The science and practice of assessing the status and trends of ecological conditions in great rivers have not kept pace with perturbation wrought on these systems. Participants at a symposium sponsored by the U.S. Environmental Protection Agency (USEPA) and the Council of State Governments concluded that useful and efficient assessments of great river ecosystems require thoughtful alignment of sampling designs, spatial and temporal scales, indicators, management needs, and ecosystem characteristics. Site-specific physical, chemical, and biological data long accumulated by monitoring programs have value but fail to provide the integrated system-wide perspective required for adaptive management and the Clean Water Act. Use of existing data may be limited by methodological incompatibilities, access difficulties, and the exclusive applicability of data to specific habitats or sites. The transition from site-specific to system-wide assessments benefits from research being done by USEPA's Environmental Monitoring and Assessment Program (EMAP) and other programs that use probability surveys and biological indicators. Indicators of various taxa (in particular fish, algae, and benthic invertebrates) have been successfully developed for great rivers. However, optimizing the information these ecological indicators convey to managers and the public is the subject of ongoing research.  相似文献

Safety regulators in the railroad industry need comprehensive injury costs by cause, and cost comparisons to other modes of transport to gain policy insights. This study links case-level data from the Federal Railroad Administration to monetary costs and consequences of specific injuries. Lost quality of life was estimated from physicians' ratings of injury impairment and the value of fatal risk reduction. Railroad injuries and illnesses cause an average of $3 billion in fatality costs and $650 million in nonfatal incident costs annually. Impacts at rail-highway crossings impose three times as much cost as the next highest cause. Commercial air travel is the safest per passenger mile. Trains, second lowest, have injury costs six times higher, but only one-fifth as high as cars. The relative safety of trains and airplanes in transport means highway modes enjoy implicit price subsidies. Better injury cost recovery through taxation or insurance would make the subsidies explicit. More informed modal choices and thus enhanced economic efficiency would result.  相似文献

On April 23, 1988, approximately 9,500 barrels (400,000 gallons) of San Joaquin Valley crude oil leaked from an aboveground storage tank at Shell Oil Company's Martinez Manufacturing Complex in Martinez, California and entered Suisun Bay, an important recreation area. This article describes the remediation techniques Shell used to protect and clean up the Bay's oiled marshes, sloughs, rocky shores, marinas, and sandy beaches, and discusses the main methods of oil spill response, site-specific factors that must be considered in choosing remediation techniques, the interaction between Shell and government agencies, and the costs associated with the spill. The cleanup's total cost was approximately $8.3 million, which did not include private claims and claims handling costs; Shell also signed a separate consent decree for $19.75 million with the state of California and the federal government. This spill and its aftermath emphasize the need for preparation that facilitates response actions, improves the chances for cooperation between responsible parties and government agencies, minimizes the time needed for remediation, lowers cleanup costs, and limits natural resource damage claims and penalties.  相似文献

ABSTRACT: This paper describes the verification of the QUAL-1 mass transport model for the lower Mississippi River between St. Francisville and Point a la Hache using dye studies conducted by the U. S. Geological Survey. QUAL-1 is a one-dimensional steady-state model for rivers and is capable of predicting longitudinal profiles of soluble materials entering rivers from point sources. Both conservative and nonconservative parameters of water quality can be considered. The major problems surmounted were the determination of a diffusion coefficient and the use of transient data to verify a steady state model.  相似文献

/ Data were collected from 245 farmers within the Darby Creek hydrologic unit in central Ohio to assess perceptions of risk associated with use of farm chemicals. Farmers were asked to evaluate the level of risk associated with use of agricultural chemicals for water quality, food safety, food quality, health of applicator, health of farm animals, wildlife, beneficial plants, beneficial insects, and human health. Study findings revealed that respondents perceived use of farm chemicals posed little or no threat to any of the assessed items. A composite index was formulated from the responses to the nine items and was titled Perceived Risk. Variance in the Perceived Risk index was regressed against social learning variables. The findings revealed that approximately 32% of the variance was explained by the predictive variables included in the model. It was concluded that the theoretical perspective was somewhat useful for understanding perceptions held about agricultural chemical use at the farm level.  A new ant species of Megalomyrmex conducts mass raids to usurp gardens of the fungus-growing ant Cyphomyrmex longiscapus, then lives in the gardens and consumes the cultivated fungus. Unlike attine ants, however, Megalomyrmex sp. does not forage for substrate to manure the gardens; therefore, when gardens become depleted, Megalomyrmex sp. must locate and usurp new gardens. Megalomyrmex sp. workers feed their larvae with attine brood, but only after removing the fungal mycelium that covers the attine larval integument, suggesting that this fungal coat may provide partial protection against other predators. Unlike other known Megalomyrmex species, which coexist as social parasites in attine colonies, Megalomyrmex sp. expels its attine hosts during the garden raids. This research assessed land-use impacts on C flux at a national level in four countries: former Soviet Union, United States, Mexico and Brazil, including biotic processes in terrestrial ecosystems (closed forests, woodlands, and croplands), harvest of trees for wood and paper products, and direct C emission from fires. The terrestrial ecosystems of the four countries contain approximately 40% of the world's terrestrial biosphere C pool, with the FSU alone having 27% of the global total. Average phytomass C densities decreased from south to north while average soil C densities in all three vegetation types generally increased from south to north. The C flux from land cover conversion was divided into a biotic component and a land-use component. We estimate that the total net biotic flux (Tg/yr) was positive (= uptake) in the FSU (631) and the U.S. (332), but negative in Mexico (−37) and Brazil (−16). In contrast, total flux from land use was negative (= emissions) in all four countries (TgC/yr): FSU −343; U.S. −243; Mexico −35; and Brazil −235. The total net effect of the biotic and land-use factors was a C sink in the FSU and the U.S. and a C source in both Brazil and Mexico. Thriving at work is a positive psychological state characterized jointly by learning and vitality. Conventional wisdom and some initial research indicate that such thriving benefits both employees themselves and their organizations. This study specifically tests thriving at work by linking it to a theoretically important personal outcome variable (self‐development), refining its relationship with agentic work behaviors (task focus and heedful relating), and proposing and testing two new antecedent variables (psychological capital and supervisor support climate). Using structural equation modeling on a sample of 198 dyads (employees and their supervisors), strong support was found for the theory‐driven hypothesized relationships. The results contribute to a better understanding of positive organizational scholarship and behavior in general and specifically to the recently emerging positive construct of employees' thriving at work. ABSTRACT: Data were collected in the fall of 1998 and the winter of 1999 from 1,011 land owner‐operators within three watersheds in the North Central Region of the United States to assess adoption of soil and water protection practices. Farm owner‐operators were asked to indicate how frequently they used 18 different agricultural production practices. Many farmers within the three watersheds had adopted conservation protection practices. However, they also employed production practices that could negate many of the environmental benefits associated with conservation practices in use. Comparison of adoption behaviors used in the three watersheds revealed significant differences among the study groups. Respondents in the Iowa and Ohio watersheds reported greater use of conservation production systems than did farmers in Minnesota. However, there were no significant differences between Ohio and Iowa farmers in terms of use of conservation production practices. This was surprising, since farmers in the Ohio watershed had received massive amounts of public and private investments to motivate them to adopt and to continue using conservation production systems. These findings bring into serious question the use of traditional voluntary conservation programs such as those employed in the Ohio watershed. Study findings suggest that new policy approaches should be considered. It is argued that “whole farm planning” should be a significant component of new agricultural conservation policy.  相似文献
