This paper examines and compares the management practices and regulatory approaches used by the Mid-Atlantic States of Delaware, Maryland, New Jersey, and Pennsylvania for improving the quality of storm-water runoff. Such practices range from simple extended detention criteria in Pennsylvania through the BMP credit system used by Maryland, to the latest "green technology" methods promoted in Delaware and the recharge, quality and peak reduction approaches of New Jersey. All practices are designed to meet EPA requirements for total suspended solids (TSS) removal, but verification of performance is not required. More sophisticated methods of evaluating TSS removal that can be used for engineering design purposes are needed.  相似文献

We first identify six primary problems with conventional practice: lack of context, inadequate participation from aboriginal communities, exclusion of important losses, reliance on market-based measures, neglect of uncertainty, and inadequate treatment of time. We then propose a different approach to compensation, based on insights from the decision sciences and structured decision making. Using case-study examples, we discuss how the proposed approach might address common sources of cultural loss and, in a concluding section, summarize some of the implications for compensation agreements and for environmental management practices.  相似文献

Summary. We tested responses to prey chemicals by lizard hatchlings of an oviparous species and neonates of a viviparous species, neither of which had never eaten. Both species responded more strongly to prey chemicals than to odorous and odorless control stimuli presented on cotton swabs. Although only a few species have been examined, all that have been tested have an innate capacity for prey chemical discrimination, suggesting that this innate response to prey chemicals is widespread among lizards that use the lingual-vomeronasal system to locate and identify prey. Innate prey chemical discrimination has the great advantage of permitting lizards lacking prior experience with food to respond appropriately to chemical cues associated with food. Both species discriminated prey chemicals from control substances at age three days, earlier than previously known. Our data hint that Mabuya macularia may be capable of discrimination on its day of birth, but further study is needed to determine the exact onset. A stronger tendency to attack swabs bearing prey chemicals by Scincella lateralis than by M. macularia may be explained by differences in defensiveness near an experimenter or by differences in the importance of visual prey cues for confirmation of chemical cues in the natural habitats of these species. In M. macularia responses to the control stimuli declined over days of testing, suggesting habituation, but responses to prey chemicals did not habituate by the third day of testing, which is interpreted as a possible adaptive response to permit location of food. In the standard method of stimulus presentation, a cotton swab bearing a chemical stimulus is placed anterior to a lizard's snout. We tested a new method in which the swab was placed in continuous contact with the lizard's anterior labial scales. The new method elicited significantly stronger responses from M. macularia. Hydrologic response is an integrated indicator of watershed condition, and significant changes in land cover may affect the overall health and function of a watershed. This paper describes a procedure for evaluating the effects of land cover change and rainfall spatial variability on watershed response. Two hydrologic models were applied on a small semi-arid watershed; one model is event-based with a one-minute time step (KINEROS), and the second is a continuous model with a daily time step (SWAT). The inputs to the models were derived from Geographic Information System (GIS) theme layers of USGS digital elevation models, the State Soil Geographic Database (STATSGO) and the Landsat-based North American Landscape Characterization classification (NALC) in conjunction with available literature and look up tables. Rainfall data from a network of 10 raingauges and historical stream flow data were used to calibrate runoff depth using the continuous hydrologic model from 1966 to 1974. No calibration was carried out for the event-based model, in which six storms from the same period were used in the calculation of runoff depth and peak runoff. The assumption on which much of this study is based is that land cover change and rainfall spatial variability affect the rainfall-runoff relationships on the watershed. To validate this assumption, simulations were carried out wherein the entire watershed was transformed from the 1972 NALC land cover, which consisted of a mixture of desertscrub and grassland, to a single uniform land cover type such as riparian, forest, oak woodland, mesquite woodland, desertscrub, grassland, urban, agriculture, and barren. This study demonstrates the feasibility of using widely available data sets for parameterizing hydrologic simulation models. The simulation results show that both models were able to characterize the runoff response of the watershed due to changes of land cover.  相似文献

PROBLEM: As the number of older drivers grows, it is increasingly important to accurately identify at-risk drivers. This study tested clinical assessments predictive of real-time driving performance. METHOD: Selected assessment tools considered important in the identification of at-risk older drivers represented the domains of vision, cognition, motor performance, and driving knowledge. Participants were administered the battery of assessments followed by an on-road test. A univariate analysis was conducted to identify significant factors (<.05) to be included in a multivariate regression model. RESULTS: Assessments identified as independently associated with driving performance in the regression model included: FACTTM Contrast sensitivity slide-B, Rapid Pace Walk, UFOV rating, and MMSE total score. DISCUSSION: The domains of vision, cognitive, and motor performance were represented in the predictive model. SUMMARY: Due to the dynamic nature of the driving task, it is not likely that a single assessment tool will identify at risk drivers. IMPACT ON INDUSTRY: By standardizing the selection of clinical assessments used in driving evaluations, practitioners should be able to provide services more efficiently, more objectively, and more accurately to identify at-risk drivers.  相似文献

