Siting a geologic repository for isolating highlevel nuclear waste up to 10,000 years is a controversial undertaking never before attempted in the United States. The Nuclear Waste Policy Act of 1982 exempted repository siting from important requirements for environmental review under the National Environmental Policy Act. In December 1987, the Nuclear Waste Policy Amendments Act identified Yucca Mountain as the first site to be characterized for a high-level nuclear waste repository. In light of the unproven nature of the technology being evaluated, the scientific uncertainties associated with Yucca Mountain, and the lack of proven methods for risk evaluation, the environmental policies for repository siting represent a significant departure from more traditional, comprehensive, and interdisciplinary environmental review for siting nuclear projects. The policies warrant further study by those interested in how present as well as future decisions about complex technologies may be made.  相似文献

The combined effects of human activities and natural variability present significant challenges to the goals of protecting, restoring, and sustaining coastal ecosystems. Meeting these challenges and resolving conflicts in an informed fashion will require: (1) more timely detection and prediction of environmental changes and their consequences; and (2) more timely access to relevant environmental information. The achievement of these goals depends on the development of a sustained and integrated coastal ocean observing system (ICOOS) that insures timely access to the data and information required to improve: (1) climate predictions and the effects of changes in the weather on coastal populations; (2) efforts to sustain and restore healthy coastal marine ecosystems and living marine resources; and (3) compliance monitoring and evaluations of the efficacy of environmental policies. Although the responsible federal and state agencies all require similar environmental information, many separate programs have evolved for collecting, managing, and analyzing data for various purposes. Consequently, there is too much redundancy; access to diverse data from disparate sources is limited and time consuming; and individual programs are inevitably underfunded and too limited in scope. A system is needed that coordinates and integrates many of the elements of these programs to minimize redundancy, be more comprehensive, provide more timely access to data and information, and satisfy the information needs of a greater number of user groups in a more cost-effective fashion. This is the purpose of the ICOOS.  相似文献

Samples of breast muscle from 32 species of waterfowl collected from 123 sites across Canada were analyzed for chlorobenzenes (CBz), chlordane-related compounds (CHL), hexachlorocyclohexanes (HCH), DDT, mirex, dieldrin, PCBs and mercury. ΣDDT, ΣCBz and ΣPCB were the compounds most frequently found above trace levels. ΣHCH and ΣMirex were detected the least often. Mercury was detected in all of the mergansers, over 50% of dabbling, bay and sea ducks, and in less than 2% of the geese analysed. The highest levels of contaminants were generally found in birds feeding at higher trophic levels such as sea ducks and mergansers. With the exception of a few samples of mergansers and long-tailed ducks from eastern Canada, which contained ΣPCB concentrations of 1.0–2.4 mg kg−1, ΣPCB levels were less than 1 mg kg−1 wet weight. Only one merganser from eastern Canada had a ΣDDT concentration (2.6 mg kg−1 ww) which was greater than 1 mg kg−1 ww. The highest ΣCHL (0.10 mg kg−1 ww) was also found in mergansers from eastern Canada. Levels of total mercury in breast muscle were either low (< 1 mg kg−1 ww) or below detection limits with the exception of a few samples of mergansers from eastern Canada which contained mercury concentrations of 1.0–1.5 mg kg−1 ww. Health Canada determined that the organochlorine and mercury levels found in samples of breast muscle of ducks and geese analysed in this study did not pose a health hazard to human consumers and therefore these waterfowl were safe to eat.  相似文献

PM10, PM25, precursor gas, and upper-air meteorological measurements were taken in Mexico City, Mexico, from February 23 to March 22, 1997, to understand concentrations and chemical compositions of the city's particulate matter (PM). Average 24-hr PM10 concentrations over the period of study at the core sites in the city were 75 H g/m3. The 24-hr standard of 150 μ g/m3 was exceeded for seven samples taken during the study period; the maximum 24-hr concentration measured was 542 μ g/m3. Nearly half of the PM10 was composed of fugitive dust from roadways, construction, and bare land. About 50% of the PM10 consisted of PM2.5, with higher percentages during the morning hours. Organic and black carbon constituted up to half of the PM2.5. PM concentrations were highest during the early morning and after sunset, when the mixed layers were shallow. Meteorological measurements taken during the field campaign show that on most days air was transported out of the Mexico City basin during the afternoon with little day-to-day carryover.  相似文献

Stakeholder involvement (SI) can include many activities, from providing information on a website to one-on-one conversations with people confronting an issue in their community. For carbon dioxide capture and storage (CCS), there are now quite a few surveys of public attitudes towards CCS that are being used to inform the design of SI efforts. These surveys, focused on the nascent commercial deployment of CCS technologies, have demonstrated that the general public has little knowledge about CCS—yet the surveys go on to collect what are known as “pseudo opinions” or “non-attitudes” of respondents who know little or nothing about CCS. Beyond establishing the lack of knowledge about CCS, the results of these surveys should not be relied upon by the larger CCS community and public and private decision makers to inform the critical task of implementing and executing SI activities. The paper discusses the issues involved in providing information as part of the survey, maintaining that such information is never unbiased and thus tends to produce pseudo opinions that reflect the pollster's or researcher's bias. Other content and methodological issues are discussed, leading to the conclusion that most of the survey results should be used neither as a gauge of public attitudes nor as an indication of public acceptance. Then the framing of SI in CCS is examined, including the assumptions that clear stakeholder acceptance is a realistic goal and that the public has a decisive say in choosing the energy technologies of the present and the future. Finally, a broader suite of SI activities is recommended as more suited to realistic and contextual goals.  相似文献

The effects of cement consolidated phosphogypsum (PG) on marine organisms was investigated under natural conditions in four 1000 m2 estuarine ponds. Two ponds were seeded with 160 kg of PG arranged in aggregations of blocks and two ponds received similar mass of sand/cement blocks. Meiofauna were sampled quarterly and PG did not affect total meiofauna or major taxa (nematodes and copepods) density. Abundant species of copepods either were slightly increased in ponds with PG or were inconsistently affected.

