ASTM E2137 (Standard Guide for Estimating Monetary Costs and Liability for Environmental Matters, or E2137) is the guidance for developing estimates of future environmental costs. E2137 provides a hierarchy of cost estimation approaches, and expresses an explicit preference for the use of probabilistic cost analysis to develop expected values for environmental costs. Dr. Ram and his colleagues have published an article (Remediation Journal, Autumn 2013) which rejects the use of EV analysis, arguing that while “good in principle” it has little practical value because it is nearly impossible to develop supportable probabilities. The E2137 principles and processes have been used for more than a decade in the context of addressing future environmental costs, yet their view of E2137 renders the standard meaningless. We conclude that the deficiency is not in the ASTM standard, and that when properly constructed, probabilistic analyses can be used to develop expected values with supportable probabilities. ©2015 Wiley Periodicals, Inc. 相似文献

Sustainable remediation guidance, frameworks, and case studies have been published at an international level illustrating established sustainability assessment methodologies and successful implementation. Though the terminology and indicators evaluated may differ, one common theme among international organizations and regulatory bodies is more comprehensive and transparent methods are needed to evaluate the social sphere of sustainable remediation. Based on a literature review and stakeholder input, this paper focused on three main areas: (1) status quo of how the social element of sustainable remediation is assessed among various countries and organizations; (2) methodologies to quantitatively and qualitatively evaluate societal impacts; and (3) findings from this research, including challenges, obstacles, and a path forward. In conclusion, several existing social impact assessment techniques are readily available for use by the remediation community, including rating and scoring system evaluations, enhanced cost benefit analysis, surveys/interviews, social network analysis, and multicriteria decision analysis. In addition, a list of 10 main social indicator categories were developed: health and safety, economic stimulation, stakeholder collaboration, benefits community at large, alleviate undesirable community impacts, equality issues, value of ecosystem services and natural resources, risk‐based land management and remedial solutions, regional and global societal impacts, and contributions to other policies. Evaluation of the social element of remedial activities is not without challenges and knowledge gaps. Identification of obstacles and gaps during the project planning process is essential to defining sustainability objectives and choosing the appropriate tool and methodology to conduct an assessment. The use of molecular tools, principally qPCR, versus traditional culture-based methods for quantifying microbial parameters (e.g., Fecal Indicator Organisms) in bathing waters generates considerable ongoing debate at the science–policy interface. Advances in science have allowed the development and application of molecular biological methods for rapid (~2 h) quantification of microbial pollution in bathing and recreational waters. In contrast, culture-based methods can take between 18 and 96 h for sample processing. Thus, molecular tools offer an opportunity to provide a more meaningful statement of microbial risk to water-users by providing near-real-time information enabling potentially more informed decision-making with regard to water-based activities. However, complementary studies concerning the potential costs and benefits of adopting rapid methods as a regulatory tool are in short supply. We report on findings from an international Working Group that examined the breadth of social impacts, challenges, and research opportunities associated with the application of molecular tools to bathing water regulations. 相似文献

Strategies for beneficial use of biosolids in New Zealand and elsewhere are currently focused primarily on land application. The long-term success of these and other strategies is dependent not only on technical factors, but also on their environmental, economic, social and cultural sustainability. This paper briefly reviews the situation with respect to biosolids management in New Zealand, where land application is not yet widespread; the rise in public opposition to land application in the United States; and the biosolids industry's approach to public engagement. We argue that, at least until recently, the industry has misinterpreted the nature and meaning of public opposition and thus substituted public relations for public engagement. We argue that genuine public engagement is necessary and that its purpose cannot be to gain public acceptance for an already-decided-upon strategy. It therefore calls for humility among biosolids managers, including a willingness to open up the framing of 'the problem', to acknowledge areas of uncertainty, and to recognise the role of values in 'technical' decision-making. We then present and analyse an example of the use of the scenario workshop process for public participation in biosolids management policy in Christchurch, New Zealand, and conclude that scenario workshops and related methods represent an opportunity to enhance sustainable waste management when certain conditions are met. 相似文献

Problem
Various indicators of health have been shown to be associated with traffic crash involvement. As general health is also related to absence from work, the latter variable may be more strongly related to crashes, especially for professional drivers.Method
Bus driver absence from work was analyzed in association with their crash records. Two British samples and one Swedish sample were used.Results
One of the British samples yielded fair correlations between crash record and absence, while for the other the effect was restricted to the first three months of driving. The Swedish data had effects in the expected direction but these were not significant.Discussion
The use of an indirect, overall measurement of health, may be a viable method for predicting the traffic crash involvement for professional drivers, although replications are needed in larger samples and other populations.Impact on industry
The use of absence records for the identification of at risk drivers would seem to be a simple and useful method for companies with major fleets, and it also shows the importance of promoting employee health and well being at work as a potential method of reducing the cost, not only of absenteeism, but also of crashes in company vehicles. 相似文献106.

