Environmental policy making is a challenging task. Often the scope of an issue is not fully comprehended, and its future impact is even less well understood. Global warming is one of these environmental issues. The issue is made more complex because, first, there is a question of whether it is a problem at all and, second, unilateral policy making by one nation may not be sufficient or even significant to tackle the problem globally. This article outlines the scientific factors that contribute to global warming and discusses the uncertainties involved. The authors then discuss the ramifications of taking action (policy making) and failing to act (doing nothing) against the background of global warming, greenhouse gases, and cost-benefit analysis. The article concludes by reporting the results of a multidisciplinary panel of experts composed of scientists, economists, and policy analysts who commented on various policy options. 相似文献

Using a WRF-SMOKE-CMAQ modeling framework, we investigate the impacts of smoke from prescribed fires on model performance, regional and loc al air quality, health impacts, and visibility in protected natural environments using three different prescribed fire emission scenarios: 100% fire, no fire, and 30% fire. The 30% fire case reflects a 70% reduction in fire activities due to harvesting of logging residues for use as a feedstock for a potential aviation biofuel supply chain. Overall model performance improves for several performance metrics when fire emissions are included, especially for organic carbon, irrespective of the model goals and criteria used. This effect on model performance is more pronounced for the rural and remote IMPROVE sites for organic carbon and total PM2.5. A reduction in prescribed fire emissions (30% fire case) results in significant improvement in air quality in areas in western Oregon, northern Idaho, and western Montana, where most prescribed fires occur. Prescribed burning contributes to visibility impairment, and a relatively large portion of protected class I areas will benefit from a reduced emission scenario. For the haziest 20% days, prescribed burning is an important source of visibility impairment, and approximately 50% of IMPROVE sites in the model domain show a significant improvement in visibility for the reduced fire case. Using BenMAP, a health impact assessment tool, we show that several hundred additional deaths, several thousand upper and lower respiratory symptom cases, several hundred bronchitis cases, and more than 35,000 workday losses can be attributed to prescribed fires, and these health impacts decrease by 25–30% when a 30% fire emission scenario is considered.
Implications: This study assesses the potential regional and local air quality, public health, and visibility impacts from prescribed burning activities, as well as benefits that can be achieved by a potential reduction in emissions for a scenario where biomass is harvested for conversion to biofuel. As prescribed burning activities become more frequent, they can be more detrimental for air quality and health. Forest residue-based biofuel industry can be source of cleaner fuel with co-benefits of improved air quality, reduction in health impacts, and improved visibility. 相似文献

The ecotoxicities of three organic compounds containing spacer groups, an intermediate organotin premonomer, four organotin monomers, their homopolymers and six copolymers of tributylin α‐chloroacrylate (TCA) are reported against two microorganisms viz., Pseudomonas aeruginosa and Sarcina lutea and a larval species Anemia salina (Nauplii II). The organic compounds containing spacer group were less toxic whereas the monomers were found to be highly toxic. The homopolymers were found to be more toxic than that of tributyltin acrylate (TBTAA), tributyltin methacrylate (TBTMA) and tributyltin α‐Chloroacrylate (TCA). The toxicity of TCA copolymers increased with the increase in tributyltin (TBT) content in the polymer. From this study it was not possible to establish any relationship between the chemical nature of the comonomer with its toxicity. 相似文献

The groundwater/surface water interface (GWSWI) represents an important transition zone between groundwater and surface water environments that potentially changes the nature and flux of contaminants exchanged between the two systems. Identifying dominant and rate-limiting contaminant transformation processes is critically important for estimating contaminant fluxes and compositional changes across the GWSWI. A new, user-friendly, spreadsheet- and Visual Basic-based analytical screening tool that assists in evaluating the dominance of controlling kinetic processes across the GWSWI is presented. Based on contaminant properties, first-order processes that may play a significant role in solute transport/transformation are evaluated in terms of a ratio of process importance (Pi) that relates the process rate to the rate of fluid transfer. Besides possessing several useful compilations of contaminant and process data, the screening tool also includes 1-D analytical models that assist users in evaluating contaminant transport across the GWSWI. The tool currently applies to 29 organics and 10 inorganics of interest within the context of the GWSWI. Application of the new screening tool is demonstrated through an evaluation of natural attenuation at a site with trichloroethylene and 1,1,2,2-tetrachloroethane contaminated groundwater discharging into wetlands. 相似文献

