In Oslo, traffic has been one of the dominating sources of air pollution in the last decade. In one part of the city where most traffic collects, two tunnels were built. A series of before and after studies was carried out in connection with the tunnels in use. Dispersion models were used as a basis for estimating exposure to nitrogen dioxide and particulate matter in two fractions. Exposure estimates were based on the results of the dispersion model providing estimates of outdoor pollutant concentrations on an hourly basis. The estimates represent concentrations in receptor points and in a square kilometre grid. The estimates were used to assess development of air pollution load in the area, compliance with air quality guidelines, and to provide a basis for quantifying exposure-effect relationships in epidemiological studies. After both tunnels were taken in use, the pollution levels in the study area were lower than when the traffic was on the surface (a drop from 50 to 40 micrograms m-3). Compliance with air quality guidelines and other prescribed values has improved, even if high exposures still exist. The most important residential areas are now much less exposed, while areas around tunnel openings can be in periods exposed to high pollutant concentrations. The daily pattern of exposure shows smaller differences between peak and minimum concentrations than prior to the traffic changes. Exposures at home (in the investigation area) were reduced most, while exposures in other locations than at home showed only a small decrease. Abstract: Frustration with the lack of action on conservation issues by governments has sparked debate around the policy role of conservation biologists. We analyzed the political economy of conservation biology, that is, of the dynamics of the political and economic structures within which conservation biology operates, and we suggest more productive means for conservation biologists to achieve conservation goals. Within the modern state, conservation goals are marginalized because the growth needs of industrial capital have the highest priority. Environmental advocacy within this system largely addresses only proximate concerns and has limited success. Science is a product of modern society, but scientists now need to foster novel institutional arrangements in which humans can function within the limits of natural systems. This entails a larger recognition of the inherent contradictions residing within current institutions that themselves depend on unsustainably high resource flows. As one critical counterbalance to these institutions, we discuss community-based management and research as primary institutions through which sustainable use of natural resources might be achieved.  相似文献

ABSTRACT: Studies were conducted to analyze the presence of 11 pesticide residues in 12 surface waters in the Piedmont and coastal plain regions of North Carolina. Samples were assayed using enzyme‐linked immunosorbent assays (ELISAs). All ELISA results of one part per billion (ppb, μg/L) or greater were confirmed using gas chromatography/mass spectrometry (GCIMS). ELISA detection limits were approximately an order of magnitude higher than GCJMS methods. Of the 5,035 analytical results from 742 surface water samples, atrazine was detected in approximately 45 percent of the samples, five of which were at or above the Maximum Contaminant Level (MCL) of 3‐ppb. Metolachlor was detected in 64 percent of the samples. Aldicarb, 2,4‐D, chlorpyrifos, and chlorothalonil were also detected, and each was found in less than 12 percent of the samples. The remaining pesticides, including carbaryl, acetochior, methomyl, carbofuran, and alachlor, were not detected during the study period.  相似文献

Herbarium specimens are increasingly recognized as an important resource for conservation science and virtual herbaria are making specimens freely available to a wider range of users than ever before. Few virtual herbaria are designed with conservation use as a primary driver. Exceptionally, Brazil's Reflora Virtual Herbarium (RVH) was created to increase knowledge and conservation of the Brazilian flora. The RVH is closely integrated with the Flora of Brazil 2020 platform on which Brazil's new national Flora is under construction. Both resources are accessible via the Reflora home page and thousands of users move seamlessly between these Reflora resources. To understand how the Reflora resources are currently used and their impact on conservation science, we conducted a literature review and an online survey. We searched for publications of studies in which Reflora resources were used and publications resulting from Brazilian researchers who were part of Reflora's research and mobility program. The survey contained multiple choice questions and questions that required a written response. We targeted Reflora webpage visitors with the survey to capture a wider range of Reflora users than the literature review. Reflora resources were used for a variety of conservation-relevant purposes. Half the 806 scientific publications in which Reflora was cited and 81% of the 1069 survey respondents accessing Reflora resources mentioned conservation-relevant research outputs. Most conservation-relevant uses of the Reflora resources in scientific publications were research rather than implementation focused. The survey of Reflora users showed conservation uses and impacts of virtual herbaria were more numerous and diverse than the uses captured in the literature review. Virtual herbaria are vital resources for conservation science, but they must document use and impacts more comprehensively to ensure sustainability.  相似文献

Objective: The elevated crash involvement rate of young drivers is well documented. Given the higher crash risk of young drivers and the need for innovative policy and programs, it remains important to fully understand the type of crashes young drivers are involved in, and knowledge of the lifetime care cost of crashes can support effective policy development. The aim of this article is to document the number and type of young driver crashes, as well as the associated lifetime care cost over a 9-year period (2005–2013) in Victoria, Australia.

Methods: In Victoria, Australia, the Transport Accident Commission (TAC) has legislated responsibility for road safety and the care of persons injured in road crashes, irrespective of fault. TAC claims data for the period 2005–2013 were used to document the number and type of young driver crashes. Lifetime care costs (past and future payment liabilities) were calculated by Taylor Fry actuarial consultancy. License and population data were used to define the crash involvement rate of young drivers.

Results: Over the 9-year period, 16,817 claims were lodged to the TAC by drivers 18–25 years of age following a crash. There were 646 fewer drivers aged 18–25 killed and injured in 2013, compared to 2005, representing an unadjusted change of ?28.7% (?29.8% males; ?28.4% females). The total lifetime care cost of young drivers killed and injured in Victoria for the period 2005–2013 was estimated to be AU$634 million (US$493 million). Differences between males and females, single- and multivehicle crashes, and fatalities and injuries were found to be statistically significant. Run-off-road crashes and crashes from opposing direction were overrepresented in the lifetime care costs for young driver claimants. Twenty-eight injured drivers were classified as high-severity claims. These 28 claimants require additional long-term care, which was estimated to be AU$219 million; of these 28, 24 were male (85.7%). The long-term care costs for these 28 drivers (0.16%) accounts for 34.5% of the total lifetime care cost of all 18- to 25-year-old injured drivers.

Conclusions: By using no-fault lifetime care costs that account for medical and like expenses, rehabilitation, and social reintegration costs, a more accurate understanding of the cost of young driver crashes can be determined. Application of these costs to specific crash types highlights new priorities and opportunities for developing programs to reduce young driver crashes.  相似文献

In this study, traditional Soxhlet, automatic Soxhlet and ultrasonic extraction techniques were employed to determine the speciation and concentration of polycyclic aromatic hydrocarbons (PAHs) on lime spray dryer (LSD) ash samples collected from the baghouse of a spreader stoker boiler. To test the efficiencies of different extraction methods, LSD ash samples were doped with a mixture of 16 US EPA specified PAHs to measure the matrix spike recoveries. The results showed that the spike recoveries of PAHs were different using these three extraction methods with dichloromethane (DCM) as the solvent. Traditional Soxhlet extraction achieved slightly higher recoveries than automatic Soxhlet and ultrasonic extraction. Different solvents including toluene, DCM:acetone (1:1 V/V) and hexane:acetone (1:1 V/V) were further examined to optimize the recovery using ultrasonic extraction. Toluene achieved the highest spike recoveries of PAHs at a spike level of 10 microg kg(-1). When the spike level was increased to 50 microg kg(-1), the spike recoveries of PAHs also correspondingly increased. Although the type and concentration of PAHs detected on LSD ash samples by different extraction methods varied, the concentration of each detected PAH was consistently low, at microg kg(-1) levels.  相似文献