The coastal waters of American Samoa’s five high islands (Tutuila, Aunu’u, Ofu, Olosega, and Ta’u) were surveyed in 2004 using a probabilistic design. Water quality data were collected from the near-shore coastal habitat, defined as all near-shore coastal waters including embayments, extending out to 1/4 mile off-shore. Hydrography and water column samples were collected, and water quality data were compared to the Territorial water quality standards for pH, dissolved oxygen (DO), Enterococcus, chlorophyll a, water clarity, total nitrogen, and total phosphorus. All station measurements for pH, DO, and Enterococcus satisfied the local water quality standards, although some fraction of the Territory could not be assessed for either DO or Enterococcus. With respect to chlorophyll a, 66 ± 18% of Territory coastal waters complied with the standard, while 34 ± 18% failed to comply with the standard. For water clarity, 54 ± 18% of the Territorial waters complied with the standard while 42 ± 7% failed to comply. Territorial waters satisfied the standards for total nitrogen and phosphorus 72 ± 17% and 92 ± 10%, respectively. These data provide the first “big-picture” view of water quality in the near shore region around the high islands of American Samoa. While the picture is encouraging, these data suggest emerging water quality concerns. 相似文献

Composition and quantity per person of municipal solid waste (MSW) have been analyzed in six municipalities in southern Sweden with similar socio-economic conditions but with different collection systems. Samples of residual waste have been sorted, classified and weighed in 21 categories during 26 analyses that took place from 1998-2004. Collection data of the total waste flow, including source sorted recycling materials, in the same area have been compiled and compared. Multivariate data analyses have been applied. Weight-based billing reduced delivered amounts of residual household waste by 50%, but it is unknown to what extent improper material paths had developed. With curbside collection more metal, plastic and paper packaging was separated and left to recycling. When separate collection of biodegradables was included in the curbside system, the overall sorting of dry recyclables increased. The large uncertainty associated with waste composition analyses makes it difficult to draw strong conclusions regarding the effects on specific recyclables or the changes in the composition of the residual waste. 相似文献

This research tested a multilevel model examining the influence of work‐family culture and supportive workplace relationships on work interference with family. Web‐based survey data were provided by 792 information technology employees from 10 organizations. Random coefficient modeling was used to test a path model examining the relationships between work‐family culture, leader‐member exchange (LMX), coworker support, and work interference with family. The direct effects of LMX and coworker support on work interference with family were significant. The indirect effect of work‐family culture on work interference with family was also significant. Results demonstrate the value of work‐family culture in understanding supportive supervisory and coworker relationships and work interference with family and highlight the need to employ multilevel models to understand these relationships. This paper aims to give practical meaning to ‘capacity building’ through (a) identifying a suite of practical measures, such
as mentoring or best practice guidelines, that have been shown to or are considered to build human, social, institutional,
and economic capital; (b) placing these measures within a broader systems framework; and (c) exploring stakeholder feedback
on specific measures to inform framework implementation. The 29 measures described provide actors, whether government or nongovernment,
with a suite of practical investment choices for building capacity. These measures are then clustered into eight groups according
to their primary purpose and placed within a systems framework. The framework provides a tool for actors with responsibilities
for or an interest in capacity building to inform more holistic and strategic targeting of effort and investment. Stakeholder
feedback gathered through surveys and workshops is subsequently reported to further inform implementation of specific measures
within the framework’s eight groupings. The framework presented may be built upon through the identification and inclusion
of further capacity building measures. The research is conducted within the context of decentralized governance arrangements
for natural resource management (NRM), with specific focus on Australia’s recently formalized 56 NRM regions and their community-based
governing boards as an informative arena of learning. Application of the framework is explored in the Australian setting through
the identification and comparison of measures supported and most preferred by four major stakeholder groups, namely board
members, regional NRM organization staff, policy/research interests, and Indigenous interests. The research also examines
stakeholder perceptions of capacity issues, and whether these issues are likely to be addressed through implementing their
preferred measures.
