The fundamental way of satisfying the basic needs of human development is to secure the basic needs,limit luxurious and wasteful emissions,and ensure the fulfillment of climate targets,so as to achieve intra-and intergenerational equity.In this paper,the author discusses and analyzes a series of challenges that the development has to face,such as poverty elimination,urbanization,and industrialization,and the problems of increased consumption that is brought about by the improvement of living standards;the author distinguishes the stock emission,which does not need annual updating,and the flow emission of regular consumption;the author also defines the standards of energy consumption and carbon emissions that can meet the basic needs.On this basis,the author proposes the concept and method of carbon budget,compares this method with other means,and in particular,studies and analyzes the implications of international equity and sustainability of carbon budget as part of the international climate regime design. 相似文献

Climate change has become a hot topic in international environmental negotiations.For post-Kyoto international climate regime negotiations,many countries have proposed a variety of frameworks to share the emission reduction responsibilities and allocate carbon emission rights,and have tried to quantify the emission reduction obligations of all countries based on the perspectives of international equity and individual equity.In this paper,the authors have distinguished the concepts of carbon emissions rights based on these two perspectives respectively,have analyzed the relationship between carbon emissions per capita and economic development,and have calculated and compared the proportion of cumulative emissions per capita of different countries in history and future,and then authors conclude that emission reduction obligations should be allocated based on each country’s conditions,including historical emissions,development stage,and future demands.Developed countries should take the initiative to significantly reduce their emissions because they have already accomplished their industrialization process.However,developing countries are still in the process of industrialization,which requires more emission rights to meet their development needs.For China,the concept of carbon emissions based on individual equity can be used as a theoretical tool for the allocating the international carbon emissions rights. 相似文献

Plant species distributions are expected to shift and diversity is expected to decline as a result of global climate change, particularly in the Arctic where climate warming is amplified. We have recorded the changes in richness and abundance of vascular plants at Abisko, sub-Arctic Sweden, by re-sampling five studies consisting of seven datasets; one in the mountain birch forest and six at open sites. The oldest study was initiated in 1977-1979 and the latest in 1992. Total species number increased at all sites except for the birch forest site where richness decreased. We found no general pattern in how composition of vascular plants has changed over time. Three species, Calamagrostis lapponica, Carex vaginata and Salix reticulata, showed an overall increase in cover/frequency, while two Equisetum taxa decreased. Instead, we showed that the magnitude and direction of changes in species richness and composition differ among sites. 相似文献

Landscape‐scale alterations that accompany urbanization may negatively affect the population structure of wildlife species such as freshwater turtles. Changes to nesting sites and higher mortality rates due to vehicular collisions and increased predator populations may particularly affect immature turtles and mature female turtles. We hypothesized that the proportions of adult female and immature turtles in a population will negatively correlate with landscape urbanization. As a collaborative effort of the Ecological Research as Education Network (EREN), we sampled freshwater turtle populations in 11 states across the central and eastern United States. Contrary to expectations, we found a significant positive relationship between proportions of mature female painted turtles (Chrysemys picta) and urbanization. We did not detect a relationship between urbanization and proportions of immature turtles. Urbanization may alter the thermal environment of nesting sites such that more females are produced as urbanization increases. Our approach of creating a collaborative network of scientists and students at undergraduate institutions proved valuable in terms of testing our hypothesis over a large spatial scale while also allowing students to gain hands‐on experience in conservation science. 相似文献

Ecological systems often operate on time scales significantly longer or shorter than the time scales typical of human decision making, which causes substantial difficulty for conservation and management in socioecological systems. For example, invasive species may move faster than humans can diagnose problems and initiate solutions, and climate systems may exhibit long‐term inertia and short‐term fluctuations that obscure learning about the efficacy of management efforts in many ecological systems. We adopted a management‐decision framework that distinguishes decision makers within public institutions from individual actors within the social system, calls attention to the ways socioecological systems respond to decision makers’ actions, and notes institutional learning that accrues from observing these responses. We used this framework, along with insights from bedeviling conservation problems, to create a typology that identifies problematic time‐scale mismatches occurring between individual decision makers in public institutions and between individual actors in the social or ecological system. We also considered solutions that involve modifying human perception and behavior at the individual level as a means of resolving these problematic mismatches. The potential solutions are derived from the behavioral economics and psychology literature on temporal challenges in decision making, such as the human tendency to discount future outcomes at irrationally high rates. These solutions range from framing environmental decisions to enhance the salience of long‐term consequences, to using structured decision processes that make time scales of actions and consequences more explicit, to structural solutions aimed at altering the consequences of short‐sighted behavior to make it less appealing. Additional application of these tools and long‐term evaluation measures that assess not just behavioral changes but also associated changes in ecological systems are needed. 相似文献

湿地生态系统由于其自身的结构组分特征,已成为地球表层系统中最为重要的碳汇。但是近年来对于湿地系统的不合理开发利用、降水减少等原因使其碳汇功能减弱,湿地的碳蓄积能力下降且有转变为碳源的趋势。文章从湿地生态系统的水份、植物类型、土壤厚度、微生物(底物、pH、温度、氧化还原条件)等方面总结了影响湿地碳汇/源过程的控制因子和临界交替条件。湿地水位的高低决定湿地的氧气环境,与甲烷产生量成正相关,但却与二氧化碳产生量有一定的负相关关系。湿地植物通过通气组织与根系分泌物等影响湿地碳的吸收与排放通量,湿地植株的高度、覆盖率等也是影响湿地作为碳汇与碳源的重要因素。不同深度土层由于其产甲烷菌、甲烷氧化菌等微生物活性不同导致各个土层碳吸收、排放通量的差异,通常浅层土壤中的CO2、CH4的产生率高于深层土壤。微生物的活跃程度直接影响到湿地碳的吸收与排放,影响活跃程度的因素包括湿地底物、pH、温度与氧化还原条件等。湿地底物浓度的增加会在一定程度上提高甲烷的产生率,中性或者是弱碱性环境是产甲烷菌的最适宜条件,在一定范围内温度越高,甲烷产生量越大,而温度对于二氧化碳的影响则是通过改变光合作用来实现。氧化还原电位与甲烷产生量成负相关关系,-... 相似文献

Population dynamics of a Gari solida (Gray, 1828) population from Bahía Independencia, Peru (14°S) was studied between November 1989 and February 1995 (except for 1991) in order to investigate the effects of the climate phenomenon El Niño/Southern Oscillation (ENSO) which occurred in 1992/93. Results indicate that ENSO had negative effects on gonad production in 1992, when temperatures were very high, and positive effects in 1993, when temperatures were lower, but the warm period lasted longer than in 1992. Higher reproductive output in 1993 was achieved by several spawning events in addition to the normal pattern. Growth rate in 1990 was higher (K=0.495) than in 1993/94 (K=0.346). A possible explanation could be that more energy was allocated to reproduction, and thus less surplus energy remained for growth. The negative effect of ENSO on production in 1992 is indicated by the low P/B ratio (0.298); in all other years P/B was consistently higher (1990: 0.570; 1993: 0.597; 1994: 0.597). From 1990 to 1994 a reduction of mean annual biomass from 189.3 to 14.4 g ash-free dry weight m-2 was also observed which may be related to fishery activities. The consistency of P/B ratio is best explained by the higher somatic production of the smaller individuals remaining after the larger individuals had been removed selectively by fishermen. Based on the results presented in this study and from the literature, a model is proposed depicting how ENSO may negatively affect bivalve populations.
