The introduction of national parks in areas where existing authorities have traditionally been responsible for developing policies, preparing plans and making decisions on development proposals, can be a threat to longstanding interests. This paper explores this problem by examining the struggle for control of planning in one of Scotland's first national parks, the Cairngorms. Recent research (McCarthy et al., 2002 McCarthy J Lloyd G Illsley B (2002) National parks in Scotland: balancing environment and economy Research briefing European Planning Studies 10 (5) pp. 665–670 [Web of Science ®] [Google Scholar]) has established the policy context for this investigation. Informed by research focusing on the consultation process which led to the establishment of the national park, this paper analyzes how alternative approaches to the allocation of planning powers were captured in competing storylines, around which polarized coalitions of interest formed. Opening such insights into the considerations that shape institutional design—a combination of contested problem framing and straightforward political struggles over the locus of regulatory power—starkly reveals the challenges to the new park authority as it seeks to establish consensus between conflicting interests.  相似文献

ABSTRACT: With the increase in water demand in Texas, attention has turned to improving water yield by brush control on rangeland watersheds. Several hydrologic models have been developed for either farmland or rangeland. However, none of the models were specifically developed to assess the impact of brush control on rangeland water yield. Yet, modeling the impact of brush control on water yield needs to be considered if alternative techniques are to be compared. Two models, Ekalaka Rangeland Hydrology and Yield Model (ERHYM-II) and Simulator for Water Resources on Rural Basins (SWRRB) were selected. The Soil Conservation Service curve number (SCS-CN) method is used in both models to predict surface runoff from each rainfall event. The major differences between the ERHYM-II and SWRRB models are the evapotranspiration, soil water routing, and plant growth components. The models were evaluated on brush-dominated and chemically and mechanically brush-controlled range watersheds in Texas. Results indicated that both models were capable of simulating soil water and water yield from brush dominated and chemically brush-controlled range watersheds. The models were not able to predict water yield from the mechanically brush-controlled (root plowed) watershed with acceptable accuracy. The depressions that were caused by root plowing stored surface runoff and reduced water yield from the watershed. Information about the size of depressions was not available for further model evaluation.  相似文献

Riparian areas of large streams provide important habitat to many species and control many instream processes — but is the same true for the margins of small streams? This review considers riparian areas alongside small streams in forested, mountainous areas of the Pacific Northwest and asks if there are fundamental ecological differences from larger streams and from other regions and if there are consequences for management from any differences. In the moist forests along many small streams of the Pacific Northwest, the contrast between the streamside and upslope forest is not as strong as that found in drier regions. Small streams typically lack floodplains, and the riparian area is often constrained by the hillslope. Nevertheless, riparian‐associated organisms, some unique to headwater areas, are found along small streams. Disturbance of hillslopes and stream channels and microclimatic effects of streams on the riparian area provide great heterogeneity in processes and diversity of habitats. The tight coupling of the terrestrial riparian area with the aquatic system results from the closed canopy and high edge‐to‐area ratio for small streams. Riparian areas of the temperate, conifer dominated forests of the Pacific Northwest provide a unique environment. Forest management guidelines for small streams vary widely, and there has been little evaluation of the local or downstream consequences of forest practices along small streams.  相似文献

The ACCSEPT project, which ran from January 2006 to December 2007, identified and analysed the main factors which have been influencing the emergence of CO2 capture and geological storage (CCS) within the European Union (EU). The key clusters of factors concern science and technology, law and regulation, economics, and social acceptance. These factors have been analysed through interviews, a large-scale questionnaire conducted in 2006, and discussions in two stakeholder workshops (2006 and 2007). In Part I of this paper, we aim to distil the key messages and findings with regards to scientific, technical, legal and economic issues. There are no compelling scientific, technical, legal, or economic reasons why CCS could not be widely deployed in the forthcoming decades as part of a package of climate change mitigation options. In order to facilitate this deployment, governments at both the EU and Member State levels have an important role to play, in particular in establishing a robust and transparent legal framework (e.g. governing long-term environmental liability) and a strong policy framework providing sufficient and long-term incentives for CCS and CO2 transportation networks.  相似文献

Arm damage and loss were examined in the starfish Asterias rubens that had been caught in a variety of towed commercial fishing gears deployed on different sea bed types. Between 7% and 38% of the starfish in each catch lost one or more arms, and arm loss was positively correlated with the volume of the catch for two of the fishing gears examined. Subsequent monitoring of damaged animals showed that arms were autotomised for at least 3 weeks following capture. Mortality was highest in starfish with damaged or missing arms, compared with those that appeared intact after fishing. Arm regeneration was delayed in a small proportion of the animals caught by commercial gears. In a parallel study, 17% of starfish caught by a 4 m beam trawl had a damaged ambulacral ossicle at the point of autotomy (cf. none from a control group that were induced to autotomise under controlled conditions). There was no difference in regeneration rates between the animals caught by commercial gears and a control set (caught by a small trawl and forced to autotomise an arm in the laboratory) once the animals that delayed regeneration were excluded from the dataset. After 1 year under laboratory conditions the starfish had, on average, regenerated the missing arm to 75% of the length of the other four arms. During this time period the lengths of the undamaged arms increased by ca. 50%. The implications of this study for using arm loss in starfish as an indicator of fishing disturbance are discussed. The autotomy of body parts as a means of escaping predation or renewing damaged tissues has evolved in a number of animal groups. Starfishes are unique in that they can autotomise >75% of their body mass and continue to survive. Presumably, multiple autotomy of tissue has energetic costs in terms of potential fitness and may affect the allocation of energy reserves accordingly. We investigated arm autotomy, predatory capabilities and subsequent regeneration in common starfish, Asterias rubens, that were induced to lose one, two or three arms. Initially, both regeneration of autotomised arms and the rate of growth of intact arms was slowest in animals that had lost the most arms (i.e. three arms missing vs two arms missing vs one arm missing). However, 8 months later, the growth of intact arms since the start of the experiment was not significantly different between groups of starfish that had autotomised different numbers of arms. However, the average dry weight per regnerating arm was significantly higher in starfish that had autotomised the most arms. Arm loss decreased the ability of starfish to open mussels and those that had autotomised two arms were significantly less likely to feed successfully on a mussel in a 24-h period than intact starfish. Our data suggest that proportionally more energy is allocated to arm regeneration in starfish that have suffered multiple arm loss and this may compensate a potential decrease in fitness that results from decreased feeding capability.  相似文献

