As the United States and other countries move toward a greater reliance on nuclear energy, it becomes increasingly important to characterize the environment around such facilities to protect society, human health, and the environment. This article presents an ecological, multidisciplinary approach to gathering the information needed to establish baselines, site new nuclear facilities, protect existing nuclear facilities and nuclear wastes, improve the basis for emergency planning, devise suitable monitoring schemes to ensure continued protection, provide data to track local and regional response changes, and provide for mitigation, remediation, and decommissioning planning. We suggest that there are five categories of information or data needs: (1) geophysical, sources, fate and transport; (2) biological systems; (3) human health; (4) stakeholder and environmental justice; and (5) societal, economic, and political. All of these categories are influenced by temporal and spatial patterns, vulnerabilities, and global changes. These informational needs are more expansive than the traditional site characterization but encompass a suite of physical, biological, and societal needs to protect all aspects of human health and the environment, not just physical health. We suggest that technical teams be established for each of the major informational categories, with appropriate representation among teams and with a broad involvement of a range of governmental personnel, natural and social scientists, Native Americans, environmental justice communities, and other stakeholders. Although designed for nuclear facilities, the templates and information teams can be adapted for other hazardous facilities. © 2013 Wiley Periodicals, Inc.  相似文献

It has previously been shown that the level of Daphnia proteins detected by commonly used anti-HSP antibodies, with molecular weights corresponding to those of heat shock proteins, can be modified by various kinds of stress, including the threat of predation. In this study, we demonstrate for the first time that these proteins change their expression in response to thermal stress. Thus, it is concluded that Daphnia heat shock proteins, as components of the cellular stress defense, are involved in both, abiotic and biotic stress.  相似文献

Many federal, state, and private agencies deal with long‐term environmental problems within a transition framework where political administrations, funds, regulators, regulatory requirements, environmental conditions, and tribal and stakeholder concerns change. In this article, we examine the types of transitions, as well as important stabilities, that agencies face, the interactions with stakeholders that are vulnerable to disruption or failure, and some of the problems that develop as a result of these conditions, using the U.S. Department of Energy (US DOE's) Office of Environmental Management (EM) as a case study. Transitions, or instabilities, include changes in administrations at the federal, state, and local level; public perceptions and concerns; political climate; available funds; environmental conditions (e.g., global climate change, global contaminant transport, local and regional contamination); international and national business conditions; and site conditions (physical, chemical, biological). Governmental agencies operate under several different kinds of uncertainties, including scientific, fiscal‐year economic, technological, and societal. Not all information can be known, and the outcomes from scientific issues or technologies cannot always be predicted. The authors believe that transitions from one set of conditions to another can be more effectively integrated with the long‐term stability of environmental laws and regulations, and with the stability of the treaty rights and concerns of tribal nations, as well as the shorter‐term stability of career personnel and established programs. A sense of stability for government agencies allowing maintenance of ongoing environmental management programs can also be achieved through processes and programs, such as establishing long‐term contracts (for remediation or restoration work), schedule and scope documents, future land‐use documents, National Environmental Research Parks (which obligate lands to study and conservation), and other programs that set the direction of work and activities for many years. Further, two other factors are essential for success within any agency facing transitions: (1) expectations should be both forward‐looking and realistic, and (2) there must be flexibility in both programs and processes. The authors conclude that several features are essential to addressing some of the problems created by transitions, including information, integration, iteration, interaction, and inclusion. © 2009 Wiley Periodicals, Inc.  相似文献

This study was to determine the main health-related reasons, age and occupation of those who took early retirement. This was done through an analysis of the data from Poland's Social Insurance Institution (ZUS) from 2000 and 2001. An analysis of these data showed an increase in the number of certificates confirming total inability to work in people over 40 years old. Over 50% of certificates work were issued to workers in 2 age-groups: 45-49 and 50-54. Diseases of the circulatory system, musculoskeletal system and connective tissue as well as mental and behavioural disorders are the main causes of early inability to work. Approximately 70% of people who obtained certificates confirming total inability to work had blue- and blue-and-white-collar jobs.  相似文献

