Lee [J. Environ. Econ. Manag., in press] investigates possibilities where pollutants may be stored for a period of time and later released into the environment when adverse effects are minimal. The treatment and storage of pollutants before their release into the environment is a crucial part of many abatement programs. Surprisingly, emission charges will not induce optimal abatement when storage is possible. This occurs because the firms' response to the dynamic tax is indeterminant. We suggest alternative controls, whereby rights to emit pollutants are sold competitively and demonstrate that markets provide incentives for the optimal generation-storage-emission of pollution by firms. In deriving this result an important difference between markets and taxes is revealed. With markets there is still indeterminacy at the firm level, but the aggregate response of all firms is dictated by market forces that insure pollution is reduced by some desired amount. 相似文献

Secondary lead refining produces a sulphidic slag that also contains varying quantities of lead. Initially, the objectives of this project were to treat the slag in order to recover the valuable lead as well as to render the slag environmentally benign. However, in keeping with the principles of clean technology and, specifically, the approach of clean production, the project was redefined with the following priorities: waste characterisation; waste minimisation through process improvement; waste modification; identification of slag treatment methods. Characterisation of the waste facilitated an overall process understanding and aided in identifying process deficiencies. Process improvement was aimed at reducing both the quantity of slag produced as well as the lead loss to the slag. Waste characterisation combined with local hazardous waste regulations enabled desirable waste modifications to be identified. These waste adaptations were implemented through process modification. Research has long recognized the potential benefits of vision communicated at all levels of organizations. Despite this recognition, our understanding of the dynamics surrounding suborganizational visions remains limited. In this paper, we aim to explore these dynamics by investigating the role of organizational structure in the use of suborganizational visions. Although research has begun exploring the implications of structure for vision, it has done so on a limited basis in the context of vertical hierarchies. We take a more comprehensive view, exploring the role of both vertical and horizontal dimensions of structure, with specific interest in the relationship between organizational and suborganizational visions. Our findings suggest not only that structural distance moderates the relationship between organizational and suborganizational visions but also that horizontal distance from the organizational core provides the conditions under which suborganizational units communicate distinct visions that are decoupled from the organizational vision. Furthermore, we find a series of coordinating mechanisms that serve to encourage both the vertical nesting and horizontal complementarity of visions, ensuring alignment, even in the presence of decoupling from the organizational vision. Finally, in describing these findings, we elucidate the role of institutions in both providing content for and ensuring the complementarity of suborganizational visions. 相似文献

Two means by which climate change may increase surface soil erosion in mountainous terrain are: (1) increasing the frequency of extreme rainfall events and (2) decreasing the duration of snow cover on bare soil. We used output from four general circulation models (GCMs) and two greenhouse gas trajectories to produce a suite of hydrologic variables at a daily time‐step for historic and projected 21st Century conditions. We statistically disaggregated the daily rainfall to hourly, using hourly rainfall from a network of nine weather stations in the Tahoe Basin, and filtered out rain falling on a snowpack. We applied published equations to convert hourly intensity to raindrop kinetic energy (KE) for each day and grid cell in the Basin, averaged across grid cells, and created time series of total annual and maximum annual hourly kinetic energy (TKE and MKE) on snow‐free ground. Using the Generalized Extreme Value distribution, we calculated the significance of long‐term trends in KE on snow‐free ground, and estimated energy levels for return periods of 2, 20, and 100 years. We then detrended the snowpack data and compared the resulting trends in KE with the trends resulting from changes in both rainfall energy and snowpack under two GCMs. Principal findings include (1) upward trends in MKE, (2) stronger upward trends in TKE; and (3) an effect of increasing rainfall intensities on KE in some cases, and a strong effect of reduced snowpack in all cases examined. 相似文献

