Emerging approaches to water resources development and management typically highlight equity and productivity as two main objectives. In the context of integrated water resources management within a river basin, managers and stakeholders often need a comparative assessment of different options for water augmentation and/or allocation. Pitting such options against predefined objectives, such as equity and productivity, requires an assessment of the effects that available options will have on these objectives. Available documentation indicates that not only does the interpretation of such objectives vary widely, but also the available methods for assessing equity and productivity run into significant limitations in the availability of adequate data. This limitation has largely kept decision makers from gaining a comprehensive overview of equity and productivity scenarios, whether within or across sectors, that could facilitate better‐informed decisions. To address this methodological gap, this article scrutinizes different notions associated with equity and water productivity, and limitations in prevalent assessment methods with the view to develop and demonstrate pragmatic methodologies for assessing equity and productivity in data‐scarce contexts. The discussion and findings are based on a review of relevant literature and empirical and consultative research work in the Olifants River basin in South Africa. The demonstrated methodologies for assessing equity and productivity, besides being useful in data‐scarce contexts, are insightful for initiating several policy measures and also for exploring the relationship between equity and water productivity.  相似文献

Prenatal diagnosis of the Hunter syndrome (mucopolysaccharidosis type II; MPS II) is preferably achieved by the assay of iduronate-2-sulphate sulphatase (IDS) in uncultured chorionic villi (CV) as this allows early (12th week), rapid (2–3 days) and reliable results. We summarize the results of 174 prenatal analyses in the past 30 years, using various methods such as radiolabelled sulphate incorporation in amniotic fluid (AF) cells, glycosaminoglycan (GAG)-electrophoresis in AF and IDS assay in CV, CV-cells, AF and AF-cells. Twenty-seven fetuses with MPS II were diagnosed after finding clearly abnormal results in pregnancies with a male fetus; very low IDS activity has also been measured in some pregnancies with a (heterozygous) female fetus, emphasizing the need to combine enzyme assay with fetal sex determination. IDS activity has until recently been assessed by a cumbersome radioactive enzyme assay. Here we describe the use of a novel fluorigenic 4-methylumbelliferyl substrate, which allows a sensitive, rapid and convenient assay of IDS activity and reliable early prenatal diagnosis. This novel IDS assay was validated in retrospective analyses of 14 CV, CV-cell, AF and AF-cell samples from affected pregnancies in addition to prospective prenatal diagnosis in eight pregnancies at risk with one MPS II-affected fetus. We have determined whether derivated fetal haemoglobin (dHbF, consisting of glycated and acetylated HbF) can be used as a cell age marker for fetal red blood cells (RBCs). Cord blood was obtained between 19 and 39 weeks of gestation from 28 alloimmunised anaemic fetuses (23 RhD+ and 5 Kell) and from 20 non-anaemic fetuses and newborns (controls). Density gradient centrifugation was applied to 36 samples (20 RhD+, 15 controls and 1 Kell) to obtain fractions of increasing cell age. Blood samples were used for measurements of mean cellular volume (MCV), mean cell haemoglobin (MCH), mean corpuscular haemoglobin concentration (MCHC), pyruvate kinase activity (PK) and derivated fetal haemoglobin (dHbF) by cation-exchange HPLC. Reticulocytes were counted only in the whole blood samples. In all density gradient separated RBC fractions, the values for MCV, MCH and PK activity decreased and those of MCHC and dHbF increased with increasing density (equivalent to increasing cell age). The mean density was lower for RBCs of the anaemic RHD group (1.072±0.007 g/ml) than for the non-anaemic controls (1.077±0.005 g/ml) (p<0.05) The RBC density of the Kell sensitised fetus did not differ from those of the controls. In the control group, the values of the cell age markers in whole blood changed significantly with the gestational age, showing an increase of mean age of the erythrocyte population. The best linear relationship was found for dHbF (y=6.28+0.17*weeks; r=0.84; p<0.001). In the anaemic RhD+ fetuses, the RBC age markers did not change with gestational age; the dHbF percentages were lower, and the MCV, MCH, PK values and the reticulocyte counts were higher than in the controls (0.05<p<0.001). The dHbF values of the Kell sensitised fetuses were above (p<0.01) and the reticulocyte counts were below normal (p<0.05) for gestational age. For the anaemic fetuses, a significant number of the dHbF values (86%) and of the reticulocyte counts (78%) differed from the values of the controls (p<0.01). The dHbF percentages in RhD+ fetuses showed the best correlation with the Hb deficit, which is a measure for anaemia (r=−0.81, p<0.0001). We conclude that the percentage derivated HbF may indicate whether the RBC production is normal for gestational age. It may in that sense reflect stimulated or impaired erythropoiesis in alloimmunised haemolytic anaemia. Copyright © 2001 John Wiley & Sons, Ltd.  相似文献

This paper analyses the extent to which the new Reagan mineral policy will encourage increased US production, substitution, recycling and conservation, domestic stock-piling and diversification of foreign supplies. Major inadequacies of the mineral policy are the transfer of responsibility for research and development from the government to the unprepared private sector, the lack of emphasis on short-term research and development in mineral processing technology, and the lack of coordination between minerals policy and national security and foreign policy. However, overall the policy is a positive step towards reducing the current US minerals supply vulnerability.  相似文献

The factors which influence the size and value of mineral reserves are discussed and an example is given of a more rigorous system for measuring supplies of non-renewable resources.The extent to which reserves and resources of minerals can be used as leading indicators of future mineral production is examined and examples of the dangers of over-reliance on this factor are described.Key aspects, such as confidence limits, differences in the economic exploitability, the dynamic nature of reserves, and their variability in grade, are examined in some detail using the South African coal industry as an example.  相似文献

Wemcol is a technical isopropylbiphenyl formulation that is used as a substitute for polychlorobiphenyl. According to the producer Wemcol is 4-isopropylbiphenyl, but we found our sample to consist of 60.3% 3-isopropylbiphenyl, 38.6% 4-isopropylbiphenyl and 3,5-, 3,3′-, 3,4′- and 4,4′-diisopropylbiphenyl in amounts of 0.3%, 0.4%, 0.2% and 0.1% respectively. The two major components of the mixture are metabolized in the rat by two routes : oxidation of the isopropyl group and hydroxylation of the aromatic nuclei. Rats fed the technical mixture retained 3- and 4-isopropylbiphenyl in a ratio 4.3 : 1 in their abdominal fat, whilst the ratio in the mixture is 1.6 : 1. One week after the simultaneous feeding of equal amounts of Wemcol, 4,4′-dichlorobiphenyl, 2,4′,5-trichlorobiphenyl and 2,2′,5,5′-tetrachlorobiphenyl, the isopropylbiphenyls, in contrast to the chlorobiphenyls, could no longer be detected in the abdominal fat of rats.  相似文献
