Widely advocated as a means to make policy making more integrated, policy assessment remains weakly integrated in practice. But explanations for this shortfall, such as lack of staff training and resources, ignore more fundamental institutional factors. This paper identifies institutional capacities supporting and constraining attempts to make policy assessment more integrated. A comparative empirical analysis of functionally equivalent assessment systems in four European jurisdictions finds that there are wide-ranging institutional constraints upon integration. These include international policy commitments, the perception that assessment should support rather than determine policy, organisational traditions, and the sectorisation of policy making. This paper concludes by exploring the potential for altering these institutions to make policy assessment more integrated. 相似文献

ABSTRACT: The degradation of many lakes is the result of aging processes which have been accelerated by the activities of man. Where it is too late to prevent sedimentation and eutrophication problems, lake rehabilitation and protection comprise a resource management option warranting serious consideration. A Wisconsin Lake Renewal Demonstration Project has been evaluating several rehabilitation schemes for the past five years. A selected summary of Project lake rehabilitation activities, including nutrient inactivation, dilution, aeration, and several types of aquatic plant management, suggests the present status of lake rehabilitation. 相似文献

Despite a recent emphasis on ‘evidence based policy’ accompanied by an abundance of ‘green’ policy instruments, experience from the European Union and OECD countries shows that decisions which truly aim to balance environmental considerations with social and economic ones remain thin on the ground. Moreover, many policies seem to fall short of, or directly contradict what the available ‘evidence’ suggests is required. This is a synthesis paper bringing together literature from the fields of political science, geography, sociology and science and technology studies to outline some of the obscurities relating to the use of scientific evidence in environmental decision-making. In this paper, we suggest that an exploration of three key inter-related issues is necessary to develop a richer understanding of why evidence and policy interact as they do. These are the nature of evidence itself; the normative, moral or ethical ‘politics’ of policy-making; and the operation of power in the policy process. Our primary goal is to bring various literatures together to better conceptualise the evidence–policy relationship. In so doing, we outline specific challenges for knowledge producers who set research priorities, and design and direct research projects. We also highlight significant implications for policy decision-making processes. 相似文献