All ponds were drained after one year. Three species of macroinvertebrates and 15 species of fishes were collected. Diversity indices showed modest but inconsistent variation among ponds. Only Pond 1 (control) and Pond 4 (experimental) had similar species abundances and all ponds showed unique distributions of biomasses among species. Thus, no differences in community structure attributable to the presence of PG could be detected among benthic invertebrates, natant invertebrates, or fishes.  相似文献

Soil-test N recommendations augmented with PEST-optimized RZWQM simulations   总被引:1,自引:0,他引:1  
Improved understanding of year-to-year late-spring soil nitrate test (LSNT) variability could help make it more attractive to producers. We test the ability of the Root Zone Water Quality Model (RZWQM) to simulate watershed-scale variability due to the LSNT, and we use the optimized model to simulate long-term field N dynamics under related conditions. Autoregressive techniques and the automatic parameter calibration program PEST were used to show that RZWQM simulates significantly lower nitrate concentration in discharge from LSNT treatments compared with areas receiving fall N fertilizer applications within the tile-drained Walnut Creek, Iowa, watershed (>5 mg NL(-1) difference for the third year of the treatment, 1999). This result is similar to field-measured data from a paired watershed experiment. A statistical model we developed using RZWQM simulations from 1970 to 2005 shows that early-season precipitation and early-season temperature account for 90% of the interannual variation in LSNT-based fertilizer N rates. Long-term simulations with similar average N application rates for corn (Zea mays L.) (151 kg N ha(-1)) show annual average N loss in tile flow of 20.4, 22.2, and 27.3 kg N ha(-1) for LSNT, single spring, and single fall N applications. These results suggest that (i) RZWQM is a promising tool to accurately estimate the water quality effects of LSNT; (ii) the majority of N loss difference between LSNT and fall applications is because more N remains in the root zone for crop uptake; and (iii) year-to-year LSNT-based N rate differences are mainly due to variation in early-season precipitation and temperature.  相似文献

Climate change alters different localities on the planet in different ways. The impact on each region depends mainly on the degree of vulnerability that natural ecosystems and human-made infrastructure have to changes in climate and extreme meteorological events, as well as on the coping and adaptation capacity toward new environmental conditions. This study assesses the current resilience of Mexico and Mexican states to such changes, as well as how this resilience will look in the future. In recent studies (Moss et al. in Vulnerability to climate change: a quantitative approach. Pacific Northwest National Laboratory, Washington DC, 2001; Brenkert and Malone in Clim Change 72:57–102, 2005; Malone and Brenkert in Clim Change 91:451–476, 2008), the Vulnerability–Resilience Indicators Model (VRIM) is used to integrate a set of proxy variables that determine the resilience of a region to climate change. Resilience, or the ability of a region to respond to climate variations and natural events that result from climate change, is given by its adaptation and coping capacity and its sensitivity. On the one hand, the sensitivity of a region to climate change is assessed, emphasizing its infrastructure, food security, water resources, and the health of the population and regional ecosystems. On the other hand, coping and adaptation capacity is based on the availability of human resources, economic capacity, and environmental capacity. This paper presents two sets of results. First, we show the application of the VRIM to determine state-level resilience for Mexico, building the baseline that reflects the current status. The second part of the paper makes projections of resilience under socioeconomic and climate change and examines the varying sources and consequences of those changes. We used three tools to examine Mexico’s resilience in the face of climate change, i.e., the baseline calculations regarding resilience indices made by the VRIM, the projected short-term rates of socioeconomic change from the Boyd–Ibarrarán computable general equilibrium model, and rates of the IPCC-SRES scenario projections from the integrated assessment MiniCAM model. This allows us to have available change rates for VRIM variables through the end of the twenty-first century.  相似文献

Load duration curves were developed using the Hydrological Simulation Program FORTRAN (HSPF) for dissolved oxygen (DO) for the Amite River in Louisiana, USA. The concept of ‘dissolved oxygen reserve’, defined as the total quantity of DO, is introduced. The effect of temporal resolution on duration curves of DO reserve was examined using duration curves developed based on daily, weekly, biweekly, and monthly average data. Duration curves for DO exhibited high variability in the load estimated using daily data as compared to those based on biweekly and monthly data. A seasonal analysis revealed the trend in the DO reserve. The daily DO reserve for the Amite River at Port Vincent was 44,049.31 kg when daily summer data were used and 74,255.15 kg for daily annual data. A surplus of 10,691 kg of DO reserve was shown in the monthly data during critical summer months. The coefficient of variation (CV), used to define the temporal scale-induced uncertainty, was found to be linearly and inversely correlated with the logarithm of the time scale. Regression equations were developed to extrapolate near real-time flow and water quality data, greatly simplifying flow and water quality monitoring and reducing the cost involved in flow and water quality monitoring.  相似文献
