The composition of chlorinated hydrocarbon DNAPLs (dense non-aqueous phase liquids) from field sites can be substantially different than the material originally purchased for use as a solvent. Waste management practices at the U.S. Department of Energy's (DOE) Savannah River Site (SRS) included co-disposal of a wide range of organic and inorganic wastes. In 1991, a clear, orange-colored DNAPL was found in two wells near the SRS M-area settling basin. Waste effluent from the fuel and target fabrication facilities that were discharged to this settling basin included acids, caustics, metals and chlorinated solvents. The characterization of the SRS DNAPL suggests that numerous constituents partitioned into the DNAPL during its use as a solvent, co-disposal and ultimate migration through the subsurface. Trace constituents in the DNAPL include metals, from processing operations or co-disposal practices and subsurface minerals, high molecular weight hydrocarbons and alkyl esters, and acids. This complex mixture results in DNAPL-water interfacial properties that are substantially different than would be expected from a simple mixture of PCE and TCE. Under conditions when there is a high DNAPL to water volume ratio, a semi-rigid film accumulates on water droplets suspended in the DNAPL. It is concluded that the array of precipitated metal species comprising this film contributes to the interfacial tension that is over an order of magnitude lower than expected for a "clean" PCE/TCE mixture.  相似文献

The Shale Network is a group of stakeholders collating, publishing, and conducting research on water quality data collected in the northeastern United States experiencing natural gas extraction from shale using hydraulic fracturing. In developing the Shale Network, we have experienced reluctance to share data from all participating sectors. This paper explores this reluctance, identifying barriers to greater collaboration among multiple stakeholders in natural resource management projects. Findings are derived from participant observation of the Shale Network team, surveys conducted during Shale Network workshops, interviews with water quality stakeholders, and participant observation of water quality monitoring training sessions. The barriers identified include perceptions about data problems and quality, technical capacity, regulatory and legal limitations, competition for resources, and resource allocation decisions. This paper identifies strategies the Shale Network has used to overcome data-sharing barriers to expand a culture of data sharing that supports enhanced nature resource management and citizen engagement.  相似文献

Three modeling approaches, the U.S. Environmental Protection Agency’s (EPA) Community Multiscale Air Quality (CMAQ) zero-out, the Comprehensive Air quality Model with extensions (CAMx) zero-out, and the CAMx probing tools ozone source apportionment tool (OSAT), were used to project the contributions of various source categories to future year design values for summer 8-hr average ozone concentrations at selected U.S. monitors. The CMAQ and CAMx zero-out or brute-force approaches predicted generally similar contributions for most of the source categories, with some small differences. One of the important findings from this study was that both the CMAQ and CAMx zero-out approaches tended to apportion a larger contribution to the “other” category than the OSAT approach. For the OSAT approach, this category is the difference between the total emissions and the sum of the tracked emissions and consists of non-U.S. emissions. For the zero-out approach, it also includes the effects of nonlinearities in the system because the sum of the sensitivities of all sources is not necessarily equal to the sum of their contributions in a nonperturbed environment. The study illustrates the strengths and weaknesses of source apportionment approaches, such as OSAT, and source sensitivity approaches, such as zero-out. The OSAT approach is suitable for studying source contributions, whereas the zero-out approach is suitable for studying response to emission changes. Future year design values of summer 8-hr average ozone concentrations were projected to decrease at all the selected monitors for all the simulations in each city, except at the downtown Los Angeles monitor. Both the CMAQ and CAMx results showed all modeled locations project attainment in 2018 and 2030 to the current National Ambient Air Quality Standards (NAAQS) level of 75 ppb, except the selected Los Angeles monitor in 2018 and the selected San Bernardino monitor in 2018 and 2030.
Implications:This study illustrates the strengths and weaknesses of three modeling approaches, CMAQ zero-out, CAMx zero-out, and OSAT to project contributions of various source categories to future year design values for summer 8-hr average ozone concentrations at selected U.S. monitors. The OSAT approach is suitable for studying source contributions, whereas the zero-out approach is suitable for studying response to emission changes. Future year design values of summer 8-hr average ozone concentrations were projected to decrease, except at the downtown Los Angeles monitor. Comparing projections with the current NAAQS (75 ppb) show attainment everywhere, except two locations in 2018 and one location in 2030.  相似文献

This study describes the results of a survey of 432 homeowners in Ohio, USA concerning their perceptions and practices regarding management of residential landscapes. The results reveal that outdoor residential environments are extremely important to homeowners, who tend to view their yards as serving multiple functions: a place to observe nature and to socialize as well as a place of beauty and recreation. Use of a lawn care company to apply chemicals is reported by 22 % of respondents, while 40 % either apply chemicals themselves or have someone other than a lawn care company do it. Logistic regressions reveal that factors influencing a homeowner's decision to employ a lawn care company or to apply chemicals themselves include: household income (+), perceived impacts on the environment (-), whether the next door neighbor does it (+), and type of residential environment (rural -, suburban and urban +). A theme that emerges throughout the study is the perceived importance of the role of the lawn in residents' sense of social status or acceptance in the neighborhood. This perception can be viewed as a positive in ensuring that residential environments are well maintained, but also as a negative resulting in environmental degradation or presenting a barrier to creativity in the development of alternative residential environments. Specific policy implications of these findings are that efforts aimed at educating homeowners about the environmental impacts of their lawn care choices are likely to have more success if they are directed at neighborhood groups rather than individuals, show that alternatives are easy to adopt, affordable, and can produce the characteristics of lawns that homeowners seek.  相似文献

