Time series of fossil fuel carbon emissions from 1960–2000 for each of the U.S. states and the District of Columbia are presented
and discussed. Comparison of the nationally summarized results with other national datasets shows generally good agreement,
usually within 2%, and gives insight into the quality of all the data series. Our extension of the state-by-state emissions
estimates back to 1960 reveals patterns of change that are coherent across states and can be related to historic events such
as energy crises and federal legislation. Most notable is the changing pattern of coal usage, as coal-producing states produce
increasingly more energy (mostly for electricity) for other states so that per capita CO2 emissions diverge for states that import as opposed to those that export electricity. The decline in carbon emissions from
petroleum products following the 1970s is also evident. Per capita emissions range over an order of magnitude for the different
states. The data suggest that differences in per capita emissions arise from differences in many technological, physical,
resource, social, and economic factors. The data presented here and the few correlations briefly noted pose a challenge for
trying to use per capita emissions as a measure of equity or to provide mitigation targets. 相似文献
Short chain (C10-C13) polychloro-n-alkanes (sPCAs) mixtures were synthesized by refluxing pure n-alkane (> 99%) with sulfuryl chloride (SO2Cl2) in the presence of UV-light (550 W). The free radical initiated reactions produced analogs containing approximately 4-9 chlorine atoms on each carbon chain. Purification of reaction products was achieved by adsorption chromatography on Florisil. The products were characterized by high-resolution gas chromatography/mass spectrometry (HRGC/MS) operated in the electron capture negative ionization (ECNI) and in electron ionization (EI) modes. Individual standards can now be combined to create standards whose profiles resemble that of environmental samples. Quantification of a known amount of the newly synthesized sPCAs mixture, using an industrial formulation as an external standard, resulted in an overestimation (approximately 28%) in its true value. 相似文献
Recent legislation mandates an increased role for public participation in natural resource policy making. This paper presents an operational way to provide those impacted with relevant information and to enable public officials to assess public reaction to proposed policies. The methodology transforms results obtained from a multisector model of income formation and distribution into positive economic measures of distributional impacts. The usefulness of the methodology is illustrated in the context of a policy to increase coal surface mining on public lands. 相似文献
With increasing concern over degradation of aquatic resources, issues of liability, and maintenance costs, removal of small dams has become increasing popular. Although the benefits of removal seem to outweigh the drawbacks, there is a relative paucity of studies documenting the extent and magnitude of biological and chemical changes associated with dam removal, especially those evaluating potential changes in contaminant inventories. In August and November of 2000, a run-of-the-river dam on Manatawny Creek (southeast Pennsylvania) was removed in a two-stage process. To assess the effects of dam removal on the contaminant redistribution within the creek, sedimentary concentrations of polychlorinated biphenyls (PCBs), polycyclic aromatic hydrocarbons (PAHs), and trace metals (Cd, Cr, Cu, Ni, Pb, Zn) were evaluated prior to and several months after removal. Pre- and post-removal analyses revealed elevated and spatially variable concentrations of total PAHs (ranging from approximately 200 to 81,000 ng(g dry weight) and low to moderate concentrations of trace metals and PCBs. The concentrations of these sedimentary contaminants pre- versus post-removal were not significantly different. Additionally, though the impoundment received storm water run-off and associated contaminants from the adjacent city of Pottstown, the total inventory of fine-grain sediments in the impoundment prior to removal was very low. The removal of the low-level Manatawny Creek dam did not significantly redistribute contaminants downstream. However, each dam removal should be assessed on a case by case basis where the potential of sedimentary contaminant redistribution upon dam removal exists. 相似文献
Islands harbor a disproportionate amount of the earth's biodiversity, but a significant portion has been lost due in large part to the impacts of invasive mammals. Fortunately, invasive mammals can be routinely removed from islands, providing a powerful tool to prevent extinctions and restore ecosystems. Given that invasive mammals are still present on more than 80% of the world's major islands groups and remain a premier threat to the earth's biodiversity, it is important to disseminate replicable, scaleable models to eradicate invasive mammals from islands. We report on a successful model from western México during the past decade. A collaborative effort between nongovernmental organizations, academic biologists, Mexican government agencies, and local individuals has resulted in major restoration efforts in three island archipelagos. Forty-two populations of invasive mammals have been eradicated from 26 islands. For a cost of USD 21,615 per colony and USD 49,370 per taxon, 201 seabird colonies and 88 endemic terrestrial taxa have been protected, respectively. These conservation successes are a result of an