We assess the feasibility of using airborne imagery for Buffel grass detection in Australian arid lands and evaluate four commonly used image classification techniques (visual estimate, manual digitisation, unsupervised classification and normalised difference vegetation index (NDVI) thresholding) for their suitability to this purpose. Colour digital aerial photography captured at approximately 5 cm of ground sample distance (GSD) and four-band (visible–near-infrared) multispectral imagery (25 cm GSD) were acquired (14 February 2012) across overlapping subsets of our study site. In the field, Buffel grass projected cover estimates were collected for quadrates (10 m diameter), which were subsequently used to evaluate the four image classification techniques. Buffel grass was found to be widespread throughout our study site; it was particularly prevalent in riparian land systems and alluvial plains. On hill slopes, Buffel grass was often present in depressions, valleys and crevices of rock outcrops, but the spread appeared to be dependent on soil type and vegetation communities. Visual cover estimates performed best (r 2 0.39), and pixel-based classifiers (unsupervised classification and NDVI thresholding) performed worst (r 2 0.21). Manual digitising consistently underrepresented Buffel grass cover compared with field- and image-based visual cover estimates; we did not find the labours of digitising rewarding. Our recommendation for regional documentation of new infestation of Buffel grass is to acquire ultra-high-resolution aerial photography and have a trained observer score cover against visual standards and use the scored sites to interpolate density across the region. 相似文献

A study design was developed and demonstrated for deployment of a portable emission measurement system (PEMS) for excavators. Excavators are among the most commonly used vehicles in construction activities. The PEMS measured nitric oxide, carbon monoxide, hydrocarbons, carbon dioxide, and opacity-based particulate matter. Data collection, screening, processing, and analysis protocols were developed to assure data quality and to quantify variability in vehicle fuel consumption and emissions rates. The development of data collection procedures was based on securing the PEMS while avoiding disruption to normal vehicle operations. As a result of quality assurance, approximately 90% of the attempted measurements resulted in valid data. On the basis of field data collected for three excavators, an average of 50% of the total nitric oxide emissions was associated with 29% of the time of operation, during which the average engine speed and manifold absolute pressure were significantly higher than corresponding averages for all data. Mass per time emission rates during non-idle modes (i.e., moving and using bucket) were on average 7 times greater than for the idle mode. Differences in normalized average rates were influenced more by intercycle differences than intervehicle differences. This study demonstrates the importance of accounting for intercycle variability in real-world in-use emissions to develop more accurate emission inventories. The data collection and analysis methodology demonstrated here is recommended for application to more vehicles to better characterize real-world vehicle activity, fuel use, and emissions for nonroad construction equipment. 相似文献

Motor graders are a common type of nonroad vehicle used in many road construction and maintenance applications. In-use activity, fuel use, and emissions were measured for six selected motor graders using a portable emission measurement system. Each motor grader was tested with petroleum diesel and B20 biodiesel. Duty cycles were quantified in terms of the empirical cumulative distribution function of manifold absolute pressure (MAP), which is an indicator of engine load. The motor graders were operated under normal duty cycles for road maintenance and repair at various locations in Wake and Nash Counties in North Carolina. Approximately 3 hr of quality-assured, second-by-second data were obtained during each test. An empirical modal-based model of vehicle fuel use and emissions was developed, based on stratifying the data with respect to ranges of normalized MAP, to enable comparisons between duty cycles, motor graders, and fuels. Time-based emission factors were found to increase monotonically with MAP. Fuel-based emission factors were mainly sensitive to differences between idle and non-idle engine operation. Cycle average emission factors were estimated for road "resurfacing," "roading," and "shouldering" activities. On average, the use of B20 instead of petroleum diesel leads to a negligible decrease of 1.6% in nitric oxide emission rate, and decreases of 19-22% in emission rates of carbon monoxide, hydrocarbons, and particulate matter. Emission rates decrease significantly when comparing newer engine tier vehicles to older ones. Significant reductions in tailpipe emissions accrue especially from the use of B20 and adoption of newer vehicles. 相似文献