Ambient air concentrations of fluorocarbon 11 (fluorotrichloromethane) and fluoro-carbon 12 (dichlorodifluoromethane) have been measured using a gas chro-matograph equipped with a pulsed, electron capture detector. Air samples taken on a moderately smoggy day in July 1970, at several locations near Los Angeles gave average readings of fluorocarbon 12, 0.7 ppb and fluorocarbon 11, 0.56 ppb. These readings were contrasted with those taken in early February 1973 when the air was clear and marked with turbulence due to several seasonal rain storms. The readings of both fluorocarbon 1 1 and 12 averaged about 25% less during clear weather than those taken during moderate smog. The effects of weather conditions on the concentration were also dramatically pointed out by the February samples, in that as much as a tenfold change in concentrations of both fluorocarbons from location to location and from day to day at the same location was observed. A concentration versus altitude study clearly revealed that fluorocarbons are trapped by an inversion layer. Examination of air samples taken in the vicinity of factories known to be users of fairly large quantities of fluorocarbons revealed in part how large users contribute to the atmospheric concentrations of fluorocarbons. A comparison of fluorocarbon levels in homes and public buildings with ambient outside air levels revealed that the concentrations in some homes and buildings may be as much as several thousand times as high as levels in outside air. Inside the homes and public buildings, levels were as high as one-half of a part per million. Long term photolysis studies in simulated sunlight of both fluorocarbons 11 and 12 in ambient air samples and in air samples with 1 ppm of hydrocarbon and 1 ppm of nitrogen oxides revealed that the two fluorocarbons are photochemically stable even when photolyzed for several weeks.  相似文献

A viable chemical surrogate for monitoring the effectiveness of hazardous waste incinerators must include high thermal stability and low toxicity among its characteristics. The relationship between sulfur hexafluoride (SF6) and hazardous constituent thermal stability for a mixture of chlorinated hydrocarbons indicates that SF6 has the potential to satisfy the basic requirements of a chemical surrogate for hazardous waste incineration.  相似文献

Abstract

A high-efficiency particulate air (HEPA)-carbon filtration system was developed by the Access Business Group, LLC, to reduce the indoor levels of polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/Fs). The HEPA filter removes the particle-bound PCDD/Fs, and the carbon filter removes the gaseous fraction. Because of the toxicity of PCDD/Fs, it is very difficult to handle them in the laboratory. In this study, mathematical modeling was performed to evaluate the performance of the HEPA-carbon filtration system for PCDD/Fs removal and to optimize its design and operation. The model was calibrated with experimental data conducted with toluene in a sealed room. Model simulations with four selected congeners demonstrated that it takes ~1 hr for the indoor air treatment system to reach the maximum removal efficiency and that the carbon air filter has a life time of 107 yr for dioxin removal. Given a zero emission from the HEPA filter, the overall removal efficiency is 78.7% for 2,3,7,8-tetrachloro dibenzo-p-dioxins, 89.8% for octa-chlorodibenzodioxin, 78% for tetra-chlorodibenzofuran, and 89.8% for octachlorodibenzofuran. The larger the mass emission from the HEPA filter, the lower the overall removal efficiency, and the larger the ratio of the filter flow rate (Qf) to the room flow rate (Q), the higher the overall removal efficiency. When the ratio of Qf/Q is 15, an overall removal efficiency of 90% can be reached for all four of the selected compounds. The removal of the four selected compounds does not change as the relative humidity increases ≤90%.  相似文献

Abstract

This paper reviews the regulatory history for nitrogen oxides (NOx) pollutant emissions from stationary sources, primarily in coal-fired power plants. Nitrogen dioxide (NO2) is one of the six criteria pollutants regulated by the 1970 Clean Air Act where National Ambient Air Quality Standards were established to protect public health and welfare. We use patent data to show that in the cases of Japan, Germany, and the United States, innovations in NOx control technologies did not occur until stringent government regulations were in place, thus “forcing” innovation. We also demonstrate that reductions in the capital and operation and maintenance (O&M) costs of new generations of high-efficiency NOx control technologies, selective catalytic reduction (SCR), are consistently associated with the increasing adoption of the control technology: the so-called learning-by-doing phenomena. The results show that as cumulative world coal-fired SCR capacity doubles, capital costs decline to ~86% and O&M costs to 58% of their original values. The observed changes in SCR technology reflect the impact of technological advance as well as other factors, such as market competition and economies of scale.  相似文献

The role of a particular aspect of collaboration, dissensus, in stimulating critical reconsideration of ‘prior appropriation’, a historically hegemonic condition related to water rights in the western United States, is examined via a collaborative planning effort in Montana. Consensual support for a water-use measuring proposal was undermined by strong libertarian resistance to governmental regulation, and an unwavering embrace of the status quo. However, based on insights from scholars engaged in the ‘post-political’ dimensions of contemporary forms of rule – dissensus – understood as the manifestation of consensus-forestalling disagreement articulated between oppositional voices – is revealed as a condition to be actively nurtured, rather than purged. This case reveals how dissensus can open discursive spaces for hegemony-disrupting modes of inquiry, alternative perspectives, and innovative possibilities, even among sanctioned participant voices operating within otherwise established, depoliticized governing arenas. The study thus deepens our understanding of the complex political dynamics of participatory water planning.  相似文献
