近年来,欧盟考虑在气候变化立法中引入碳边境调节机制,旨在消除境外企业由于碳排放成本不对称而获得的价格优势。这一机制对于欧盟对冲减排压力、助力工业回流、增强气候领导力以及推动绿色转型大有裨益。作为一种碳关税政策,该机制确有贸易壁垒之嫌,在国际法上存在较大合法性争议。但未来欧盟可通过制度设计使其符合《关税与贸易总协定》(GATT)第20条,进而获得实施可能性。对我国而言,该机制实施必将会在诸多领域对我国产生不利影响,但某种程度上也可倒逼我国出口结构和贸易方式的调整升级。基于此,今后我国应自上而下完善碳市场建设,适时推动“碳交易+碳税”复合政策双轮驱动;积极开展气候外交;促进我国承接国际产业转移和出口的可持续发展。在法律对策上,积极参与国际谈判与规则制定;完善气候治理体系;促进低碳外贸发展;健全可再生能源激励制度。  相似文献

Many tropical corals have declined in abundance in the last few decades, and evaluating the causal basis of these losses is critical to understanding how coral reefs will change in response to ongoing environmental challenges. Motivated by the likelihood that marine environments will become increasingly unfavorable for coral growth as they warm and become more acidic (i.e., ocean acidification), it is reasonable to evaluate whether specific phenotypic traits of the coral holobiont are associated with ecological success (or failure) under varying environmental conditions including those that are adverse to survival. Initially, we asked whether it was possible to identify corals that are resistant or sensitive to such conditions by compiling quantitative measures of their phenotypic traits determined through empirical studies, but we found only weak phenotypic discrimination between ecological winners and losers, or among taxa. To reconcile this outcome with ecological evidence demonstrating that coral taxa are functionally unequal, we looked beyond the notion that phenotypic homogeneity arose through limitations of empirical data. Instead, we examined the validity of contemporary means of categorizing corals based on ecological success. As an alternative means to distinguish among functional groups of corals, we present a demographic approach using integral projection models (IPMs) that link organismal performance to demographic outcomes, such as the rates of population growth and responses to environmental stress. We describe how IPMs can be applied to corals so that future research can evaluate within a quantitative framework the extent to which changes in physiological performance influence the demographic underpinnings of ecological performance.  相似文献

Pine needles collected from 22 sites of six areas in Beijing city, China, were analyzed by instrumental neutron activation analysis (INAA) combined with organic extraction for extractable organohalogens (EOX) and extractable persistent organohalogens (EPOX). The concentrations of EOX (EOX = ECl + EOBr + EOI) were in the order of EOCl > EOBr > EOI. About 1.6-34% of EOCl remained as extractable persistent organochlorine (EPOCl) after treatment with concentrated sulfuric acid, which suggested that major fractions of EOCl in pine needles were an acid-liable or acid-soluble fraction. The fact that pine needle contained higher EOCl contents in chemical industrial and traffic hub areas indicated that chemical industries and exhaust emission from vehicle were the main sources of organochlorines in the Beijing's air. The relative proportions of the known organochlorines (such as HCHs, DDTs, chlordanes, HCB and PCBs) to total EOCl and EPOCl were 0.32-0.76% and 2.5-11.4%, respectively, which implied that a major portion of the EOCl and EPOCl measured in pine needles was unknown. The organochlorinated pesticides (OCPs) and PCBs concentrations in six areas were as follows: sigma HCH (sigma HCH = alpha- + beta- + gamma- + delta-HCH), 11.7-20.8 ng/g; sigma DDT (p,p'-DDT + p,p'-DDE + p,p'-DDD), 12.5-113.3 ng/g; hexachlorobenzene (HCB), 1.1-5.3 ng/g; sigma chlordane (cis-chlordane + trans-chlordane + heptachlor), 1.7-9.5 ng/g, sigma PCB, 41.8-270.5 ng/g, on dry weight basis. The samples from chemical industrial area and residential area nearby chemical industries contained the highest concentrations of sigma DDT, HCB, sigma chlordane and sigma PCB, while the contamination levels of most OCPs and PCBs in iron-steel industrial area were the lowest. The ratios of alpha/gamma-HCH (ranged from 0.9-1.5) and p,p'-DDT/DDTs (ranged from 72.1% to 91.0%) revealed the presence of the recent use of lindane and DDTs or impure dicofol in Beijing.  相似文献