An integrative model of antecedents and outcomes of managerial perceptions of employee organizational commitment was developed and tested with 490 employees of a publicly owned U.S. manufacturing firm. The results are consistent with predictions showing that self‐reported affective commitment and supervisor‐focused impression management predicted managerial perceptions of affective commitment, whereas age, tenure, education, training and development, and self‐focused impression management were related to managerial perceptions of continuance commitment. Furthermore, manager‐rated affective and continuance commitment were differentially related to supervisory treatment of the employee (i.e. receiving contingent rewards and non‐contingent punishment). The results of this study show how managers develop perceptions of affective and continuance commitment, and through their associated treatment of employees, has important implications for the ways managers may serve to enhance or detract from employee contributions to the organization. In an earlier article, we discussed the effects of dissensus and low paradigm development on the lives and scholarly successes of junior scholars. Our analysis painted a somewhat bleak picture, but our advice for moving forward was simple, actionable, and therefore hopeful. Based on the bleak picture that was painted, one particular aspect of our work, career‐level evaluation reliability, was recently critiqued. We respond to that critique here. Swine manure is associated with emissions of odor, volatile organic compounds (VOCs) and other gases that can affect air quality on local and regional scales. In this research, a solid phase microextraction (SPME) and novel multidimensional gas chromatography-mass spectrometry-olfactometry (MDGC-MS-O) system were used to simultaneously identify VOCs and related odors emitted from swine manure. Gas samples were extracted from manure headspace using Carboxen/polydimethylsiloxane (PDMS) 85-microm SPME fibers. The MDGC-MS-O system was equipped with two columns in series with a system of valves allowing transfer of samples between columns (heartcutting). The heartcuts were used to maximize the isolation, separation, and identification of compounds. The odor impact of separated compounds was evaluated by a trained panelist for character and intensity. A total of 295 compounds with molecular weights ranging from 34 to 260 were identified. Seventy one compounds had a distinct odor. Nearly 68% of the compounds for which reaction rates with OH* radicals are known had an estimated atmospheric lifetime <24 h.  相似文献

Recent studies suggest that human activities accelerate the production of reactive nitrogen on a global scale. Increased nitrogen emissions may lead to environmental impacts including photochemical air pollution, reduced visibility, changes in biodiversity, and stratospheric ozone depletion. In the last 50 yr, emissions of ammonia (NH3), which is the most abundant form of reduced reactive nitrogen in the atmosphere, have significantly increased as a result of intensive agricultural management and greater livestock production in many developed countries. These agricultural production practices are increasingly subject to governmental regulations intended to protect air resources. It is therefore important that an accurate and robust agricultural emission factors database exist to provide valid scientific support of these regulations. This paper highlights some of the recent work that was presented at the 2006 Workshop on Agricultural Air Quality in Washington, D.C. regarding NH3 emissions estimates and emission factors from agricultural sources in the U.S. and Europe. In addition, several best management practices are explored as the scientific community attempts to maximize the beneficial use of reactive nitrogen while simultaneously minimizing negative environmental impacts.  相似文献

Management of agricultural nonpoint-source pollution continues to be a challenge because of spatial and temporal variability. Using stream order as an index, we explored the distribution of nitrate concentration and load along the stream network of a large agricultural watershed in Pennsylvania-the East Mahantango Creek Watershed and two of its sub-watersheds. To understand nitrate concentration variation in the stream water contributed from ground water, this study focused on baseflow. Impacts of agricultural land use area on baseflow nitrate in the stream network were investigated. Nitrate concentration showed a general decreasing trend with increasing stream order based on stream order averaged values; however, considerable spatial and temporal variability existed within each snapshot sampling. Nitrate loads increased with stream order in a power function because of the dominant effect of stream flow rate over the nitrate concentration. Within delineated sub-watersheds based on stream orders, positive linear functions were found between agricultural land use area percentage and the baseflow nitrate concentration and between agricultural drainage area and the nitrate load. The slope of the positive linear regression between the baseflow nitrate concentration and percent agricultural land area seems to be a valuable indicator of a watershed's water quality as influenced by agricultural practices, watershed size, and specific physiographic setting. Stream order seems to integrate, to a certain degree, the source and transport aspects of nonpoint-source pollution on a yearly averaged basis and thus might provide a quick estimate of the overall trend in baseflow nitrate concentration and load distribution along complex stream networks in agricultural watersheds.  相似文献
