ABSTRACT This paper analyzes the benefits and costs of policies to reduce NOx emissions from electricity generation in the United States. Because emissions of NOx contribute to the high concentration of atmospheric ozone in the eastern states associated with health hazards, the U.S. Environmental Protection Agency (EPA) has called on eastern states to formulate state implementation plans (SIPs) for reducing NOx emissions. Our analysis considers three NOx reduction scenarios: a summer seasonal cap in the eastern states covered by EPA's NOx SIP Call, an annual cap in the same SIP Call region, and a national annual cap. All scenarios allow for emissions trading. Although EPA's current policy is to implement a seasonal cap in the SIP Call region, this analysis indicates that an annual cap in the SIP Call region would yield about $400 million more in net benefits (benefits less costs) than would a seasonal policy, based on particulate-related health effects only. An annual cap in the SIP Call region is also the policy that is most likely to achieve benefits in excess of costs. Consideration of omissions from this accounting, including the potential benefits from reductions in ozone concentrations, strengthens the finding that an annual program offers greater net benefits than does a seasonal program. 相似文献

A preliminary evaluation of compound-specific isotope analysis (CSIA) as a novel, alternative method for identifying source correlation compounds in soils contaminated with residual heavy or weathered petroleum wastes is presented. Oil-contaminated soil microcosms were established using soil (sandy-loam, non-carbonaceous cley) amended with ballast-, crude- or No.6 fuel oil. Microcosms were periodically sampled over 256 days and delta(13)C values (which express the ratio of (13)C to (12)C) determined at each time point for five n-alkanes and the isoprenoid norpristane using gas chromatography-isotope ratio mass spectrometry (GC-IRMS). Although some temporal variation was observed, no significant temporal shifts in the delta(13)C values for the five n-alkanes were measured in all three oils. Isoprenoid isotope ratios (delta(13)C) appeared to be least affected by biotransformation, especially in the No.6 fuel oil. The research suggests that the delta(13)C of isoprenoids such as norpristane, may be of use as source correlation parameters. 相似文献

This study indicates that the concentration of cadmium in shellfish species may often be higher than it is in their environment as a result of formation of stable biological chelate complexes. This study also indicates that the concentration of cadmium in finfish species is less than the shellfish species. It was found that cadmium levels in shellfish were relatively higher in oysters and shrimps, moderately high in scallops and squids, and less in crabs and clams. It seems that cadmium levels are surprisingly elevated in shellfish than other saltwater finfish. It also seems that larger shellfish had higher Cd content levels than the smaller shellfish of the same species. 相似文献

The authors examine the problem of dealing with the environmental impact of uranium mining in Australia and consider its wider implications. Government, faced with unknown environmental and social damage from the initiation of uranium mining in northern Australia, has initiated an environmental impact assessment procedure. This requires the appellant company to provide information about the proposed project and its alternatives and is often followed by a period of ‘postponement’. This is compared with an alternative procedure, ‘attenuation’, allowing the project to proceed on a reduced scale in order to obtain information. We characterized the differences in warm-season weekday and weekend aerosol conditions and cloud-to-ground (CG) flashes (1995–2008) for an 80,000 square kilometer region around Atlanta, Georgia, a city of 5.5 million in the humid subtropics of the southeastern United States. An integration of distance-based multivariate techniques (hierarchical agglomerative clustering, multiresponse permutation procedures, fuzzy kappa statistics, and Mantel tests) indicated a greater concentration of CG flash activity within a 100 km radius around Atlanta under weekday aerosol concentrations. On weekends, these effects contracted toward the city. This minimized any weekly anthropogenic cycle over the more densely populated urban center even though this location had a higher flash density, a higher percentage of days with flashes, and stronger peak currents over the course of a week compared to the surrounding region. The sharper contrasts in weekday and weekend lightning regime developed outside the perimeter of the city over nonurban land uses. Here, lightning on weekend and weekdays differed more in its density, frequency, polarity, and peak current. Across the full extent of the study region, weekday peak currents were stronger and flash days more frequent, suggesting that weekly CG lightning signals have a regional component not tied to a single city source. We integrate these findings in a conceptual model that illustrates the dependency of weekly anthropogenic weather signals on spatial and temporal extent. 相似文献

Column studies were conducted to determine the ability of ozone to degrade aniline and trifluralin in soil. Ozone rapidly degraded aniline from soil under moist soil conditions, 5% (wt). Removal of 77-98% of [UL-14C]-aniline was observed from soil columns (15 ml, i.d. = 2.5 cm), exposed to 0.6% O(3) (wt) at 200 ml/min after 4 min. Initial ozonation products included nitrosobenzene and nitrobenzene, while further oxidation led to CO(2). Ring-labeled-[UL-14C]-trifluralin removal rates were slower, requiring 30 min to achieve removals of 70-97%. Oxidation and cleavage of the N-propyl groups of trifluralin was observed, affording 2,6-dinitro-4-(trifluoromethyl)-aniline, 2,6-dinitro-N-propyl-4-(trifluoromethyl)-benzamine, and 2,6-dinitro-N-propyl-N-acetonyl-4-(trifluoromethyl)-benzamine. Base solutions revealed that trifluralin was similarly oxidized to CO(2), where 72-83% of the activity recovered comprised 14CO(2). Use of ozone-rich water improved contaminant removal in trifluralin-amended soil columns, but did not improve removal in aniline, pentachloroaniline, hexachlorobenzene amended soil columns, suggesting that ozonated water may improve contaminant removal for reactive contaminants of low solubility. 相似文献
