The Convention on Biological Diversity is defining the goals that will frame future global biodiversity policy in a context of rapid biodiversity decline and under pressure to make transformative change. Drawing on the work of Indigenous and non-Indigenous scholars, we argue that transformative change requires the foregrounding of Indigenous peoples’ and local communities’ rights and agency in biodiversity policy. We support this argument with four key points. First, Indigenous peoples and local communities hold knowledge essential for setting realistic and effective biodiversity targets that simultaneously improve local livelihoods. Second, Indigenous peoples’ conceptualizations of nature sustain and manifest CBD’s 2050 vision of “Living in harmony with nature.” Third, Indigenous peoples’ and local communities’ participation in biodiversity policy contributes to the recognition of human and Indigenous peoples’ rights. And fourth, engagement in biodiversity policy is essential for Indigenous peoples and local communities to be able to exercise their recognized rights to territories and resources.  相似文献

Climate change is expected to lead to an increase in the number and strength of natural hazards produced by climatic events. This paper presents some examples of the experiences of community-based organisations (CBOs) and non-governmental organisations (NGOs) of variations in climate, and looks at how they have incorporated their findings into the design and implementation of local adaptation strategies. Local organisations integrate climate change and climatic hazards into the design and development of their projects as a means of adapting to their new climatic situation. Projects designed to boost the resilience of local livelihoods are good examples of local adaptation strategies. To upscale these adaptation initiatives, there is a need to improve information exchange between CBOs, NGOs and academia. Moreover, there is a need to bridge the gap between scientific and local knowledge in order to create projects capable of withstanding stronger natural hazards.  相似文献

In order to get an overall picture of the environmental impact of an old municipal solid waste incinerator (MSWI) from S. Adrià del Besòs (Barcelona, Catalonia, Spain), a monitoring program addressed at determining the levels of a number of pollutants in the vicinity of the facility was initiated in 1998. In March 1999, an adaptation was carried out due to EU legislation on pollutant emissions from the stack. As a result, emissions of polychlorinated dibenzo-p-dioxins (PCDDs) and dibenzofurans (PCDFs) were notably reduced, and a significant (30%) decrease was found in the levels of PCDD/F in herbage samples collected in the vicinity of the MSWI. In March 2001, herbage samples were collected at the same sampling points and the PCDD/F levels measured again. The current PCDD/F concentrations range from 0.23 to 1.43 ng I-TEQ kg(-1) (dry matter), with median and mean values of 0.58 and 0.66 ng I-TEQ kg(-1) (dry matter), respectively, while in the 2000 survey the PCDD/F concentrations ranged from 0.22 to 1.20 ng I-TEQ kg(-1) (dry matter), with median and mean values of 0.57 and 0.61 ng I-TEQ kg(-1) (dry matter), respectively. Although the current PCDD/F concentrations in herbage samples are comparable to those found in recent surveys carried out in various places of Catalonia, an exhaustive evaluation of the data, including principal component analysis, indicates that other emission sources of PCDD/Fs also have a notable environmental impact on the area under direct influence of the MSWI.  相似文献

In a meeting between FUNAI (the Brazilian Indian National Foundation) and the Kayapo in the Kayapo village of Aukre, in October 2005, the Kayapo Indians requested support to increase the culture of coconuts (Cocos nucifera) in their lands. The introduction of exotic species is a cause of biological diversity loss throughout the world. However, this is by no means applicable to all kinds of exotic species. We argue that the culture of coconuts may actually be a useful tool for the conservation of this country’s indigenous lands, despite criticism to the contrary. It may also be useful as source for raw material for the indigenous people who are presently experiencing a population boom. For the Kayapo of south-eastern Amazonia, such a demographic explosion, coupled with their increasing dependence on money to purchase industrialized goods, tend to substantially increase the pressure on their lands, which still contain a substantial amount of well-preserved seasonally-dry Amazonian forests. We investigated the actual economic relevance of coconuts for the Kayapo by measuring human and coconut populations and found that this exotic palm is not important for the subsistence of these Indians, due to coconut scarcity, and that such importance is not forthcoming. In the Amazon, coconuts may be particularly useful for the Indians’ nutrition due to the high energetic value of the solid endosperm of the mature fruit. Therefore, given the importance of indigenous lands for the conservation of the Amazonian forests, the encouragement of subsistence coconut cultures in indigenous lands is defensible as a measure for the conservation of biodiversity.  相似文献

Top predators are critical to ecosystem function, exerting a stabilising effect on the food web. Brown skuas are opportunistic predators and scavengers. Although skuas are often the dominant land-based predator at seabird colonies, this is the first detailed study of their movements and activity during breeding. The study was carried out at Bird Island, South Georgia (54°00′S, 38°03′W), in the austral summer of 2011/2012 and included GPS data from 33 breeding adults tracked during the late incubation and early chick-rearing periods. Brown skuas spent on average more than 80 % of time in the territory, and it was extremely rare for both partners to leave the territory simultaneously. Much more time was spent foraging at the coast than in penguin colonies and, based on saltwater immersion data, adults never foraged at sea. None of the tracked birds appeared to specialise in catching small petrels at night. Fewer foraging trips were made per day, and hence, more time was spent in the territory, during incubation than chick-rearing. Despite the pronounced sexual size dimorphism, there were no effects of sex on territorial attendance, foraging time or habitat use. Skuas at Bird Island show higher territorial attendance and are less likely to leave the territory unattended than those breeding elsewhere, suggesting closer proximity to more diverse or abundant food resources than at other colonies. The results tie in with previous diet studies, indicating that brown skuas at this site feed mostly on seal placentae and carrion and that birds may rely on a broader range of food resources as the season progresses.  相似文献
