Natural areas of national parks constitute unique ecological and aesthetic resources. Since the inception of national parks, it has been apparent that they are susceptible to threats that result in significant change and damage. Today, major issues concerning management of parks relate to questions of expanded visitor use and what types of facilities are to be deemed appropriate, that is, the dilemma of preservation versus use. In the United States of America, resolution of this dilemma must, strictly speaking, be based upon intent and meaning of Congressional legislation. The traditional interpretation of legislation in the U.S. has been to provide for a balance of use and preservation. However, extensive review of the literature of national park policy reveals a remarkable lack of elaboration and clarification of legislative meaning. Based upon a critical analysis of pertinent legislation, which has heretofore been ignored, we provide an interpretation of legislative meaning which strongly supports a policy of preservation of park resources. 相似文献
ABSTRACT: Phytoplankton were studied in lakes augmented with water from the Floridan aquifer and in control lakes. Augmented lakes exhibited enhanced phytoplankton diversity which was believed to be related to chemical changes in the lakes brought about as a result of ground water addition. ABSTRACT A conceptual framework and the systematic collection of reliable information for application within the framework are the cornerstones of effective water planning. The ideal of strengthening these cornerstones was a driving force behind formation of the Water Resources Council and Council efforts, during its life, to develop the Principles and Standards and to complete two National Water Assessments. The Assessments contained voluminous data but never really became an integral component of the national water planning process. Before being disbanded in 1982, the Council solicited several appraisals of its assessment process. A contingent valuation approach was used to estimate maximum willingness-to-pay for improved air quality in Utah County. Respondents demonstrated a high rate of concern over poor air quality and averaged a willingness-to-pay of $37 per month per household. Noniterative openended questions were used successfully. No information bias was observed but benchmark values did influence bids. Willingness-to-pay for improved air quality was large for both sexes and across all income groups, ages, and occupations. 相似文献
ABSTRACT: Bayesian decision theory provides a procedure for the use of subjective data in a decision-making situation related to urban water resources development. This procedure is effectual in pursuing a set of goals and in transforming individual or group indecisiveness into satisfactory decisions. This approach is highlighted due to its capability to incorporate seemingly unquantifiable, abstract factors into the decision-making process. It is realized that the soliciting of expert and general public opinion is indispensable in making choices for the welfare of the general public from alternative courses of action under uncertainty. Objective: Bicycle riding is increasingly popular in Taiwan, but the number of cyclists injured and cyclists' death rates are both increasing. The aim of this study was to investigate the different characteristics and clinical outcomes of traffic accident–related head injuries among cyclists in urban and rural areas.
Methods: Records of 812 patients (533 urban and 279 rural) admitted to 27 hospitals in Taipei City and Hualien County as the result of a traumatic head injury while bicycling between 1998 and 2013 were retrieved for study. Demographics, details about the accident, protective helmet use, and clinical outcomes were then subjected to analysis.
Results: Urban victims were more likely to be injured during morning and early evening rush hours and rural victims during the day; most urban victims were between 19 and 34 years of age and injured in the slow lane; rural victims tended to be younger or older and were injured in the fast lane (all P ≤.001). Riders who wore a helmet were less likely to suffer loss of consciousness (odds ratio [OR] = 0.31), amnesia (OR = 0.069), neurological disorders (OR = 0.205), or facial fractures (OR = 0.369). Older age, more severe head injuries, and bicycle–motor vehicle collisions influenced the severity of symptoms on admission and the residual effects at discharge.
Conclusions: Differences in the characteristics of injuries in urban and rural areas and the utilization of protective helmets may help government authorities adopt appropriate policies to promote safer and more enjoyable cycling. 相似文献
Within the tropical and subtropical oceans, tuna forage opportunistically on a wide variety of prey. However, little is known
about the trophic ecology of the smallest size classes which play an important role in stock assessments and fisheries management.