A mercury resistant bacterial strain SE2 was isolated from contaminated soil.The 16 s rRNA gene sequencing confirms the strain as Sphingopyxis belongs to the Sphingomonadaceae family of the α-Proteobacteria group.The isolate showed high resistance to mercury with estimated concentrations of Hg that caused 50%reduction in growth(EC_(50)) of 5.97 and 6.22 mg/L and minimum inhibitory concentrations(MICs) of 32.19 and 34.95 mg/L in minimal and rich media,respectively.The qualitative detection of volatilized mercury and the presence of mercuric reductase enzyme proved that the strain SE2 can potentially remediate mercury.ICP-QQQ-MS analysis of the remaining mercury in experimental broths indicated that a maximum of 44%mercury was volatilized within 6 hr by live SE2 culture.Furthermore a small quantity(23%) of mercury was accumulated in live cell pellets.While no volatilization was caused by dead cells,sorption of mercury was confirmed.The mercuric reductase gene merA was amplified and sequenced.Homology was observed among the amino acid sequences of mercuric reductase enzyme of different organisms from a-Proteobacteria and ascomycota groups, 相似文献

An in vivo swine assay was utilised for the determination of arsenic (As) bioavailability in contaminated soils. Arsenic bioavailability was assessed using pharmacokinetic analysis encompassing area under the blood plasma-As concentration time curve following zero correction and dose normalisation. In contaminated soil studies, As uptake into systemic circulation was compared to an arsenate oral dose and expressed as relative As bioavailability. Arsenic bioavailability ranged from 6.9+/-5.0% to 74.7+/-11.2% in 12 contaminated soils collected from former railway corridors, dip sites, mine sites and naturally elevated gossan soils. Arsenic bioavailability was generally low in the gossan soils and highest in the railway soils, ranging from 12.1+/-8.5% to 16.4+/-9.1% and 11.2+/-4.7% to 74.7+/-11.2%, respectively. Comparison of in vivo and in vitro (Simplified Bioaccessibility Extraction Test [SBET]) data from the 12 contaminated soils and bioavailability data collected from an As spiked soil study demonstrated that As bioavailability and As bioaccessibility were linearly correlated (in vivo As bioavailability (mgkg(-1))=14.19+0.93.SBET As bioaccessibility (mgkg(-1)); r(2)=0.92). The correlation between the two methods indicates that As bioavailability (in vivo) may be estimated using the less expensive, rapid in vitro chemical extraction method (SBET) to predict As exposure in human health risk assessment. 相似文献

In this study, an attempt has been made to work out water balance, determine rate of sedimentation and physico-chemical analysis of the lake water. The water balance is carried out using the mass balance equation to account for various input and output components. Sedimentation rates and pattern are estimated using (137)Cs and (210)Pb radiometric dating techniques. The physico-chemical analysis of the lake water is done by collecting samples from twelve locations of the lake at three different depths. The major inflow to the lake is catchment runoff, which accounts for nearly 56% of the total annual inflow and about 98% inflow takes place during monsoon period. The major outflow from the lake is weir overflow, which occurs in monsoon season only and accounts for about 85% of the total annual outflow. The estimated mean sedimentation rate in the lake is 0.58 +/- 0.028 cm/year. The estimated useful life of the lake based on post-1964 (appearance of the major peak of (137)Cs due to weapon fallout record pattern) average sedimentation rate is around 467 +/- 23 years. The lake has attained the hyper-eutrophic state due to high nitrogen and phosphorous contents in the lake water. Based on the trophic state index (TSI), the lake has become unsuitable for drinking, bathing and even for fish culture. 相似文献