The Appalachian region in the eastern United Sates is home to the Earth's most extensive temperate deciduous forests, but coal mining has caused forest loss and fragmentation. More than 6000 km in Appalachia have been mined for coal since 1980 under the Surface Mining Control and Reclamation Act (SMCRA). We assessed Appalachian areas mined under SMCRA for forest restoration potentials. Our objectives were to characterize soils and vegetation, to compare soil properties with those of pre-SMCRA mined lands that were reforested successfully, and to determine the effects of site age on measured properties. Soils were sampled and dominant vegetation characterized at up to 10 points on each of 25 post-SMCRA mines. Herbaceous species were dominant on 56%, native trees on 24%, and invasive exotics on 16% of assessed areas. Mean values for soil pH (5.8), electrical conductivity (0.07 dS m(-1)), base saturation (89%), and coarse fragment content (50% by mass) were not significantly different from measured levels on the pre-SMCRA forested sites, but silt+clay soil fraction (61%) was higher, bicarbonate-extractable P (4 mg kg(-1)) was lower, and bulk density (1.20 g cm(-1)) was more variable and often unfavorable. Pedogenic N and bicarbonate-extractable P in surface soils increased with site age and with the presence of weathered rocks among coarse fragments. Our results indicate a potential for many of these soils to support productive forest vegetation if replanted and if cultural practices, including temporary control of existing vegetation, soil density mitigation, and fertilization, are applied to mitigate limitations and aid forest tree reestablishment and growth.  相似文献

The Agenda 21 treaty adopted at the 1992 United Nations Conference on Environment and Development set out new goals for the provision and management of information in a sustainable society. New information and communications technologies (ICTs) have the potential to be used as tools for managing information and consequently have a role in sustainable development. This paper considers the use of ICTs to manage local information areas and the extent to which these new technologies are compatible with the broader goals of Agenda 21 such as social inclusion and public participation in decision making. The use of the World Wide Web by local authorities in the UK to manage local information and promote Agenda 21 is explored through a critique of website contents. It is concluded that, although the use of ICTs is not incompatible with the broader aims of Agenda 21, and has many possible positive applications, current use of the World Wide Web by local government in the UK does not yet fulfil this potential.  相似文献

The study determined physiological and psychophysical responses to fire fighters' typical activities. Self-reported assessment of the most demanding fire fighting/rescue tasks were collected with a questionnaire. Then 19 voluntary fire fighters performed 3 simulated fire fighting/rescue tasks in protective clothing. Heart rate (HR), blood pressure and energy expenditure were measured; the rating of perceived exertion (RPE) was assessed with the Borg scale. The questionnaires showed that carrying out victims, fire suppression and resuscitation were classified as heavy load; climbing stairs with a hose as moderate load. According to RPE the subjects considered their effort during ladder climbing fairly light and only somewhat harder during stair climbing and carrying out injured people. The study demonstrated that typical fire fighting/rescue tasks were associated with high energy expenditure and imposed considerable cardiovascular stress. The Borg scale appeared not suitable for assessing perceived exertion in fire fighters during simulated tasks.  相似文献

It is possible to develop large quantities of energy by installing a comprehensive regional insulation program. This paper develops a computer model for examining the quantity of energy that may be saved in a region if such a program is undertaken. The program requires data on: number of houses, type of houses and present degree of insulation. The results indicate that in the region under consideration it is possible to make available more energy, far cheaper, through insulation than by the alternative of constructing a large power plant.  相似文献

While action towards sustainable development is now being undertaken at all levels, much of this will need to be addressed at a local level. Research was undertaken to evaluate the extent to which progress in sustainable development of tropical forest areas is occurring locally. Costa Rica was selected as the most suitable country for this research since it has been in the vanguard of natural resource preservation and promotion of sustainable development. At the same time, however, it has had the world's highest rate of deforestation of tropical moist forests during the 1980s and exhibits many of the same pressures facing other developing tropical nations. Numerous local efforts in Costa Rica were discovered which are making progress towards sustainable development. Their future is threatened, however, from macro-policy constraints such as foreign debt, land inequities and promotion of unsustainable land practices. In addition, the very atmosphere that is conducive to sustainable development has contributed to an influx of foreign investment encouraged by government incentives. A series of investigations were conducted using sequencing batch biofilm reactor(SBBR) to explore the influence of C:N:P ratio on biological dephosphatation including the denitrifying dephosphatation and the denitrification process.Biomass in the reactor occurred mainly in the form of a biofilm attached to completely submerged disks.Acetic acid was used as the source of organic carbon.C:N:P ratios have had a significant effect on the profiles of phosphate release and phosphate uptake and nitrogen removal.The highest rates of phosphate release and phosphate uptake were recorded at the C:N:P ratio of 140:70:7.The C:N ratio of 2.5:1 ensured complete denitrification.The highest rate of denitrification was achieved at the C:N:P ratio of 140:35:7.The increase of nitrogen load caused an increase in phosphates removal until a ratio C:N:P of 140:140:7.Bacteria of the biofilm exposed to alternate conditions of mixing and aeration exhibited enhanced intracellular accumulation of polyphosphates.Also,the structure of the biofilm encouraged anaerobic–aerobic as well as anoxic–anaerobic and absolutely anaerobic conditions in a SBBR.These heterogeneous conditions in the presence of nitrates may be a significant factor determining the promotion of denitrifying polyphosphate accumulating organism(DNPAO) development.  相似文献
