Making the concept of Reducing Emissions from Deforestation and Degradation (REDD+) ready to be a mechanism to combat tropical deforestation and associated greenhouse gas (GHG) emissions by compensating developing countries for income foregone in reducing their rates of deforestation, requires solutions for outstanding controversies. Existing opinions on REDD+ vary greatly. By using the Q-method as part of an action research approach, this paper investigates experts’ attitudes towards REDD+. Based on their responses to 41 statements, four attitudinal groups were identified, characterized as pragmatists, sceptics, conventionalists and optimists. Opinions between groups differed as to the level of application, credibility, eligibility, economic effectiveness, and public acceptability of REDD+ policy instruments. Three of the four groups were supportive of international REDD+ type policy interventions, but there was disagreement on the more concrete design issues of REDD+ projects, such as the allocation of responsibilities, the distribution of burdens and benefits, and whether or not co-benefits could be expected, or should be required. As the potential of REDD+ is shaped not only by international climate policy but also by national and regional policies and stakeholder perceptions, this paper suggests that participatory forms of decision-making may help to develop tailor-made solutions that are supported by the many different actors that are necessarily involved in REDD+ projects.  相似文献

Policy-making in social-ecological systems increasingly looks to iterative, evolutionary approaches that can address the inherent complexity of interactions between human wellbeing, provision of goods, and the maintenance of ecosystem services. Here, we show how the analysis of available time-series in tropical delta regions over past decades can provide important insight into the social-ecological system dynamics in deltaic regions. The paper provides an exploratory analysis of the recent changes that have occurred in the major elements of three tropical deltaic social-ecological systems, such as demography, economy, health, climate, food, and water. Time-series data from official statistics, monitoring programmes, and Earth observation data are analysed to explore possible trends, slow and fast variables, and observed drivers of change in the Amazon, Ganges–Brahmaputra–Meghna and Mekong deltas. In the Ganges–Brahmaputra–Meghna delta zone, increasing gross domestic product and per capita income levels since the 1980s mirror rising levels of food and inland fish production. In contrast, non-food ecosystem services, such as water availability, water quality, and land stability appear to be deteriorating. In the Amazon delta, natural and anthropogenic perturbations are continuously degrading key ecosystem services, such as carbon storage in biomass and soils, the regulation of water balance, and the modulation of regional climate patterns. In the Mekong delta, rapid economic development, changing land-use practices, and salinity intrusion are progressively putting more pressure on the delivery of important provisioning services, such as rice and inland aquaculture production, which are key sources of staple food, farm incomes, and export revenue. Observed changes in many key indicators of ecosystem services point to a changing dynamic state and increased probability of systemic threshold transformations in the near future.  相似文献

ABSTRACT: The American Society of Civil Engineers (ASCE) Model State Water Code provides suggested statutory language and commentary helpful in guiding western water law reform. Departing from the past preference for stream diversions and consumptive uses, the code is sensitive to the public's interest in maintaining environmental quality. The traditional doctrine protected inefficient uses and in some states hampered transfers. The model code addresses these issues as well as advocating integrated manage. meat and water resource planning. The debate on how to reform water law has already started, and the model code provides material useful in the reform process. Even with the current draft code, a few gaps exist for later resolution.  相似文献

ABSTRACT: Transboundary water conflicts occur under four circumstances. Because water is mobile, more than one political unit or owner has power to use water as it sequentially moves through the hydrologic cycle. Even when water doesn't move, jurisdictional conflicts occur because multiple political units regulate water simultaneously. When a river is a boundar uncertainty of ownership or jurisdiction occurs as the river shifts its course through natural processes. Lastly, limitations on who may use water may be imposed by export bans or more indirect measures like taxation. Legal solutions to transboundary conflicts are limited to litigation, legislation, and negotiated agreements. This paper examines the judicial solution.  相似文献

