This paper presents an innovative, quantitative assessment of pollution avoidance attributable to environmental regulation enforced through integrated licensing, using Ireland's pharmaceutical-manufacturing sector as a case study. Emissions data reported by pharmaceutical installations were aggregated into a pollution trend using an Environmental Emissions Index (EEI) based on Lifecycle Assessment methodologies. Complete sectoral emissions data from 2001 to 2007 were extrapolated back to 1995, based on available data. Production volume data were used to derive a sectoral production index, and determine ‘no-improvement’ emission trends, whilst questionnaire responses from 20 industry representatives were used to quantify the contribution of integrated licensing to emission avoidance relative to these trends. Between 2001 and 2007, there was a 40% absolute reduction in direct pollution from 27 core installations, and 45% pollution avoidance relative to hypothetical ‘no-improvement’ pollution. It was estimated that environmental regulation avoided 20% of ‘no-improvement’ pollution, in addition to 25% avoidance under business-as-usual. For specific emissions, avoidance ranged from 14% and 30 kt a− 1 for CO2 to 88% and 598 t a− 1 for SOx. Between 1995 and 2007, there was a 59% absolute reduction in direct pollution, and 76% pollution avoidance. Pollution avoidance was dominated by reductions in emissions of VOCs, SOx and NOx to air, and emissions of heavy metals to water. Pollution avoidance of 35% was attributed to integrated licensing, ranging from between 8% and 2.9 t a− 1 for phosphorus emissions to water to 49% and 3143 t a− 1 for SOx emissions to air. Environmental regulation enforced through integrated licensing has been the major driver of substantial pollution avoidance achieved by Ireland's pharmaceutical sector — through emission limit values associated with Best Available Techniques, emissions monitoring and reporting requirements, and performance targets specified in environmental management plans. This compliant sector offers a positive, but not necessarily typical, case study of IPPC effectiveness.  相似文献

The study focuses on evaluating factors that farmers consider relevant in adopting cassava production in five semi-arid zone of West African countries. The study is based on primary data randomly collected as part of collaborative study of cassava in semiarid zones of Africa (COSCASSA) village level survey from five West African countries namely: Nigeria, Ghana, Chad, Niger and Burkina Faso. This study models effects of farm, farmer and technology specific factors on the decision of semi arid farmers to adopt cassava into their farming system. By way of threshold decision models—Probit and Logit models, the estimation of each country and the pooled data adoption models reveal different adoption models for the countries considered. For each country, different variables appeared as major adoption shifters. Comparatively, the adoption models for Nigeria and whole region appear to have the highest significance variables, being seven in number. This is followed by Chad (6), Ghana (4), and Burkina Faso and Niger with three each. For the variables considered, distance to nearby urban market appears a major adoption shifter in all the country, except for Niger. This is closely followed by contact with extension, variety, pest/disease resistance and livestock feeds, which appear significant in four of the countries. Membership of cooperative societies appears as the least adoption predictor, which is only significant in Chad republic. The study therefore recognizes the importance of varietial characteristics and farmers’ characteristics in acceptance of cassava as a major root tuber crop in the semi arid region of West Africa. The issue of the sustainable development of rural economies in England has recently received considerable attention. This is because many of the poorest areas in the country are rural, often of high environmental quality, but suffering from high unemployment and a lack of services and facilities. The rapid decline in agricultural incomes and in-migration of affluent urban workers since 1990 has exacerbated economic inequality in such areas. A number of factors have the potential to drive rural development and this paper applies, and considers, the feasibility of a method from the USA for combining economic and environmental variables in a regional growth model to examine the hypothesis that environmental quality is an important determinant of sustainable rural development in England. The model output suggests that, although environmental quality does play a role in sustainable rural development in England there are other, more important, factors driving development. These include business and communications infra-structure, the degree and opportunities for commuting and underlying employment prospects. The robustness and limitations of the method for combining economic and environmental variables is discussed in relation to the spatial interrelatedness of Local Authority Districts in England, and conclusions are drawn about areas for refinement and improvement of the method.

