ABSTRACT: Existing legal regimes for the management of water resources are already stressed by changing technologies and growing populations. There is little reason for doubt that today the planet is undergoing significant and even alarming climate change. In the past such global climatic changes had dramatic effects on water resource availability with disastrous consequences for many human communities. Today's climate changes can be managed without such disastrous consequences for present day communities only if there are major reforms to existing water law regimes at the local, national, and international levels. In particular, at the local and national levels, water resources must be treated as public property rather than as common or private property. At the international level, water must be managed at the drainage basin level rather than according to national boundaries that largely ignore rational water management criteria. At all levels, care must be given to decentralizing decision making and to use economic incentives insofar as possible, without, however, mistaking economic incentives for markets. The public nature of water resources precludes true markets as a significant management tool. 相似文献

The transboundary Georgia Basin Puget Sound ecosystem is situated in the southwest corner of British Columbia and northwest comer of Washington State. While bountiful and beautiful, this international region is facing significant threats to its marine and freshwater resources, air quality, habitats and species. These environmental challenges are compounded by rapid population growth and attendant uiban sprawl. As ecosystem stresses amplified and partnerships formed around possible solutions, it became increasingly clear that the shared sustainability challenges in the Georgia Basin and Puget Sound required shared solutions. Federal, state and provincial institutional arrangements were made between jurisdictions, which formalized small scale interest in transboundary management of this ecosystem. Formal agreements, however, can only do so much to further management of an ecosystem that spans international boarders. A transboundary regional research meeting, the 2003 GB/PS Research Conference, opened the doors for large-scale informal cross-boarder cooperation and management. In addition to cooperation, continued efforts to stem toxic pollution, contain urban growth, and protect and restore ecosystems, require a commitment from scientists, educators and policy makers to better integrate research and science with decision-making.Former Director of Planning and of Special Projects in the British Columbia Ministry of Municipal Affairs. 相似文献

Environmental problems posed by municipal solid waste (MSW) are well documented. Scientifically designed landfills and/or open dumpsites are used to dispose MSW in many developed and developing countries. Non-availability of land and need to reuse the dumpsite space, especially in urban areas, call for rehabilitation of these facilities. A variety of options have been tried to achieve the goals of rehabilitation. In the last couple of decades, phytoremediation, collectively referring to all plant-based technologies using green plants to remediate and rehabilitate municipal solid waste landfills and dumpsites, has emerged as a potential candidate. Research and development activities relating to different aspects of phytoremediation are keeping the interest of scientists and engineers alive and enriching the literature. Being a subject of multi-disciplinary interest, findings of phytoremediation research has resulted in generation of enormous data and their publication in a variety of journals and books. Collating data from such diverse sources would help understand the dynamics and dimensions of landfill and dumpsite rehabilitation. This review is an attempt in this direction. 相似文献

A two-dimensional model for colloid transport in geochemically and physically heterogeneous porous media is presented. The model considers patchwise geochemical heterogeneity, which is suitable to describe the chemical variability of many surficial aquifers with ferric oxyhydroxide-coated porous matrix, as well as spatial variability of hydraulic conductivity, which results in heterogeneous flow field. The model is comprised of a transient fluid flow equation, a transient colloid transport equation, and an equation for the dynamics of colloid deposition and release. Numerical simulations were carried out with the model to investigate the colloid transport behavior in layered and randomly heterogeneous porous media. Results demonstrate that physical and geochemical heterogeneities markedly affect the colloid transport behavior. Layered physical or geochemical heterogeneity can result in distinct preferential flow paths of colloidal particles. Furthermore, the combined effect of layered physical and geochemical heterogeneity may result in enhanced or reduced preferential flow of colloids. Random distribution of physical heterogeneity (hydraulic conductivity) results in a random flow field and an irregularly distributed colloid concentration profile in the porous medium. Contrary to random physical heterogeneity, the effect of random patchwise geochemical heterogeneity on colloid transport behavior is not significant. It is mostly the mean value of geochemical heterogeneity rather than its distribution that governs the colloid transport behavior. 相似文献

