The Louisiana Coastal Management Division (CMD) uses over 90 guidelines for permitting construction activities in the coastal zone. The use of the guidelines by, the CMD staff is not always systematically applied to permit applications. A set of guideline decision trees was, therefore, developed for the permit review process using a structural modeling technique. A decision tree provides the framework for optimizing the decision process. The order in which decisions are made contributes to the efficiency and uniformity of the process. The result provides a more timely and consistent review of most permit applications regarding mining, hazardous wastes, levees, and zoning.  相似文献

Heterogeneity in photosynthetic performance between polyp and coenosarc tissue in corals was shown using a new variable fluorescence imaging system (Imaging-PAM) with three species of coral, Acropora nobilis, Cyphastrea serailia and Pocillopora damicornis. In comparison to earlier studies with fibre-optic microprobes for fluorescence analysis, the Imaging-PAM enables greater accuracy by allowing different tissues to be better defined and by providing many more data points within a given time. Spatial variability of photosynthetic performance from the tip to the distal parts was revealed in one species of branching coral, A. nobilis. The effect of bleaching conditions (33°C vs. 27°C) was studied over a period of 8 h. Marked changes in fluorescence parameters were observed for all three species. Although a decline in PSII (effective quantum yield) and Yi (the first effective quantum yield obtained from a rapid light curve) were observed, P. damicornis showed no visual signs of bleaching on the Imaging-PAM after this time. In A. nobilis and C. serailia, visual signs of bleaching over the 8 h period were accompanied by marked changes in F (light-adapted fluorescence yield), NPQ (non-photochemical quenching) and E k (minimum saturating irradiance), as well as PSII and Yi. These changes were most marked over the first 5 h. The most sensitive species was A. nobilis, which after 8 h at 33°C had reached a PSII value of almost zero across its whole surface. Differential bleaching responses between polyps and coenosarc tissue were found in P. damicornis, but not in A. nobilis and C. serailia. NPQ increased with exposure time to 33°C in both the latter species, accompanied by a decreasing E k, suggesting that the xanthophyll cycle is entrained as a mechanism for reducing the effects of the bleaching conditions.Communicated by L. A 12-year record of water quality data for runoff from a spruce forested hillslope with podzolic soils shows the impacts of conifer harvesting and replanting in relation to nitrate generation and its influence on surface water acidification. With felling, nitrate increases from a background of 18 Eq/l to about 50 Eq/l after 1 to 2 years and then declines to background levels over the next 1 to 2 years and to lower concentrations thereafter. This change is mirrored by an acidification process as manifest by a change in Gran alkalinity, acid neutralization capacity (ANC) and aluminium concentrations as well as pH. For example, Gran alkalinity and ANC, which start at negative concentrations prior to felling (about –20 and –50 Eq/l, respectively), become more negative (–30 and –100 Eq/l, respectively) at high nitrate concentrations. Correspondingly, pH decreases from about 4.7 to 4.5 and aluminium concentrations increase from about 14 to 16 M. Subsequently, the acidification is reversed as nitrate concentrations decline and after five years post-felling the system has higher pH, Gran alkalinity and ANC together with lower aluminium concentrations than even before the felling took place (the post-felling values are about 4.9, -15 Eq/l, –20 Eq/l and 7 M/l, respectively).Other determinands show clear changes over time. For example, there is a marked increase in sodium and chloride prior to and around the time of felling (200 to 300 and 230 to 400 Eq/l, respectively), with a subsequent decline in concentration to pre-felling and to lower values of around 160 and 170 Eq/l, respectively, thereafter. This change is probably associated with abnormally high inputs of sea-salts from the atmosphere during the first quarter of the year of felling, and dilution thereafter, rather than a direct consequence of the felling activity itself: this change in sea salt loading has had an impact on stream acidity. Dissolved organic carbon and iron also change with concentrations increasing over time (60 to 200 and 1.0 to 1.5 M/l, respectively) and this mirrors a general pattern observed across the Plynlimon catchments irrespective of whether or not there has been felling activity.The implications of the findings are discussed in relations to environmental management and hydrochemical processes.  相似文献

A simple transformation that uses the half-range and central value has been used as a data pre-treatment procedure for principal component analysis (PCA) and pattern recognition techniques. The results obtained have been compared with the results from classical normalisation of data (mean normalisation, maximum normalisation and range normalisation), autoscaling and the minimum-maximum transformation. Three data sets were used in the study. The first was formed by determining 17 elements in 53 tea samples (901 pieces of data). The second and third data sets arose from two long-term drift studies performed to examine instrumental stability at standard and robust conditions. The instruments used were an inductively coupled plasma atomic emission spectrometer and an inductively coupled plasma mass spectrometer. Each drift diagnosis experiment consisted of replicate determinations of a test solution containing 15 analytes at 10 mg l-1 over 8 h without recalibration. Twenty-nine emission lines were determined 99 times, thus, each data set was formed by 2881 pieces of data. Data pre-treatment was applied to the three data sets prior to the use of principal component analysis, cluster analysis, linear discrimination analysis and soft independent modelling of class analogy. The study revealed that the half-range and central value transformation resulted in a better classification of the tea samples than that achieved using the classical normalisation. The loadings in the PCA for the long-term stability study, under both standard and robust conditions, were found to be similar to the drift trends only when the minimum-maximum transformation and the mean or maximum normalizations were used as data pre-treatments.  相似文献