Abstract

The speciation of Hg in coal-fired flue gas can be important in determining the ultimate Hg emissions as well as potential control options for the utility. The effects of NOx control processes, such as selective catalytic reduction (SCR) and selective non-catalytic reduction (SNCR), on Hg speciation are not well understood but may impact emissions of Hg. EPRI has investigated the reactions of Hg in flue gas at conditions expected for some NOx control processes. This paper describes the methodology used to investigate these reactions in actual flue gas at several power plants. Results have indicated that some commercial SCR catalysts are capable of oxidizing elemental Hg in flue gas obtained from the inlets of SCR or air heater units. Results are affected by various flue gas and operating parameters. The effect of flue gas composition, including the presence of NH3, has been evaluated. The influence of NH3 on fly ash Hg reactions also is being investigated.  相似文献

Granular activated carbon (GAC) exhaustion rates on pulp and paper effluent from South East Australia were found to be a factor of three higher (3.62 cf. 1.47 kg m−3) on Kraft mills compared to mills using Thermomechanical pulping supplemented by Recycled Fibre (TMP/RCF). Biological waste treatment at both mills resulted in a final effluent COD of 240 mg L−1. The dissolved organic carbon (DOC) was only 1.2 times higher in the Kraft effluent (70 vs. 58 mg L−1), however, GAC treatment of Kraft and TMP/RCF effluent was largely different on the DOC persisted after biological treatment. The molecular mass (636 vs. 534 g mol−1) and aromaticity (5.35 vs. 4.67 L mg−1 m−1) of humic substances (HS) were slightly higher in the Kraft effluent. The HS aromaticity was decreased by a factor of 1.0 L mg−1 m−1 in both Kraft and TMP/RCF effluent. The molecular mass of the Kraft effluent increased by 50 g mol−1 while the molecular mass of the TMP/RCF effluent was essentially unchanged after GAC treatment; the DOC removal efficiency of the GAC on Kraft effluent was biased towards the low molecular weight humic compounds. The rapid adsorption of this fraction, coupled with the slightly higher aromaticity of the humic components resulted in early breakthrough on the Kraft effluent. Fluorescence excitation-emission matrix analysis of the each GAC treated effluent indicated that the refractory components were higher molecular weight humics on the Kraft effluent and protein-like compounds on the TMP/RCF effluent. Although the GAC exhaustion rates are too high for an effective DOC removal option for biologically treated pulp and paper mill effluents, the study indicates that advanced organic characterisation techniques can be used to diagnose GAC performance on complex effluents with comparable bulk DOC and COD loads.  相似文献

2,4,6-Trichlorophenol (2,4,6-TCP) is a common chemical intermediate and a by-product of water chlorination and combustion processes, and is a priority pollutant of the aquatic environment in many countries. Although information on the toxicity of 2,4,6-TCP is available, there is a lack of information on the predicted no-effect concentration (PNEC) of 2,4,6-TCP, mainly due to the shortage of chronic and site-specific toxicity data. In the present study, acute and sub-chronic toxicity of 2,4,6-TCP on six different resident Chinese aquatic species were determined. PNEC values were calculated and compared by use of two approaches: assessment factor (AF) and species sensitivity distribution (SSD). Values for acute toxicity ranged from 1.1 mg L−1 (Plagiognathops microlepis) to 42 mg L−1 (Corbicula fluminea) and the sub-chronic no observed effect concentrations (NOECs) ranged from 0.05 mg L−1 (Mylopharyngodon piceus) to 2.0 mg L−1 (C. fluminea). PNECs obtained by the assessment factor approach with acute (AF = 1000, 0.001 mg L−1) or chronic (AF = 10, 0.005 mg L−1) toxicity data were one order of magnitude less than those from SSD methods (0.057 mg L−1). PNEC values calculated using SSD methods with a 50% certainty for 2,4,6-TCP was less than those obtained by use of the USEPA recommend final chronic value (FCV) method (0.097 mg L−1) and the one obtained by use of the USEPA recommend acute-to-chronic (ACR) methods (0.073 mg L−1). PNECs derived using AF methods were more protective and conservative than that derived using SSD methods.  相似文献
