohibits the handheld use of mobile phones while driving a motor vehicle. The purpose of this study was to assess the impact of the law on phone usage and self-reported safety during the first few months and 16 months later to determine whether the initial level of compliance with the law had been sustained. METHODS: Data were collected by Gallup home poll before (spring 2002) and after legislation took effect (spring 2003 and 2004). A representative sample of drivers who owned a cell phone (n = 836 to 966) was interviewed each time. On-road observations were also collected in four cities for 2003 and 2004. RESULTS: Just after the law, 97% of drivers were aware of the new hands free legislation. In sharp contrast to the pre-law rate of 16%, 43% reported not using the phone while driving immediately after the law and 41% one year later. The occasional users especially reduced their use of phones while driving. The law was correlated to reductions in self-reported handheld use of cell phones while driving, from 55.6% pre-law to 15.2% immediately after passage. In spite of this change, however, the hands free legislation did not reduce self-reported involvement of Finnish drivers in phone-related hazards. Handheld usage was still lower in 2004 than pre-law (20.0%), but the 32% increase from 2003 was significant. Observational data collected in Finland in 2003 and 2004 showed an even higher upward trend in handheld use (87% increase, from 3.1% to 5.8%; pre-law data were not available), and matched a similar increase reported by McCartt and Geary (2004) in their observational evaluation of New York's handheld mobile phone law. CONCLUSION: The self-reports indicate that the hands-free law reduced handheld phone use, among occasional users especially, but did not reduce phone-related hazards. The effect of the law on phone use substantially declined within one year.  相似文献

The mineralization potential of forest humus and the self-cleaning potential of a boreal coniferous forest environment for polycyclic aromatic hydrocarbon (PAH) compounds was studied using a model ecosystem of acid forest humus (pH = 3.6) and pyrene as the model compound. The matrix was natural humus or humus mixed with oil-polluted soil in the presence and absence of Scots pine (Pinus sylvestris L.) and its mycorrhizal fungus (Paxillus involutus). The rates of pyrene mineralization in the microcosms with humus implants (without pine) were initially insignificant but increased from Day 64 onward to 47 microg kg(-1) d(-1) and further to 144 microg kg(-1) d(-1) after Day 105. In the pine-planted humus microcosms the rate of mineralization also increased, reaching 28 microg kg(-1) d(-1) after Day 105. The 14CO2 emission was already considerable in nonplanted microcosms containing oily soil at Day 21 and the pyrene mineralization continued throughout the study. The pyrene was converted to CO2 at rates of 0.07 and 0.6 microg kg(-1) d(-1) in the oily-soil implanted microcosms with and without pine, respectively. When the probable assimilation of 14CO2 by the pine and ground vegetation was taken into account the most efficient microcosm mineralized 20% of the 91.2 mg kg(-1) pyrene in 180 d. The presence of pine and its mycorrhizal fungus had no statistically significant effect on mineralization yields. The rates of pyrene mineralization observed in this study for forest humus exceeded the total annual deposition rate of PAHs in southern Finland. This indicates that accumulation in forest soil is not to be expected.  相似文献

This paper presents the mass, energy and material balances of a solid recovered fuel (SRF) production process. The SRF is produced from commercial and industrial waste (C&IW) through mechanical treatment (MT). In this work various streams of material produced in SRF production process are analyzed for their proximate and ultimate analysis. Based on this analysis and composition of process streams their mass, energy and material balances are established for SRF production process. Here mass balance describes the overall mass flow of input waste material in the various output streams, whereas material balance describes the mass flow of components of input waste stream (such as paper and cardboard, wood, plastic (soft), plastic (hard), textile and rubber) in the various output streams of SRF production process. A commercial scale experimental campaign was conducted on an MT waste sorting plant to produce SRF from C&IW. All the process streams (input and output) produced in this MT plant were sampled and treated according to the CEN standard methods for SRF: EN 15442, EN 15443. The results from the mass balance of SRF production process showed that of the total input C&IW material to MT waste sorting plant, 62% was recovered in the form of SRF, 4% as ferrous metal, 1% as non-ferrous metal and 21% was sorted out as reject material, 11.6% as fine fraction, and 0.4% as heavy fraction. The energy flow balance in various process streams of this SRF production process showed that of the total input energy content of C&IW to MT plant, 75% energy was recovered in the form of SRF, 20% belonged to the reject material stream and rest 5% belonged with the streams of fine fraction and heavy fraction. In the material balances, mass fractions of plastic (soft), plastic (hard), paper and cardboard and wood recovered in the SRF stream were 88%, 70%, 72% and 60% respectively of their input masses to MT plant. A high mass fraction of plastic (PVC), rubber material and non-combustibles (such as stone/rock and glass particles), was found in the reject material stream.  相似文献

Microbial particles can readily be released into the air from different types of man-made sources such as waste operations. Microbiological emissions from different biological sources and their dispersion may be an issue of concern for area planning and for nearby residents. This study was designed to determine the concentrations and diversity of microbiological emissions from four different man-made source environments: waste center with composting windrows, sewage treatment plant, farming environment, and cattle manure spreading. Samples of airborne particles were collected onto polyvinyl chloride filters at three distances along the prevailing downwind direction, from each source environment during a period of approximately 1 week. These samples were analyzed for 13 species or assay groups of fungi, bacterial genus Streptomyces, and Gram-positive and -negative bacteria using quantitative polymerase chain reaction (PCR). Samples for determining the concentrations of viable fungi and bacteria were collected from all environments using a six-stage impactor. The results show that there were variations in the microbial diversity between the source environments. Specifically, composting was a major source for the fungal genera Aspergillus and Penicillium, particularly for Aspergillus fumigatus, and for the bacterial genus Streptomyces. Although the microbial concentrations in the sewage treatment plant area were significantly higher than those at 50 or 200 m distance from the plant area, in the farming environment or cattle manure spreading area, no significant difference was observed between different distances from the source. In summary, elevated concentrations of microbes that differ from background can only be detected within a few hundred meters from the source. This finding, reported earlier for culturable bacteria and fungi, could thus be confirmed using molecular methods that cover both culturable and nonculturable microbial material.  相似文献
