The South Florida Water Management District (SFWMD) constructed a wetland south of Lake Okeechobee to begin the process of removing nutrients (especially phosphorus) from agricultural stormwater runoff entering the Everglades. The project, called the Everglades Nutrient Removal (ENR) project, is a prototype for larger, similarly constructed wetlands that the SFWMD will build as part of the Everglades restoration program. This innovative project is believed to be one of the largest agricultural stormwater cleanup projects in the United States, if not in the world. This publication describes the ENR project's design, construction, and proposed operation, as well as the proposed research program to be implemented over the next few years.  相似文献

This article chronicles activities and approaches carried out in working with community partners and public and private stakeholders in advancing revitalization within Bridgeport, CT. The approach described utilizes brownfields redevelopment as a focal point for a stakeholder process whose goal is neighbourhood revitalization. Two neighbourhoods—the Went End and East End—are the focus for major stakeholder-driven brownfields redevelopment processes. The article defines key elements of the stakeholder process including: involvement at several levels from neighbours to the site to the Mayor's office and beyond, a risk communication process that incorporates the broad concerns of the stakeholders including crime and violence, and the need for ongoing oversight and management throughout the redevelopment process.  相似文献

ABSTRACT: Water resource management in West Africa is often a complicated process due to inadequate resources, climatic extremes, and insufficient hydrological information. Insufficient data hinder sustainable watershed management practices, one of the top priorities in the Volta River Basin. This research properly fills in missing data by modeling the hydrological distribution in the Volta River Basin. On average, discharge gages across the basin are missing 20 percent of their monthly data over 20 years. Two methods were used to supplement missing data: a statistically linear model and a conceptual hydrological model. A linear equation, developed from the regression of precipitation and runoff, was used to evaluate the quality of existing data. The hydrological model separates the system into root and groundwater zones. Measured values were used to calibrate the hydrological model and to validate the statistical model. The quality of existing data was analyzed and organized for usability. Accuracy of the hydrological model was also evaluated for its effectiveness using R2 and standard error. It was found that the hydrological model was an improvement from the linear model on a monthly basis; R2 values improved by as much as 0.5 and monthly error decreased. Monthly predictions of the hydrological model were used to fill gaps of measured data sets.  相似文献

The workplace has become the locus of many stress management and stress reduction interventions. However, little attention has focused on how worksite factors affect the implementation and impact of such interventions. In this paper, we investigate the effect of new versus traditional industrial relations practices on the impact of a worksite stress reduction program in a manufacturing setting. More specifically, a participatory action research (PAR) stress project is described and evaluated in two different labor–management relations contexts. One organization is characterized by the emerging ’new‘ industrial relations system where labor–management relations incorporate elements of joint problem-solving. The other organization has a more traditional approach where labor–management relations are formally adversarial. Results indicate that the labor–management relations context did influence the impact of the stress project. Involvement in the PAR stress project enhanced employee participation in decision-making in both contexts. However, involvement in the stress project enhanced employees' perceptions of the climate for participation only in the organization with more cooperative industrial relations. Increases in coworker support and decreases in depressive symptoms were associated with involvement in the PAR stress project in the organization with more adversarial industrial relations.  相似文献