ABSTRACT: Riparian buffers are increasingly important as watershed management tools and are cost‐shared by programs such as Conservation Reserve that are part of the USDA Conservation Buffer Initiative. Riparian buffers as narrow as 4.6m (15ft) are eligible for cost‐share by USDA. The Riparian Ecosystem Management Model (REMM) provides a tool to judge water quality improvement by buffers and to set design criteria for nutrient and sediment load reduction. REMM was used for a Coastal Plain site to simulate 14 different buffers ranging from 4.6 m to 51.8 m (15 to 170 ft) with three different types of vegetation (hardwood trees, pine trees, and perennial grass) with two water and nutrient loads. The load cases were low sediment/low nutrient‐typical of a well managed agricultural field and low sediment/high nutrient‐typical of liquid manure application to perennial forage crops. Simulations showed that the minimum width buffer (4.6 m) was inadequate for control of nutrients under either load case. The minimum width buffer that is eligible for cost share assistance on a field with known water quality problems (10.7 m, 35 ft) was projected to achieve at least 50 percent reduction of N, P, and sediment in the load cases simulated. 相似文献

ABSTRACT: The Penn State Urban Runoff Model, developed in 1976, is described in this paper. Aside from locating infiltration and detention basin operation in an unconventional manner, the model includes a peak flow presentation table which identifies watershed subareas chiefly responsible for the occurrence of flooding conditions at certain points in the watershed. The results of a case study on an urban drainage basin in the Philadelphia area is discussed, and preferred sites for retention ponds are suggested. The simplicity of the Penn State model is pointed out and computer run costs between 10 and 20 percent of the corresponding cards for HEC-I and SWMM are cited. 相似文献

Data from suburban residences in the Boston metropolitan area reveal a potential adverse impact on indoor air quality from woodburning in woodstoves and fireplaces. Ambient pollutant concentrations at each residence were compared to corresponding pollutant levels indoors at three locations (kitchen, bedroom, and activity room). Individual gaseous pollutant samples were averaged on an hourly basis while 24-h integrated samples of particulate matter were obtained. Ten gaseous pollutants were sampled along with total suspended particulates (TSP). Chemical analyses further determined ten components of TSP including trace metals, benzo-a-pyrene(B)aP, respirable suspended particulates (RSP), and water soluble sulfates and nitrates. Monitoring lasted two weeks at each residence and was conducted under occupied, real-life, conditions. Observed, elevated indoor concentrations of TSP, RSP, and BaP are attributed to woodburning. Data indicate that average indoor TSP concentrations during woodburning periods were about three times corresponding levels during nonwoodburning periods. The primary 24-h national ambient air quality standard (NAAQS) for TSP was exceeded once indoors during fireplace use, and the secondary, 24-h TSP NAAQS, was also exceeded indoors by RSP concentrations. Indoor BaP concentrations during woodstove use averaged five times more than during nonwoodburning periods. At this stage, results are only indicative, but the potential impact from elevated indoor concentrations of TSP, RSP, and BaP, attributed to woodburning, may have long-term health implications. 相似文献

A field demonstration of an enhanced in-situ bioremediation technology was conducted between March 1998 and August 1999 at the ITT Industries Night Vision (ITTNV) Division plant in Roanoke, Virginia. The bioremediation process was evaluated for its effectiveness in treating both chlorinated and nonchlorinated volatile organic compounds (VOCs) in groundwater located in fractured bedrock. Chlorinated compounds, such as trichloroethene (TCE), in fractured bedrock pose a challenging remediation problem. Not only are chlorinated compounds resistant to normal biological degradation, but the fractured bedrock presents difficulties to traditional techniques used for recovery of contaminants and for delivery of amendments or reagents for in-situ remediation. The demonstration was conducted under the U.S. Environmental Protection Agency's Superfund Innovative Technology Evaluation (SITE) program. The SITE program was established to promote the development, demonstration, and use of innovative treatment technologies for the cleanup of Superfund and other hazardous waste sites. This article presents selected results of the demonstration and focuses on understanding the data in light of the fractured bedrock formation. © 2002 Wiley Periodicals, Inc. 相似文献
