Establishing a standard Sonoran Reference Plant and its application in monitoring industrial and urban pollution throughout the Sonoran Desert 总被引:1,自引:0,他引:1
Using analyses from honey mesquite (Prosopis glandulosa) leaves from nearly pristine locations in Arizona, an inorganic plant concentration standard is proposed for use as a Sonoran Reference Plant (SRP). Such a standard can be used as a monitoring device for different anthropogenic pollution sources throughout the Sonoran Desert. To test the application of the SRP, honey mesquite leaves were collected at different sites in southern Arizona and their chemical fingerprints compared to SRP. Sources of element origin were identified through factor analysis and correlation matrices. A terrestrial factor was found in leaves from all sites. Anthropogenic factors varied for different sites. Mesquite leaves accumulated significant amounts of elements originating from copper smelters (As, Sb) and urban pollution (La, Sm, Ce, V). These pollutants are small-sized and have been linked to human lung diseases. Mesquite is a deciduous tree; the yearly comparison of mesquite leaf element concentration spectra to the SRP standard can be used to determine seasonal improvement or deterioration of environmental quality in a particular area. 相似文献

Intensification of existing urban areas is currently a major item on the policy agenda of the Ontario and Canadian governments. As part of the urban intensification drive, brownfield sites have become major candidates for redevelopment. Governments at all levels have initiated policies and programmes to encourage their remediation and redevelopment. This paper reports the findings of a qualitative exploration of brownfield redevelopment in London, Canada. Through in-depth interviews (n?=?17) with key stakeholders involved in brownfield redevelopment, the study explores the level of participation in brownfield redevelopment, barriers to brownfield redevelopment in the city, and perceptions about financial incentives in the city's Brownfield Community Improvement Plan. The study found that despite the availability of financial incentives, the overall private sector participation in brownfield redevelopment is low due to barriers such as competition from greenfield, risk, cost, negative public perception of brownfields, and complex remediation processes. The paper provides policy suggestions that may contribute to a more active participation in brownfield redevelopment in the city. 相似文献

Health is a basic human right. Improving health requires social and environmental justice and sustainable development. The 'health for all' movement embraces principles shared by other social movements—in sustainable development, community safety and new economics. These principles include equity, democracy, empowerment of individuals and communities, underpinned by supportive environmental, economic and educational measures and multi-agency partnerships. Health promotion is green promotion and inequality in health is due to social and economic inequality. This paper shows how health, environmental and economic sustainability are inextricably linked and how professionals of different disciplines can work together with the communities they serve to improve local health and quality of life. It gives examples of how local policy and programme development for public health improvement can fit in with global and national policy-making to promote health, environmental and social justice. 相似文献

In the process of implementing EU policy, Member States sometimes introduce new policy instruments in cases where this is not obligatory. To better understand this phenomenon, this paper reviews three cases in which new instruments emerged and develops a methodology to trace back the influence of EU Directives on instrument choice. The method is illustrated by a narrative of the emergence of new management planning instruments during the implementation of the EU Habitats Directive in three EU Member States: Finland, Hungary and the Netherlands. Three key features of a policy instrument are defined, namely, its authoritative force, action content and governance design. These are used to measure the contribution of the Habitats Directive compared to other potential explanatory causes for the emergence of the new policy instrument. In all three reviewed countries a nested causal relationship between the Habitats Directive and the introduction of the new policy instrument is identified. Based on the relative contribution of the Habitats Directive to the emergence of the new instrument a distinction is made whether the Directive acted as a cause, catalyst or if conjunction occurred. 相似文献

At the Monticello station, operated by the Texas Utilities Generating Company, lignite coal obtained locally in Titus and Hopkins Counties fuels each of the three units. Units 1 and 2 are identical 575-MW Combustion Engineering (CE) boilers, each of which discharges its effluent to a 36- compartment shake/deflate cleaned baghouse paralleled with four electrostatic precipitators (ESP). Unit 3 is a larger boiler and is followed by an ESP and a scrubber. The Unit 1 and 2 baghouses were designed to clean 80 percent of the flue gas. Since startup, these baghouses have regularly experienced flange-to-flange pressure drops in excess of 10 in. H2O, with large opacity spikes caused by ash bleeding through the bags after compartment cleanings. Because of higher-than-expected pressure drop, the baghouses receive only about 45-50 percent of the flue gas. Analysis has shown the Monticello lignite ash significantly differs from most other coal ashes. Testing has shown that the Monticello ash is not filtered effectively by many "standard" bag materials. However, this testing indicates that there are fabrics that show promise of eliminating the ash bleedthrough with little pressure drop penalty. Testing has also shown that injection of low concentrations (10-15 ppm) of ammonia (NH3) into the flue gas significantly decreases ash bleedthrough, so that with NH3 injection "standard" bag materials may perform adequately. Currently, fullcompartment testing of four fabrics, with and without NH3 injection, is under way at the Unit 1 baghouse. The research conducted at the Monticello station is reviewed in this paper and the encouraging results from the full-compartment tests are presented. 相似文献

