The UK Landfill Tax and the related Landfill Tax Credit Scheme have now been in operation since October 1996. There have been a number of reviews to assess its operation and effectiveness that have led to some minor amendments. However, there continue to be concerns about operational weaknesses of the tax and the credit scheme. In particular, there is the risk that the tax may be evaded and there are fears that a lack of transparency and independence may undermine the fundamental principles of the Landfill Tax Credit Scheme. Following a recent report, the Secretary of State for the Department of the Environment, Transport and the Regions has set up an inquiry. Abstract Field microplots were treated with 141 and 282 ppm fensulfothion and 37.1 and 74.2 ppm fensulfothion sulfone. These concentrations are equivalent to field treatment rates of 8.48 and 16.96 kg Al/ha, fensulfothion, and 2.23 and 4.47 kg Al/ha, fensulfothion sulfone, respectively, for banded application (10 cm wide, rows 80 cm apart). The half‐lives in a sandy loam soil were 30–39 and 14–23 days, respectively. Fensulfothion sulfone and sulfide were the main derivatives found in fensulfothion treated soil. The maximum levels of these derivatives were 21.22 and 22.95 ppm, respectively for the 8.48 kg/ha treatment and 33.90 and 42.45 ppm, respectively, for the higher treatment, which occurred between 30–60 days. Carrots appeared to take up more fensulfothion from soil than rutabagas or radishes. The residue levels at harvest decreased in the order carrot peel > pulp > rutabagas root > peel > pulp. Residue levels of fensulfothion and sulfone in radishes were similar to those found in rutabagas. The ratio sulfoxide/sulfone in rutabagas ranged from 0.4–1.5 and in carrots from 1.7–7.6. This phenomenon is thought to be due to oxidative enzyme systems present in rutabagas. Dimethyl phosphorothioic acid, but not dimethyl phosphoric acid was detected (max. 1.33 ppm) in some rutabagas samples but not in carrots. 相似文献

Minimisation is the top priority of the waste management hierarchy, which is one of the guiding principals for national solid waste management planning throughout the developed world. As such it should be encouraged as a means for reducing wastes which require treatment and disposal, whether they be household, commercial or industrial in source. This paper suggests that minimisation is not being given the necessary policy frameworks or legislation within which to develop in the UK, and questions whether minimisation is being afforded the respect and attention, from all levels, that is due the most preferable waste option according to the hierarchy. This theme is investigated by surveying the county councils of England as a representative sample of waste disposal authorities in England, and former waste regulation authorities. They are responsible for guiding local and district waste policy and are the regional waste planners in the UK. If they are not seriously taking on board the message of minimisation, then there is little chance that it will succeed without further legislative developments. Some 59% of English counties have a minimisation policy, whilst only 47% have participated in and supported a minimisation programme or trial within their region. The majority of these developments have occurred within the last three years, and 78% of counties who have participated in a programme have found it a successful venture. By 1999 79% of English counties will have been actively involved in a minimisation programme in their region, which is a positive scenario. This trend must continue if waste minimisation is to become the key theme of future sustainable waste management in the UK as was intended by declarations at the Rio '92 conference and in subsequent UK Government policy and strategy. 相似文献

Water use for oil and gas development (i.e., hydraulic fracturing) is a concern in semiarid basins where water supply is often stressed to meet demands, and oil and gas production can exacerbate the situation. Understanding the impacts of water use for hydraulic fracturing (HF) on water availability in semiarid regions is critical for management and regulatory decisions. In the current work, we quantify water use for HF at several scales — from municipal to state‐wide — using the IHS Enerdeq database for the South Platte Basin. In addition, we estimate produced water (a by‐product of oil and gas production), using data from the Colorado Oil and Gas Conservation Commission to explore reuse scenarios. The South Platte River Basin, located in northeastern Colorado, encompasses the Denver‐Metro area. The basin has one of the most productive oil and gas shale formations in Colorado, with much of the production occurring in Weld County. The basin has experienced higher horizontal drilling rates coupled with an increasing population. Results show water use for horizontal and vertical wells averages 11,000 and 1,000 m3, respectively. Water use for HF in the South Platte Basin totaled 0.63% of the basin's 2014 total water demand. For Weld County, water use for HF was 2.4% of total demand, and for the city of Greeley, water use was 7% of total demand. Produced water totaled 9.4 Mm3 in the basin for 2014, which represents 42% of the total water used for HF. 相似文献

One of the roles of the BIOMASS Theme 3 Fruit Working Group was to identify significant radionuclides to support its work programme. This paper provides a short review of radionuclide emissions to atmosphere together with comments on their relative dosimetric impacts to identify those radionuclides most relevant to the Fruit Working Group. Speciation of the identified radionuclides is also discussed to identify the most likely chemical forms to which fruits might be exposed. It is noted that no information currently exists on radionuclide speciation in regard to the uptake and retention of radionuclides in fruit crops. 相似文献

Retirement transition has become a prolonged process of adaptation, including changes in role identity. However, there is a dearth of research on the process by which retirees cope with the role transition, including how pre-retirement role identities shape the transition, the forms of identity work undertaken by retirees, and the unfolding nature of retirement transition. In an in-depth qualitative examination of the transition process, we identify pre-retirement role identity profiles based on work and nonwork role identities. We then examine how pre-retirement role identities influence the transition process, including the nature of identity work in transition and the transition pathways demonstrated by retirees. Our findings provide insights into strengths and limitations afforded by pre-retirement identities: They facilitate agentic coping in which retirees shed old and adopt new identities but also impose inertia and prolong the transition until identity crises force the retirees to undergo identity exploration and adoption of new identities. 相似文献

Improving access to data and fostering open exchange of water information is foundational to solving water resources issues. In this vein, the Department of the Interior's Assistant Secretary for Water and Science put forward the charge to undertake an Open Water Data Initiative (OWDI) that would prioritize and accelerate work toward better water data infrastructure. The goal of the OWDI is to build out the Open Water Web (OWW). We therefore considered the OWW in terms of four conceptual functions: water data cataloging, water data as a service, enriching water data, and community for water data. To describe the current state of the OWW and identify areas needing improvement, we conducted an analysis of existing systems using a standard model for describing distributed systems and their business requirements. Our analysis considered three OWDI‐focused use cases—flooding, drought, and contaminant transport—and then examined the landscape of other existing applications that support the Open Water Web. The analysis, which includes a discussion of observed successful practices of cataloging, serving, enriching, and building community around water resources data, demonstrates that we have made significant progress toward the needed infrastructure, although challenges remain. The further development of the OWW can be greatly informed by the interpretation and findings of our analysis. 相似文献