This paper considers the evolution of attempts to control and manage air pollution, principally but not exclusively focussing upon the challenge of managing air pollution in urban environments. The development and implementation of a range of air pollution control measures are considered. Initially the measures implemented primarily addressed point sources, a small number of fuel types and a limited number of pollutants. The adequacy of such a source-control approach is assessed within the context of a changing and challenging air pollution climate. An assessment of air quality management in the United Kingdom over a 50-year timeframe exemplifies the range of issues and challenges in contemporary air quality management. The need for new approaches is explored and the development and implementation of an effects-based, risk management system for air quality regulation is evaluated.  相似文献

The US EPA has exempted t-butyl acetate from VOC regulations, which increases the likelihood that it may replace other solvents in some settings. This investigation probes its chemosensory properties. In Study 1, subjects (n = 29) sought to detect the odor of t-butyl acetate and of n-butyl acetate in forced-choice testing of stable concentrations, analytically confirmed. Subjects sniffed from cones with a high enough volumetric flow to insure against dilution by nonodorized air. A subject made hundreds of judgments, enough for a psychometric function for each material. The points of 50% detection above chance (“threshold”) occurred at 8 and 2 ppb for t-butyl acetate and n-butyl acetate, respectively. In study 2, subjects (n = 26) sought to detect vapor with the eye via chemesthesis (sensory irritation) in 10-s exposures. Detection at 50% occurred at 177 and 113 ppm for t-butyl acetate and n-butyl acetate, respectively, more than 10,000 times above that for odor detection. The protocols produced results of uncommon precision compared to those in often-misleading archival databases. The nose exhibits much higher sensitivity than the databases indicate. The collections rarely exhibit accuracy better than ±1000%. Collection of accurate data for a VOC can ironically bring on stricter regulation for just it, a situation that calls for a strategy to improve the database by collection of new data, importation of better data, and development of quantitative structure–activity modeling.  相似文献

The average particle number concentration kerbside at a busy street in Copenhagen has been reduced by 27% from the period 2002–2004 to the period 2005–2007. The reduction is in the ultrafine particle range (<100 nm). Strong evidence indicates that a significant part of the reduction, especially in the size range <30 nm, is due to the transition to sulphur-free (<10 ppm) diesel fuel and petrol in Denmark at New Year 2005.  相似文献

While convenient and often used, on-site surveys are biased by the fact that users who visit the site more often are proportionately more likely to be sampled. This so-called avidity or size biased sampling results in over-estimating the visitation patterns of the average user. This analysis develops a rule of thumb method that may easily be applied by recreation site managers to visitation data collected on-site in order to infer behavior of the average user of the site. The key assumption that drives the derivation is that the visitation data of users is logarithmically distributed. To evaluate the methodology, we analyze several data sets of recreational users assuming that they reflect the populations of users and from these construct hypothetical on-site samples.  相似文献

Recreational uses of unsurfaced trails inevitably result in their degradation, with the type and extent of resource impact influenced by factors such as soil texture, topography, climate, trail design and maintenance, and type and amount of use. Of particular concern, the loss of soil through erosion is generally considered a significant and irreversible form of trail impact. This research investigated the influence of several use-related, environmental, and managerial factors on soil loss on recreational trails and roads at Big South Fork National River and Recreation Area, a unit of the U.S. National Park Service. Regression modeling revealed that trail position, trail slope alignment angle, grade, water drainage, and type of use are significant determinants of soil loss. The introduction of individual and groups of variables into a series of regression models provides improved understanding and insights regarding the relative influence of these variables, informing the selection of more effective trail management actions. Study results suggest that trail erosion can be minimized by avoiding “fall-line” alignments, steep grades, and valley-bottom alignments near streams, installing and maintaining adequate densities of tread drainage features, applying gravel to harden treads, and reducing horse and all-terrain vehicle use or restricting them to more resistant routes.  相似文献