If many homeowners convert to solid fuels for heating, residential flue gases will be a large source of air pollution. Control of this pollution requires an inexpensive, reliable, and effective method of flue gas treatment. One such method is to force flue gases through soil beds. Such soil treatment removes all detectable smoke, odor, and polynuclear organic matter (POM), up to 97% of the CO, and at least 97% of the SO2 from flue gases of wood and coal combustion. The technique is low cost, reliable, almost maintenance-free, and also appears suitable for other small point sources of air pollution. 相似文献

The HFire fire regime model was used to simulate the natural fire regime (prior to European settlement) on Kennedy Space Center, Merritt Island National Wildlife Refuge, Canaveral National Seashore, and Cape Canaveral Air Force Station, Florida. Model simulations were run for 500 years and the model was parameterized using information generated from previously published empirical studies on these properties (e.g., lightning fire ignition frequencies and ignition seasonality). A mosaic pattern of frequent small fires dominated this fire regime with rare but extremely large fires occurring during dry La Niña periods. This simulated fire size distribution very closely matched the previously published fire size distribution for lightning ignitions on these properties. A sensitivity analysis was performed to establish which parameters were most influential and the range of variation surrounding empirically parameterized model output. Dead fuel moisture and wind speed had the largest influence on model outcome. A wide range of variance was observed surrounding the composite simulation with the least being 6% in total burn frequency and the greatest being 49% in total area burned. Because simulation modeling is the best option for fire regime reconstruction in many rapidly growing shrub dominated systems, these results will be of interest to scientists and fire managers for delineating the natural fire regime on these properties, the southeastern United States and other fire adapted shrub systems worldwide. 相似文献

OBJECTIVE: To evaluate the effectiveness of the WalkSafe program, an elementary school-based pedestrian safety program in a single high-risk district in Miami-Dade County. METHODS: Sixteen elementary schools were identified in a single high-risk district and enrolled in a one-year study. All schools implemented the WalkSafe program on the last week of January 2003. A pre, post, and three-month post testing of pedestrian safety knowledge was conducted. An observational component was also implemented at four schools that were randomly chosen. Engineering recommendations and law enforcement initiatives were also performed. RESULTS: A total of 6467 children from K-5th grade from 16 elementary schools participated in the program. Of these 5762 tests were collected over three different testing times. A significant difference (p-value < 0.001) was found between the pre and post testing conditions across all grade levels. There was no significant difference found between the post and three-month post testing conditions across all grade levels (p-value > 0.05). The observational data collected at four schools across the different testing times demonstrated a significant difference found between pre and post testing conditions for Group A (stop at the curb and look left, right, left) and also for Group B (midstreet crossing and darting out) (p-value < 0.05). There was no difference found between comparing the pre-test or post-test condition with the three-month post-test time. There were many environmental modifications that were recommended and actually performed. CONCLUSION: The WalkSafe program implemented in a single high-risk district was shown to improve the pedestrian safety knowledge of elementary school children. The observational data demonstrated improved crossing behaviors from pre-test to post-testing conditions. The UK is reportedly an international leader in the application of environmental policy appraisal (EPA). From the late 1980s until 2004, UK central government sought to produce ex ante assessments of the potential environmental impacts of different policy options. Critics maintain that EPA had a very limited impact on policy-making activities in Whitehall departments. However, the empirical basis for these claims is surprisingly thin. This paper seeks to better understand what facilitated or retarded EPA by looking at its use in Whitehall, with the aim being to draw lessons for the UK's new and more integrated appraisal regime, as well as similar systems in the European Union. The paper finds that the implementation of EPA was both weak and highly sectorised, and that there is an underlying resistance to policy appraisal per se in Whitehall.