/ The last 20 years have seen the successful application of environmental dispute resolution processes, where people voluntarily negotiate toward mutually acceptable solutions, to many environmental disputes. The effects of contextual influences, such as the number of parties and presence of deadlines, on outcomes are known and frequently described. Less well documented and understood are the interaction processes themselves. This paper draws on two case studies to develop a conceptual framework describing these processes. Disputes associated with management planning for the Bob Marshall Wilderness Complex in the United States and Fitzgerald River National Park in Australia provided the cases. The conceptual framework derived had eight sequential stages: (1) joint definition of problems, (2) uncertainty about what to do, (3) agreement on group procedures, (4) realization of interdependence, (5) enthusiasm about collective possibilities, (6) commitment to working together, (7) consolidation of the group, and (8) implementation of a resolution. The framework provides new insights for managers of public wildlands, especially the need for varying but ongoing managerial involvement in dispute resolution processes. High levels of involvement and influence are essential at the beginning in problem definition and group procedure design and at the end in implementing resolutions. Conversely, agency members must be willing to exert less influence, while still being involved and committed to collective purposes, during the middle stages. Also apparent from the conceptual framework is the importance of developing shared understandings and of allowing sufficient time for understanding to develop, if successful resolution is to be achieved. Graduated licensing has been implemented in many U.S. states to reduce teenage driver crash involvement. The goal is to introduce teenagers gradually to driving before allowing full, unrestricted licensure. Tennessee, one of the states that introduced graduated licensing, implemented a program to influence both driving by teenagers during the learner stage and restrictions imposed by parents after licensure. In addition to a standard welcome letter, booklets and reminder cards were mailed to parents of teenagers who had just obtained their learner's permits. The booklets and cards were designed to assist parents in becoming more actively involved in their children's driving experiences. The effects of three different approaches (welcome letter only, letter plus booklet, and letter plus booklet plus reminder cards) on parental involvement, teenage crashes, and teenage citations were assessed based on telephone interviews with parents. Although the parents said the booklets and reminder cards were helpful and should continue to be sent to other parents, there were no discernible effects on teenage practice driving and reported parental involvement during the learner stage. Nor was there any measurable influence on restrictions imposed by parents after licensure. It is unknown whether the standard welcome letter affected parental involvement, but overall supervised driving exceeded the state requirements by a substantial margin.  相似文献

This article examines the recent revision of the Sphere Minimum Standards in disaster response relating to food security, nutrition and food aid. It describes how the revision attempted to incorporate the principles of the Humanitarian Charter, as well as relevant human rights principles and values into the Sphere Minimum Standards. The initial aim of the revision was to ensure that the Sphere Minimum Standards better reflected the principles embodied in the Humanitarian Charter. This was later broadened to ensure that key legal standards and principles from human rights and humanitarian law were considered and also incorporated, in part to fill the "protection gap" within the existing standards. In relation to the food security, nutrition and food aid standards, it was agreed by participants in the process that the human right to adequate food and freedom from hunger should be incorporated. In relation to more general principles underlying the Humanitarian Charter, itself drawn largely from human rights and humanitarian law, it was agreed that there was a need to strengthen "protection" elements within the standards and a need to incorporate the basic principles of the right to life with dignity, non-discrimination, impartiality and participation, as well as to explore the relevance of the concept of the progressive realisation of the right to food. The questions raised in linking rights to operational standards required thought, on the one hand, about whether the technical standards reflected a deep understanding of the values expressed within the legal instruments, and whether the existing standards were adequate in relation to those legal rights. On the other hand, it also required reflection on how operational standards like Sphere could give concrete content to human rights, such as the right to food and the right to be free from hunger. However, there remain challenges in examining what a rights-based approach will mean in terms of the role of humanitarian agencies as duty-bearers of rights, given that the primary responsibility rests with state governments. It will also require reflection on the modes and mechanisms of accountability that are brought to bear in ensuring the implementation of the Minimum Standards.  相似文献

The Platte River Basin consists of tributaries largely in Wyoming, Colorado and Western Nebraska, with the main stem in Central Nebraska. Critical wildlife habitat on the main stem requires additional in-stream flows. The watershed is one hosting multiple resources, a variety of users, and managed by an array of state and federal agencies. This study proposes a basis for securing in-stream flows for the Platte River. Candidate water supply mechanisms are suggested based on the way in which Casper, Wyoming secured water for its municipal needs. Canal lining is compared to a dam project, increasing reservoir storage, and purchasing water rights, with consideration also made for water pricing to reduce municipal use. Comparisons are based on economic efficiency, potential water conservation, and property rights criteria. Canal lining, coupled with demand management, is shown to conserve water best, given the set of efficiency and cost criteria for in-stream flow enhancement. The approach offers an opportunity to organize the water supply choice context in a transboundary watershed when quantitative information is limited.  相似文献