Nanocomposites composed of two or more components with desirable performance have attracted tremendous attention, mainly due to the synergic effect between the components. The effective combination of ZnO and reduced graphene oxide would lead to ameliorate the photocatalytic performance. To enhance applicability of semiconductor photocatalytic, the composites used should be good interfacial contact governed by suitable particle size distribution. Herein we aim to fabricate the different crystallize size of ZnO nanoparticles (NPs) in ZnO–reduced graphene oxide (ZnO–rGO) nanocomposites by sonochemical synthesis and subsequent facile drying treatment method. The Zn precursor, Zn(Ac)2, with a plenty of functional groups, was used as a starting source for both reduction of graphene oxide and formation of ZnO on rGO sheets through chemical bonds without the addition of hazardous reducing agents. LiOH was chosen as an assistive reagent to enhance the complete reaction between Zn(Ac)2 and GO in the formation of ZnO–rGO nanocomposites. More remarkably, drying condition has the great influence on the crystallize size of ZnO NPs in as-prepared ZnO–rGO nanocomposites. It is found that ZnO–rGO nanocomposites dried at ?50 °C (freeze drying) show the highest photocatalytic efficiency in the degradation of rhodamine B (RhB) as compared to ZnO–rGO nanocomposites by other drying conditions under visible-light irradiation. Correlating the crystallize size obtained by different drying temperatures with the photocatalytic activity, it is probed that the smaller crystallize size in ZnO–rGO nanocomposites enhances the interfacial contact and a chemical bonding between rGO and ZnO NPs leading to the effective separation of electrons and holes. In addition, the O 2 ·? anion was determined to be the main active oxidant by free radicals trapping experiment and a photodegradation mechanism of ZnO–rGO nanocomposites over rhodamine B (RhB) was proposed based on our observations.  相似文献

Organochlorine pesticides (OCPs) have received much attention due to their toxicity. Reliable methods to monitor their residues in the environment are needed. Here, magnetic polyamidoamine dendrimers were prepared by co-precipitation, Michael addition, and amidation. The magnetic polyamidoamine dendrimers demonstrated good adsorption ability for OCPs—this feature was utilized to construct a sensitive tool for monitoring OCPs in water samples. The proposed method provided remarkable linearity from 0.1 to 500 μg/L and satisfactory limits of detection from 0.012 to 0.029 μg/L. The spiked recoveries of the four target analytes were 91.8%?103.5% with relative standard deviations less than 4.5%. The magnetic materials had good reusability. The results indicated that the resulting method was an efficient, easy, rapid, economical, and eco-friendly tool for monitoring OCPs in aqueous samples.  相似文献

The regional distribution of 10 potentially harmful organochlorinated pesticides (OCPs) was investigated in pine needles from 18 sites in six Chinese regions. The OCPs concentrations in six regions were as follows: sigmaHCH (sigmaHCH=alpha-+beta-+gamma-+delta-HCH), 4.7-51.5 ng/g; sigmaDDT (p,p'-DDT+p,p'-DDE+p,p'-DDD), 0.9-30.9 ng/g; hexachlorobenzene (HCB), 1.1-5.3 ng/g; sigmachlordane (cis-chlordane+trans-chlordane), no detected-4.3 ng/g, on dry weight basis. Samples from southeast Chinese area contained the highest concentrations of sigmaHCH, sigmaDDT and sigmachlordane, while the contamination levels of most OCPs in southwest Chinese area were the lowest. The ratios of alpha/gamma-HCH (ranged from 1.7 to 5) were observed to be noticeable increase from north to south China, and the ratio of 1.7 revealed the presence of the recent use of lindane in north Chinese area. The significant decrease of the sum concentrations of alpha-+gamma-HCH from mid-1980s to the present and the strong correlation between alpha-, beta-, gamma-, delta-HCH (r=0.87-0.98, n=18, p<0.05) indicated the main usage of the technical HCH in history in China. The p,p'-DDE/p,p'-DDT ratios of <1 revealed the new input of p,p'-DDT in south, southeast and southwest Chinese areas, which could be partly contributed to the new use of impure dicofol. Economic development will leave its mark in the environment, however, its impact on the input and distribution of OCPs on a regional scale is unknown. We attempted to use the socioeconomic index (gross domestic product (GDP) per capita) to explain the distribution and input of OCPs and found that HCB and sigmaDDT seemed to be linked to the economic development, while no relationship of HCH was observed. DDE% of sigmaDDT also showed a negative correlation with the GDP per capita.  相似文献

利巴韦林作为一种强效抗病毒药物在畜禽养殖业中应用广泛,有着较高的生态环境风险。采用室内培养箱培养的方法,研究了利巴韦林对4种作物(小麦、白菜、萝卜和番茄)的种子发芽、根伸长和芽伸长的影响。结果表明,利巴韦林对4种作物的种子发芽率影响不大,但其浓度与4种作物的根伸长及芽伸长抑制率显著相关(P<0.01或P<0.05),作物的根伸长比芽伸长对利巴韦林的胁迫更敏感。土壤中利巴韦林浓度与4种作物根伸长抑制率之间呈现正相关关系。根伸长的抑制率达到10%所对应的利巴韦林浓度(IC10)分别为:IC10(白菜)=4.25mg·kg-1,IC10(番茄)=29.7mg·kg-1,IC10(萝卜)=33.2mg·kg-1,IC10(小麦)=49.4mg·kg-1。可以看出,4种作物对土壤中利巴韦林胁迫的敏感性依次是:白菜>番茄>萝卜>小麦。从利巴韦林对4种作物的根伸长和芽伸长抑制率综合来看,小麦对利巴韦林的耐受性最强,而白菜对利巴韦林最敏感。  相似文献
