Institutional authority and responsibility for allocating water to ecosystems (“ecologically available water” [EAW]) is spread across local, state, and federal agencies, which operate under a range of statutes, mandates, and planning processes. We use a case study of the Upper Missouri Headwaters Basin in southwestern Montana, United States, to illustrate this fragmented institutional landscape. Our goals are to (a) describe the patchwork of agencies and institutional actors whose intersecting authorities and actions influence the EAW in the study basin; (b) describe the range of governance mechanisms these agencies use, including laws, policies, administrative programs, and planning processes; and (c) assess the extent to which the collective governance regime creates gaps in responsibility. We find the water governance regime includes a range of nested mechanisms that in various ways facilitate or hinder the governance of EAW. We conclude the current multilevel governance regime leaves certain aspects of EAW unaddressed and does not adequately account for the interconnections between water in different parts of the ecosystem, creating integrative gaps. We suggest that more intentional and robust coordination could provide a means to address these gaps. 相似文献

The purpose of this study was to examine the factor structure of the transformational leadership model in human service teams. As the nature of this work environment mandates certain management‐by‐exception practices, patterns of correlations between perceptions of active and passive management‐by‐exception behaviors and transformational, transactional, and laissez‐faire leadership were of interest. 236 leaders and 620 subordinates from 54 mental health teams completed the Multifactor Leadership Questionnaire, form 8Y. The US Sustainable Remediation Forum (SURF) created this Framework to enable sustainability parameters to be integrated and balanced throughout the remediation project life cycle, while ensuring long‐term protection of human health and the environment and achieving public and regulatory acceptance. Parameters are considerations, impacts, or stressors of environmental, social, and economic importance. Because remediation project phases are not stand‐alone entities but interconnected components of the wider remediation system, the Framework provides a systematic, process‐based approach in which sustainability is integrated holistically and iteratively within the wider remediation system. By focusing stakeholders on the preferred end use or future use of a site at the beginning of a remediation project, the Framework helps stakeholders form a disciplined planning strategy. Specifically, the Framework is designed to help remediation practitioners (1) perform a tiered sustainability evaluation, (2) update the conceptual site model based on the results of the sustainability evaluation, (3) identify and implement sustainability impact measures, and (4) balance sustainability and other considerations during the remediation decision‐making process. Forests and soils are a major sink of carbon, and land use changes can affect the magnitude of above ground and below ground carbon stores and the net flux of carbon between the land and the atmosphere. Studies on methods for examining the future consequences of changes in patterns of land use change and carbon flux gains importance, as they provide different options for CO2 mitigation strategies. In this study, a simulation approach combining Markov chain processes and carbon pools for forests and soils has been implemented to study the carbon flows over a period of time. Markov chains have been computed by converting the land use change and forestry data of India from 1997 to 1999 into a matrix of conditional probabilities reflecting the changes from one class at time t to another class time t+1. Results from Markov modeling suggested Indian forests as a potential sink for 0.94 Gt carbon, with an increase in dense forest area of about 75.93 Mha and decrease of about 3.4 Mha and 5.0 Mha in open and scrub forests, if similar land use changes that occurred during 1997–1999 would continue. The limiting probabilities suggested 34.27 percent as dense forest, 6.90 as open forest, 0.4 percent mangrove forest, 0.1 percent scrub and 58 percent as non-forest area. Although Indian forests are found to be a potential carbon sink, analysis of results from transition probabilities for different years till 2050 suggests that, the forests will continue to be a source of about 20.59 MtC to the atmosphere. The implications of these results in the context of increasing anthropogenic pressure on open and scrub forests and their contribution to carbon source from land use change and forestry sector are discussed. Some of the mitigation aspects to reduce greenhouse gas emissions from land use change and forestry sector in India are also reviewed in the study. 相似文献

/ Uses of outdoor natural areas, like National Forests in the United States, have been undergoing change. Some changes, including criminal activities and domestic terrorism, may have quite important impacts to outdoor enthusiasts and managers. Activities include some relatively traditional management challenges, like arson and thefts, and newer challenges, such as domestic violence and murder. To better understand the prevalence and impacts of these activities, selected managers in the western United States were interviewed in summer and fall 1998. Results indicate criminal activities and domestic terrorism are found in both urban-interface and rural sites. The most prevalent challenges were arson, criminal damage, domestic violence, dumping of household trash and landscape materials, marijuana cultivation, satanic cult activity, and thefts. Not as prevalent but found in almost all study sites were body dumping, extremist group activity, gang activity, murders, and suicides. Managers felt that most outdoor recreationists were unaffected by the activities. Most managers noted the increasing prevalence and the costs to management in time, personnel, and in other ways. They noted that their job had ceased being one of natural resources law enforcement and became one of "city" law enforcement. This paper will describe the development and application of a methodology for assessing the progress being made by companies in addressing the challenges of sustainable development. The methodology is based on the identification of a number of attributes that provide indicators of progress in pursuit of sustainable development. Each attribute is then further described in terms of several key characteristics. Publicly available information from leading companies can then be analysed in terms of these attributes and characteristics and each company's relative progress can be assessed. The methodology has been applied to a number of leading companies. The companies were chosen to cover a range of different sectors and by reference to relevant indicators, including the Dow Jones Sustainability Index and the FTSE4Good. An initial study carried out in 2000 was repeated during 2002. The results can be used to identify the relative strengths and weaknesses of a particular company versus best practice in its sector and overall, and to show the progress that has been made by individual companies and by sectors between 2000 and 2002.
