Natural resource industries are increasingly significant actors in environmental decision-making. Possessing vast institutional and technical capacity, firms have an important role to play in ‘new’ governance strategies such as collaboration. These strategies are often based upon assumptions of equitable influence. This paper investigates the nature of resource industry participation in collaborative water governance in Canada, and the potential consequences of that participation as investigated using power theory. The study used comparative cases to reveal that resource industries are able to shape collaboration, and the issues collaborated upon, at multiple analytical levels both internal and external to the collaborative process in ways not available to other actors. Analysis also revealed that resource industry participation in collaboration did not reflect a commitment to engage in shared learning and the reexamination of values and interests as presupposed by collaborative theory. Collaboration is thus challenged in producing equitable, representative outcomes when resource industries participate.  相似文献

The purpose of this article is to analyze the challenges to, and opportunities for, increasing sustainable development (SD) co-benefits delivered by clean development mechanism (CDM) wind power projects in northeastern Brazil and the resulting implications for climate and energy policies. Five methodological phases were met: First, a documentary research was conducted in the main CDM database; second was a literature review, creating the analytical framework and a survey questionnaire needed to assess the SD co-benefits from the projects; third, documentary research was used to enable ex-ante analysis of the SD co-benefits proposed in the CDM Project Design Documents (PDDs); fourth, survey allowed for the analysis of SD co-benefits perceived by project entrepreneurs (ex-post analysis); and finally, a comparison between the ex-ante and ex-post analyses was completed. The results show the importance of carrying out SD co-benefit studies after the implementation of CDM projects in order to learn lessons for new mechanisms of climate governance. The lowest SD co-benefits were water management improvement in the project influence area, soil pollution prevention, health and safety improvements and technology transfer. The greatest opportunities for increasing SD co-benefits come from the environmental licensing process and the strengthening of Corporate Social Responsibility. The greatest challenges are new technology development, stakeholders’ engagement and SD co-benefit audits. We conclude that the improvement of multi-level climate and energy governance plays a key role in increasing SD co-benefits.

This study evaluates the spatial patterns of land occupation and their relationship to water quality in the Cuiabá River watershed, one of the main affluents of the Pantanal floodplain. The impact of farming and other land occupation forms were studied using a three year time series. Monitoring included 15 parameters at 21 stations with a total of 1266 different samples. Ten stations along the Cuiabá River were ordinated by Principal Component Analysis (PCA). For an exploratory analysis in the spatial domain, sub-basins of the Cuiabá watershed were classified according to mean concentrations of selected water quality parameters. Supervised classification of digital Landsat ETM imagery and standard GIS techniques were applied to parameterize land use and occupation according to a watershed scale. Redundancy Analysis (RDA) was then used to evaluate impacts of environmental and socio-economic factors on water quality.A Cuiabá headwater station only shows slightly elevated total coliform counts and concentrations of nutrients in the river after it passes regions of extensive cattle farming. After the confluence with the Manso River, nutrient and COD concentrations increase significantly, receiving loads from sub-basins under intensive agricultural land use, with mean annual concentrations up to 1.74 mg/L of total nitrogen (Kjedahl). Sub-watersheds with intensive fishing culture activities were shown to have significant impact on nitrogen concentrations, reaching mean concentrations of 2.66 mg/L of total nitrogen in the affluents. Most serious biological and chemical water pollution can be observed at stream outlets in the urban agglomeration of Cuiabá/Várzea Grande. Affluent pollution is reflected in the water quality of the Cuiabá River: subsequent monitoring stations in the urban area are ordinated on a gradient of increasing degradation of chemical and biological water quality. The auto-depuration capacity of the Cuiabá River is intact, but elevated concentrations of Phosphorous and Chemical Oxygen Demand can be observed as far away as the Pantanal floodplain, about 120 km downstream from the urban agglomeration.  相似文献

The ACCSEPT project, which ran from January 2006 to December 2007, identified and analysed the main factors which have been influencing the emergence of CO2 capture and geological storage (CCS) within the European Union (EU). The key clusters of factors concern science and technology, law and regulation, economics, and social acceptance. These factors have been analysed through interviews, a large-scale questionnaire conducted in 2006, and discussions in two stakeholder workshops (2006 and 2007). In Part I of this paper, we aim to distil the key messages and findings with regards to scientific, technical, legal and economic issues. There are no compelling scientific, technical, legal, or economic reasons why CCS could not be widely deployed in the forthcoming decades as part of a package of climate change mitigation options. In order to facilitate this deployment, governments at both the EU and Member State levels have an important role to play, in particular in establishing a robust and transparent legal framework (e.g. governing long-term environmental liability) and a strong policy framework providing sufficient and long-term incentives for CCS and CO2 transportation networks.  相似文献

The amount of extruded polystyrene (XPS) waste has increased in recent years due to the increase of its use in the thermal insulation of buildings, transport vehicles, and refrigerators, among others. Dissolution with suitable solvents to achieve a volume reduction of more than 100 times without degradation of polymer chains is one of the cheapest and most efficient methods of recycling XPS. Several environmentally friendly solvents have been tested as dissolution agents for XPS volume reduction; the action of these solvents does not produce any degradation of polymer chains. The solubility of the polymer in such solvents at different temperatures was investigated. The solvent can be easily recycled by distillation, obtaining a high-quality recycled polymer. This article introduces a method for assessing health and safety management systems (MAHS) that has two innovative characteristics: (a) it brings together the three main auditing approaches to health and safety (HS) – the structural approach (which assesses the system prescribed), the operational approach (which assesses what is really happening on the shop-floor) and the performance approach (which assesses the results of performance indicators); (b) it emphasizes the resilience engineering perspective on HS, which takes into consideration four major principles (flexibility, learning, awareness, and top management commitment). Such principles underlie seven major assessment criteria, which in turn are divided into items (e.g. hazard identification from a resilience perspective is an item that belongs to the criteria of production processes). The items are sub-divided into statements, which are the requirements that should be assessed based on interviews, analysis of documents and direct observations. Within the 112 requirements proposed, 38 of them have clear links with at least one out of the four resilience engineering principles adopted. The remaining requirements are based on traditional assumptions underlying the so-called best practices of HS management. The results of the assessment for each item are expressed by a score on a scale of compliance with the established requirements, ranging from 0% to 100%. The specific score within that scale is obtained from tables used to assess applications for the Brazilian national quality award. The MAHS was tested in a case study that was carried out in a factory that manufactures automobile exhaust systems, located in Brazil.  相似文献