Abstract: The effect of stream restoration on hyporheic functions has been neglected, although channel rehabilitation projects have a potential to alter stream‐ground‐water interactions. The present study examined the effect of an artificially constructed gravel bar and re‐meandered stream channel on lateral hyporheic exchange flow and chemistry in two lowland N‐rich streams in southern Ontario, Canada. Nitrate concentrations were relatively high, ranging from 0.5 to 1.3 mg N/l in both streams during spring through fall months. However, nitrate concentrations showed a steep decline as stream water entered the gravel bar and the meander bends. Differences between observed and predicted nitrate concentrations based on conservative ion concentration patterns indicated that 40‐100 and 68‐98% of the nitrate entering the hyporheic zone was removed in the gravel bar and meanders, respectively. Rapid depletion of dissolved oxygen concentrations along lateral hyporheic flow paths and denitrifying potentials assayed by the acetylene block technique in hyporheic sediments suggests that denitrification was an important mechanism of nitrate depletion. Despite the high rate of nitrate removal, the flux of stream water laterally entering the constructed gravel bar and meander bends was very small, and hyporheic nitrate removal was <0.015% of the daily stream load during base‐flow periods in summer and fall. The effects of restoration projects on hyporheic zone dynamics are often limited in lowland streams by low channel gradients and fine floodplain sediments with low interstitial flows that restrict the magnitude of the stream‐hyporheic connection.  相似文献

A computerized geographic information system with site-specific change-detection capabilities was developed to document amounts, rates, locations, and sequences of loss of coastal marsh to open water in Barataria Basin, Louisiana, USA. Land-water interpretations based on 1945, 1956, 1969, and 1980 aerial photographs were used as input, and a modified version of the Earth Resources Laboratory Applications Software developed by the National Aeronautics and Space Administration was used as a spatial data base management system. Analysis of these data sets indicates that rates of marsh loss have increased from 0.36% per year in the 1945–56 period, to 1.03% per year in 1956–69, and to 1.96% per year in 1969–80. The patterns of marsh loss indicate that the combination of processes causing degradation of the marsh surface does not affect all areas uniformly. Marsh loss rates have been highest where freshwater marshes have been subject to saltwater intrusion. The increase in the wetland loss rates corresponds to accelerated rates of subsidence and canal dredging and to a cumulative increase in the area of canals and spoil deposits.  相似文献

Shellfish complying with European Regulations based on quantification of fecal bacterial indicators (FIB) are introduced into markets; however, information on viruses, more stable than FIB, is not available in the literature. To assess the presence of noroviruses (NoVs) GI and GII and human adenoviruses (HAdV) in domestic and imported mussels and clams (n = 151) their presence was analyzed during winter seasons (2004–2008) in north-west Spanish markets through a routine surveillance system. All samples tested negative for NoV GI and 13 % were positive for NoV GII. The role of HAdV as viral indicator was evaluated in 20 negative and 10 positive NoV GII samples showing an estimated sensitivity and specificity of HAdV to predict the presence of NoV GII of 100 and 74 % (cut-off 0.5). The levels of HAdV and NoVs and the efficiency of decontamination in shellfish depuration plants (SDP) were evaluated analyzing pre- and post-depurated mussels collected in May–June 2010 from three different SDP. There were no statistically significant differences in the prevalence and quantification of HAdV between pre- and post-depurated shellfish and between seawater entering and leaving the depuration systems. Moreover, infectious HAdV were detected in depurated mussels. These results confirm previous studies showing that current controls and depuration treatments limiting the number of FIB do not guarantee the absence of viruses in shellfish.  相似文献

We evaluate the available palaeontological and geochemical proxy data from bivalves, bryozoans, silicoflagellates, diatoms and cetaceans for sea surface temperature (SST) regimes around the nearshore Antarctic coast during the late Neogene. These fossils can be found in a number of shallow marine sedimentary settings from three regions of the Antarctic continent, the northern Antarctic Peninsula, the Prydz Bay region and the western Ross Sea. Many of the proxies suggest maximum spring–summer SSTs that are warmer than present by up to 5 °C, which would result in reduced seasonal sea ice. The evidence suggests that the summers on the Antarctic shelf during the late Neogene experienced most of the warming, while winter SSTs were little changed from present. Feedbacks from changes in summer sea ice cover may have driven much of the late Neogene ocean warming seen in stratigraphic records. Synthesized late Neogene and earliest Quaternary Antarctic shelf proxy data are compared to the multi-model SST estimates of the Pliocene Model Intercomparison Project (PlioMIP) Experiment 2. Despite the fragmentary geographical and temporal context for the SST data, comparisons between the SST warming in each of the three regions represented in the marine palaeontological record of the Antarctic shelf and the PlioMIP climate simulations show a good concordance.  相似文献
