The remediation of inactive hazardous waste sites frequently involves a protracted negotiation with the respective state or federal agency and the entity responsible for creating the site and paying the costs. At orphaned sites, decisions are made almost exclusively by agency staff. Most of remedial decisions are made with little input or participation by the interested public. The public usually receives information in a highly technical and difficult-to-understand format after decisions are made. This ineffective form of communication can lead to mistrust and delays or changes in the remediation process. Effective public participation requires multidirectional modes of communication that provide for active and full involvement by all interested parties. At the present time, most agencies pay minimal attention to the needs of the interested public, often leaving area residents suspicious and dissatisfied with the overall program. There is an opportunity to significantly improve the public participation component of the federal Super-fund program through reauthorization. Subtle changes in the program can result in a significant increase of the public's sense of participation and overall satisfaction. 相似文献

ABSTRACT: Traditional development in South Florida has in many cases resulted in undesirable degradation of terrestrial and aquatic ecosystems, due to overdrainage and overenrichment of surface waters. The study described in this paper was undertaken in order to establish guidelines under which urban development may take place in coastal areas, while minimizing unwanted environmental changes. The study area consists of approximately 70 square miles of relatively flat land in Collier County, Florida. The coastal wetlands of the region are a highly valued natural resource containing the Rookery Bay Wildlife Sanctuary. The upland properties are mainly pine woodlands and have great potential for development. A master plan was developed which will (1) provide adequate drainage for existing and projected development within the study area and (2) maintain the integrity of the estuarine zone. The major recommendations of the plan relate to land use, physical control of surface waters, including construction and maintenance of the water management system, and implementation of the plan. 相似文献

ABSTRACT: Striped bass (Morone saxatilis) eggs and prolarvae were exposed to a range of treated bleached kraft mill effluent (BKME) concentrations from 0 to 20 percent effluent by volume (v/v) under continuous flow test conditions. The treated BKME used in the study before dilution had a BOD5 of 18 to 25 mg/l, TSS of 60 to 185 mg/l and true color of 1750 to 1755 mg/l. No mortality attributable to BKME was found in three separate egg studies. No delayed hatching of the eggs occurred in any of the BKME treatments relative to the control treatment. No significant morphological abnormalities (pugheadness, truncation, or scoliosis) were found in prolarvae exposed to BKME from the egg stage through six days post/hatch. Tests with prolarvae revealed that BKME at concentrations from 2 to 20 percent v/v did not cause mortality during exposures up to 60 hours. However, BKME concentrations ranging between 8 to 12 percent up to 20 percent v/v caused increased mortality after 72 hours of exposure. 相似文献

Transport of gellan gum microbeads through sand: an experimental evaluation for encapsulated cell bioaugmentation 总被引:2,自引:0,他引:2
Transport of 10-40 microm gellan gum microbeads was studied in horizontal sand columns to evaluate the feasibility of using gel-encapsulated bacteria for bioaugmentation of contaminated aquifers. Three 5.2 x 110 cm columns were packed with sand (column A: 0.5-2 mm, column B: 0.25-2 mm, and column C: 0.125-2 mm). Microbeads in artificial groundwater were injected at 0.5 l h(-1) during intermittent 12-h periods. Breakthrough of microbeads increased with injection time, varying as a descending function of travel distance. After 72 h of injection, about 75% of injected microbeads were dispersed across a 5-110 cm distance from the inlet in column A, compared to 78% across a 5-50 cm in column B, and 76% across a 5-20 cm in column C. The wider dispersion of microbeads across the length of column A, compared to those observed in columns B and C, suggests a higher potential for the formation of a uniform bioactive zone of encapsulated cells across a sandy aquifer with such grain size distribution and hydrodynamic properties. 相似文献

In this paper we show that chlorophyll a fluorescence signals analysed with the self-organizing map (SOM) can be used as a routine tool for the monitoring and classification of pea varieties (Pisum sativum) according to their degree of resistance against drought stress. Fluorescence kinetics measurements were obtained from non-stressed plants. The aim of this study is to evaluate the applicability of artificial intelligence techniques in eco-physiological research. Our goal is to provide a fast tool that will contribute to the knowledge needed to develop strategies that would help to decrease the impact of environmental stress in agriculture and forestry. 相似文献

ABSTRACT: Soil-water conditions provide valuable insight into the hydrologic system in an area. A soil-water balance quantitatively summarizes soil-water conditions and is based on climatic, soil, and vegetation characteristics that vary spatially and temporally. Soil-water balances in the Great Plains of the central United States were simulated for 1951–1980. Results of the simulations were mean annual estimates of infiltration, runoff, actual evapotranspiration, potential recharge, and consumptive water and irrigation requirements at 152 climatic data stations. A method was developed using a geographic information system to integrate and map the simulation results on the basis of spatially variable climatic, soil, and vegetation characteristics. As an example, simulated mean annual potential recharge was mapped. Mean annual potential-recharge rates ranged from less than 0.5 inch in much of the north-central and southwestern Great Plains to more than 10 inches in parts of eastern Texas and southwestern Arkansas. 相似文献

ABSTRACT: Nebraska has abundant supplies of high quality surface and ground water. The U.S. Supreme Court decision in 1982, declaring ground water to be an article of commerce, is widely perceived as giving neighboring states easier access to Nebraska water. Some neighboring states, particularly Colorado and Wyoming, are in water short situations. Additionally, current legal restrictions on certain types of transfers within the State could be inhibiting the “highest and best use” of Nebraska's water. Thus, in 1987 the Nebraska Legislature called for the development of a new water policy for Nebraska that would promote the economically efficient use of water, yet protect the environment as well as the rights of individuals (for example, third parties) and the public. Through an interagency study employing an extensive public involvement process, a policy to be recommended to the Legislature in 1989 emerged. The policy revises the basic definition of water rights and transfers and eliminates most of the inconsistencies in the water allocation system by treating most types of water resources, most types of water users, and most locations of use similarly in the permitting process. (The principal exception is the individual irrigator using ground water on the overlying land where overlying land is one government surveyed section; such use is not defined to be a transfer nor is a permit required.) An impact assessment would be required of most new water uses except on site uses of ground water. Compensation measures could be specified as a condition of the permit where appropriate. The permit would be issued only if the benefits of the proposed transfer clearly outweigh adverse effects that could not be avoided or effectively compensated. The policy allows for the sale or lease of “salvaged” water. It calls for the State to facilitate transfers by acting as a clearinghouse for potential buyers and sellers, and it allows the State to sponsor water projects. An annual fee to be paid by many water users, in order to provide a fund for compensation and for state sponsored water projects, was proposed. However, it met with extensive opposition.