The foraging behavior of yellowfin tuna, Thunnus albacares (23.5–154.0 cm FL), collected from nearshore Fish Aggregating Devices (FADs) around Oahu was studied using stable isotope
and stomach contents analyses. Emphasis was placed on small juveniles. Yellowfin tuna changed their diets significantly between
45 and 50 cm forklength (ca. 1.5 kg). Smallest size classes fed on planktonic organisms inhabiting the shallow mixed layer,
primarily larval stomatopod and decapod crustaceans, whereas larger tuna fed on teleosts and adult Oplophorus gracilirostris, a vertically migrating mesopelagic species of shrimp. When interpreting the variation in prey δ15N values, we considered both their relative trophic position and δ15N values of the nitrogen at the base of the food web. by both isotope and stomach content analyses, we propose a critical mass threshold was reached at about 45 cm FL that enabled
sufficient endothermic capability to allow tuna to access prey dwelling in deeper, colder water. These ontogenetic changes

Laboratory experiments were conducted in 1984 to test for an interaction between irradiance and temperature in controlling sporophyte production in the giant kelp Macrocystis pyrifera. Gametophytes from plants in the San Onofre kelp forest were cultured under a combination of seven irradiance (2.9 to 30 E m-2 s-1) and ten temperature (11° to 20°C) levels. The minimum daily quantum dose for fertility of female gametophytes during the 42 d culture-period was 0.25 E m-2 d-1. The saturation quantum dose was approximately 0.60 E m-2 d-1. Temperatures between 11° and 20°C had little effect on the fertilityirradiance relationship, except at irradiations near the threshold and saturation levels. Cultures at 0.60 E m-2 d-1 had significantly lower fertility after 6 wk at 20°C than at the lower temperatures and there was a trend toward lower fertility at temperatures greater than 15°C in cultures at 0.25 E m-2 d-1. These differences were also reflected in the development time for female gametophytes. The 11°C cultures reached 50% fertility slightly faster and the 20°C cultures slower than cultures at intermediate temperatures. 相似文献
The relative growth rates of juvenile Macrocystis pyrifera in southern California kelp forests were substantially reduced during the El Niño of 1982–1984. The lower growth rates were correlated with increased temperature and decreased nitrogen availability. Fertilization of juvenile plants with slow-release nitrogen-phosphorus fertilizer increased their growth rates to levels previously observed when temperatures were low and nutrient levels were high. The limitation in growth of M. pyrifera by levels of available nutrients during El Niño was in contrast to the usual limitation of growth by irradiance during non-El Niño years. Thus, there was a shift in the relative importance of factors controlling growth of juvenile M. pyrifera during El Niño. 相似文献
The reproductive biology of spiny lobster, Panulirus penicillatus, was studied based on 2,068 lobsters, ranging from 34.28 to 131.60 mm carapace length (CL), sampled in Taitung coastal waters
from September 2003 to December 2004. The overall sex ratio approximated 1:1 (χ2 = 0.02, P > 0.05), but the monthly sex ratios in 2004 showed significant differences and males were predominant in sizes larger than
80 mm CL. Reproductive activity, assessed using histology, a gonadosomatic index and percentage of ovigerous females, indicated
that the mature females could be found in every month and that the major spawning occurred from May to September. The presence
of re-developing/re-ripe ovaries by month and size-specific spawning time suggest that larger mature females (>60 mm CL) spawn
at least three times a year while smaller new mature females spawn at least once a year. For females, the estimated sizes
at 50% physiological and functional maturity were (mean ± SE) 56.46 ± 0.56 mm CL and 66.63 ± 1.07 mm CL. The estimated sizes
at functional maturity were between 72 and 74 mm CL for males. The number of eggs per spawning event (brood size, BS) was
related to CL by the equation YBS = 2.4 × 10-3CL4.18 (r2 = 0.902, n = 12). Female lobsters with CL ranging from 60 to 80 mm made the greatest contributions to egg production because of their
high brood size and active reproductive activity. A minimum legal size should be established for the fishery to protect egg
production potential of lobster population in the southeastern coastal waters off Taiwan. 相似文献