operational model with three main components: i) a tri-national collaboration that integrates research, prioritization, financing, public education, policy work, capacity building, conservation action, monitoring, and evaluation; ii) proactive and dedicated natural resource management agencies; and iii) effective partnerships with academic researchers in Mexico and the United States. What is now needed is a detailed plan to eradicate invasive mammals from the remaining islands in the region that integrates the needed additional financing, capacity, technical advances, and policy issues. Emission inventories (EIs) are the fundamental tool to monitor compliance with greenhouse gas (GHG) emissions and emission reduction commitments. Inventory accounting guidelines provide the best practices to help EI compilers across different countries and regions make comparable, national emission estimates regardless of differences in data availability. However, there are a variety of sources of error and uncertainty that originate beyond what the inventory guidelines can define. Spatially explicit EIs, which are a key product for atmospheric modeling applications, are often developed for research purposes and there are no specific guidelines to achieve spatial emission estimates. The errors and uncertainties associated with the spatial estimates are unique to the approaches employed and are often difficult to assess. This study compares the global, high-resolution (1 km), fossil fuel, carbon dioxide (CO2), gridded EI Open-source Data Inventory for Anthropogenic CO2 (ODIAC) with the multi-resolution, spatially explicit bottom-up EI geoinformation technologies, spatio-temporal approaches, and full carbon account for improving the accuracy of GHG inventories (GESAPU) over the domain of Poland. By taking full advantage of the data granularity that bottom-up EI offers, this study characterized the potential biases in spatial disaggregation by emission sector (point and non-point emissions) across different scales (national, subnational/regional, and urban policy-relevant scales) and identified the root causes. While two EIs are in agreement in total and sectoral emissions (2.2% for the total emissions), the emission spatial patterns showed large differences (10~100% relative differences at 1 km) especially at the urban-rural transitioning areas (90–100%). We however found that the agreement of emissions over urban areas is surprisingly good compared with the estimates previously reported for US cities. This paper also discusses the use of spatially explicit EIs for climate mitigation applications beyond the common use in atmospheric modeling. We conclude with a discussion of current and future challenges of EIs in support of successful implementation of GHG emission monitoring and mitigation activity under the Paris Climate Agreement from the United Nations Framework Convention on Climate Change (UNFCCC) 21st Conference of the Parties (COP21). We highlight the importance of capacity building for EI development and coordinated research efforts of EI, atmospheric observations, and modeling to overcome the challenges.
Nutrient and sediment runoff from newly constructed levee embankments pose a threat to water quality during soft armor vegetation establishment. Research was initiated in 2008 and 2009 to evaluate the effect of bermudagrass ( L.) coverage and N source on nutrient and sediment runoff from levee embankments during establishment. Bermudagrass plots were seeded at 195.3 kg pure live seed ha and fertilized at 50 kg N ha using a water-soluble N source, urea or NH-NO, or slow-release N source, S-coated urea (SCU) or urea formaldehyde (UF), with controls unfertilized. Vegetative cover percentage, time until the onset of runoff, runoff volume, and total solids (TS), NO-N, and NH-N concentrations were measured from simulated and natural rainfall events for 70 d in 2008 and 56 d in 2009. Bermudagrass at 90% grass cover delayed the onset of runoff an additional 441 to 538 s and reduced runoff volumes 74 to 84% of that exhibited at 10% grass cover. Nitrogen fertilizers did not accelerate bermudagrass growth sufficiently, however, to reduce TS loading compared with unfertilized bermudagrass in either year of the study. The application of urea and SCU resulted in cumulative N losses of 2.45 and 3.13 kg ha compared with 1.59 kg ha from the unfertilized bermudagrass in 2008, and 1.73 kg ha from NH-NO vs. 0.24 kg ha from controls in 2009. Only UF increased bermudagrass establishment without increasing cumulative N losses compared with unfertilized bermudagrass. Therefore, the benefit of greater erosion and runoff resistance expected from N-accelerated vegetative growth did not occur but had the unintended consequence of higher N losses when water-soluble N and SCU fertilizers were applied. 相似文献
Kirschbaum (Mitig Adapt Strat Glob Change 11:1151–1164, 2006) explores the climatic impact over time of temporarily sequestering carbon from the atmosphere. He concludes that temporary
storage of carbon in the terrestrial biosphere “achieves effectively no climate-change mitigation”. His strongly worded statement
begs for a response. This paper argues that Kirschbaum’s conclusion is an artifact of the specific perspective of his analysis
and his choice of a definition for climate-change impact. Even temporary sinks put us on a lower path for climate change,
a path that will not otherwise be accessible. For carbon sinks in the terrestrial biosphere, we argue that sooner is better
and longer is better, but even known temporary sinks have value.
