This article examines the role of economic development agencies in strengthening the environmental performance of industry within rapidly industrialising East Asian economies. Three case-study examples are considered, namely, the role of the Industrial Development Board in reducing industrial pollution in Taiwan, pollution control in the palm oil industry in Malaysia, and the role of the Economic Development Board in influencing environmental performance of industry in Singapore. The concept of embedded autonomy is developed to consider the ways in which agencies of economic development can work with firms and industries while simultaneously remaining autonomous from these firms with respect to setting and enforcing performance standards. The three cases suggest that a form of policy integration that more directly integrates economic and environmental goals within agencies of economic development may be feasible, but only where there exists a strong autonomous government bureaucracy and where there is strong societal commitment to improving the environmental performance of industry.  相似文献

There is a growing recognition that knowledge of indigenous communities, based on accumulated observations and experience over time, is significant for sustainable environmental management in collaboration with modern scientific knowledge. A number of innovative policy initiatives are currently being implemented in New Zealand to enable indigenous Maori tribes and sub-tribes to rehabilitate and manage their local fisheries in accordance with customary values and practices. These policies are an important milestone from an historical perspective as they are meant to recognise and empower the role of Maori as Treaty partners. The fisheries management regime in New Zealand now provides for Maori representation at the local level within a co-management framework that enables local Maori communities to exercise their customary rights. These institutional arrangements have been crafted to facilitate Maori input, based on customary values and practices, to complement modern Western management practices for sustainable harvesting of marine resources. Nevertheless, the degree to which these initiatives constitute an adequate response to Maori Treaty aspirations is debatable. A major constraint in this respect is that the government is compelled to recognise the needs of other, economically and politically more dominant, non-Maori user-groups in allocating and managing access to fishery resources and the marine environment.  相似文献

Laboratory column experiments run for up to 13 days compared air sparging of groundwater contaminated by dissolved petroleum hydrocarbons in sterile and non-sterile aquifer sediments as well as uncontaminated sediments and groundwater. Loss of dissolved BTEX compounds in the contaminated columns was very rapid, occurring through volatilisation. The majority of the dissolved total organic carbon (TOC) persisted for much longer periods however. A direct comparison between losses from sterile and non-sterile columns suggested a negligible contribution of biodegradation to the removal of TOC. This was difficult to confirm through examination of O2 utilisation because oxidation of a small amount of reduced sulphur in the aquifer materials was the dominant sink for O2. Despite this, it was possible to conclude that less than 22% of the removal of TOC was through biodegradation during the first three days of air sparging.  相似文献

 This paper deals with the present scenario of hazardous waste management practices in Thailand, and gives some insights into future prospects. Industrialization in Thailand has systematically increased the generation of hazardous waste. The total hazardous waste generated in 2001 was 1.65 million tons. It is estimated that over 300 million kg/year of hazardous waste is generated from nonindustrial, community sources (e.g., batteries, fluorescent lamps, cleansing chemicals, pesticides). No special facilities are available for handling these wastes. There are neither well-established systems for separation, storage, collection, and transportation, nor the effective enforcement of regulations related to hazardous wastes management generated from industrial or nonindustrial sectors. Therefore, because of a lack of treatment and disposal facilities, these wastes find their way into municipal wastewaters, public landfills, nearby dump sites, or waterways, raising serious environmental concern. Furthermore, Thailand does not have an integrated regulatory framework regarding the monitoring and management of hazardous materials and wastes. In addition to the absence of a national definition of hazardous wastes, limited funding has caused significant impediments to the effective management of hazardous waste. Thus, current waste management practices in Thailand present significant potential hazards to humans and the environment. The challenging issues of hazardous waste management in Thailand are not only related to a scarcity of financial resources (required for treatment and disposal facilities), but also to the fact that there has been no development of appropriate technology following the principles of waste minimization and sustainable development. A holistic approach to achieving effective hazardous waste management that integrates the efforts of all sectors, government, private, and community, is needed for the betterment of human health and the environment. / The Galilee region on the northern edge of Israel constitutes more than 15% of the state's territory, supplies more than half of its drinking water needs, and is an important recreational resource and destination for Israelis. One of the main objectives of the plan for the Galilee was to devise a regional physical and economic development strategy for the years 1992-2007 that would arrest the trend of emigration of its residents, attract newly arrived immigrants to the region, and at the same time protect natural resources and environmental quality. This paper is limited to discussion of the environmental aspects of the plan. It analyzes spatial concepts for distribution of projected population growth, evaluates environmental impacts of alternative plans, and proposes a decision-making framework and tools for minimizing natural resources loss from development at the local level. Assessment of potential environmental impacts generated quantitative data of natural resources areas. Application of the data in the plan evaluation stage showed that the alternative that concentrated most of the new development in central Galilee was the second-best choice environmentally, but was preferred as the best choice for overall qualities. The planning study offers an alternative environmental impact assessment (EIA) process to the one presently used in Israel by incorporating environmental considerations at the initial plan-making stage and not at the plan-approval stage. It demonstrated that in order to be effective, environmental assessment and land-use planning should be seen as one effort that is integrated from the start and in each stage of the plan-making process.KEY WORDS: Environmental assessment; Development planning; Galilee  相似文献

Previous research indicates that the use of impression management is related to supervisor ratings of employee likeability and job performance. It has been argued, though, that employees might also use impression management so that their superiors will see them as ‘good soldiers’ who engage in high levels of organizational citizenship behaviors (OCBs). This study investigates the ways in which three types of impression management—namely, job‐focused, self‐focused, and supervisor‐focused tactics of impression management—influence supervisor ratings of OCB. Using a sample of 122 supervisor‐subordinate dyads, the findings indicate that supervisor‐focused tactics of impression management are positively related to OCB ratings, while job‐focused tactics are negatively related to such evaluations. Additionally, citizenship behaviors are positively related to supervisor liking of the employee and overall ratings of job performance. Finally, the results suggest that OCB ratings mediate the relationship between supervisor‐focused tactics of impression management and supervisor evaluations of employee likeability. The distribution and impacts of different nitrogen pollutants are inextricably linked. To understand the problem fully, the interactions between the different pollutants need to be taken into account. This is particularly important when it comes to abatement techniques, since measures to reduce emissions of one nitrogen pollutant can often lead to an increase in another. This project represents a step towards greater understanding of these issues by linking together new and existing nitrogen flux models into a larger framework. The modelling framework has been constructed and some of the nitrogen flows between fields, farms and the atmosphere have been modelled for a UK study area for typical farm management scenarios.  相似文献