Abstract: The impacts of runoff events on external suspended solids loading to Schoharie Reservoir, New York, and patterns of light scattering and sediment deposition in this reservoir are assessed. The assessment is based on monitoring of suspended solids concentrations in the reservoir's primary tributary, detailed vertical profiles of optical backscattering (a surrogate measure of light scattering) in the reservoir water column, and analysis of sediment trap collections, over a seven-month interval of high runoff. These impacts are reported to be tightly temporally coupled and strongly positively related to the magnitude of runoff events. The primary tributary entered the reservoir as a plunging inflow during runoff events, causing conspicuous subsurface peaks in light scattering, with vertical patterns that varied strongly for different events. Deposition quantified by near-bottom trap deployments is reported to be more representative than results from metalimnetic deployments that were generally within, rather than below, the turbid layers. Direct inputs of sediment, transported by density currents, are found to drive deposition, rather than resuspension/redeposition. More than 50 percent of the reported deposition occurred in less than 15 percent of the study period, associated with the four largest runoff events.  相似文献

Heavy metal contamination of soil resulting from anthropogenic sources poses a significant challenge in many industrialized societies. The current technologies employed for removal of heavy metals often involve expensive ex-situ processes requiring sophisticated equipment and removal, transportation, and purification of the soil. Generally, in-situ remedial technologies are favored to ex-situ methods for detoxification, neutralization, degradation, or immobilization of contaminants. In-situ bioremediation is increasingly favored because of its effectiveness and low cost. A new type of bioremediation, known as vegetative remediation or “phytoremediation,” uses metal-tolerant hyperaccumulator plants to take up metal ions from soils and store them in their aboveground parts. To select the appropriate phytoremediation technology, one must understand the technical feasibility, cost effectiveness, and availability of the suitable plant species. Equally important is determining whether the site's soil conditions are optimal to enhance or restore the soil biological activity. Before phytoremediation can be exploited on a contaminated site, greenhouse-scale confirmatory testing is necessary to measure plant uptake and correlate shoot metal concentrations to available soil metals. These tests also validate that the harvesting and subsequent disposal of metal-containing plant tissues are environmentally safe and manageable.  相似文献

Abstract: Identifying and conserving faunal habitat on private lands has been conducted largely on a site-by-site basis as development proposals arise. We sought to map koala habitat at a scale suitable for use by a local planning authority so that habitat remnants could be protected and managed while remaining in private ownership. At this scale, the level of detail and accuracy needed by local planners required a new approach to mapping koala habitat. Two independent techniques, community and field surveys, were employed. We mailed a survey to every household in Coffs Harbour shire. Respondents told of 3309 koala sightings. We conducted a field survey, a plot-based scat (  fecal pellet) search, to determine which vegetation types and tree species were preferred by koalas. We surveyed 119 sites, which contained 42 different vegetation types. Of these, 37 (31%) had been used by koalas. The outcomes of the community and field surveys were combined to produce a distribution map of koala habitat. The most striking outcome has been the use of our results by the local government authority, Coffs Harbour City Council: planners have incorporated the koala habitat map into their local environmental plan. Our procedure offers a rigorous, repeatable, and publicly accessible method for identifying and mapping important habitat for the purposes of land-use planning, an essential procedure for conserving habitat outside the reserve system.  相似文献

The US Army Corps of Engineers often requires wetland creation or restoration as compensation for wetlands damaged during development. These wetlands are typically monitored postconstruction to determine the level of compliance with respect to site-specific performance standards. However, defining appropriate goals and measuring success of restorations has proven difficult. We reviewed monitoring information for 76 wetlands constructed between 1992 and 2002 to summarize the performance criteria used to measure progress, assess compliance with those criteria, and, finally, to evaluate the appropriateness of those criteria. Goals were overwhelmingly focused on plant communities. Attributes used to assess the quality of restored plant communities, including percent native species and the Floristic Quality Index, increased over time but were apparently unrelated to the number of species planted. Compliance frequencies varied depending on site goals; sites often failed to comply with criteria related to survival of planted vegetation or requirements that dominant plant species should not be exotic or weedy, whereas criteria related to the establishment of cover by vegetation or by wetland-dependent plants were often met. Judgment of a site’s success or failure was largely a function of the goals set for the site. Some performance criteria were too lenient to be of value in distinguishing failed from successful sites, whereas other criteria were unachievable without more intensive site management. More appropriate goals could be devised for restored wetlands by basing performance standards on past performance of similar restorations, identifying consistent temporal trends in attributes of restored sites, and using natural wetlands as references.  相似文献

Pesticides are applied in diverse situations, but in each, careful consideration has to be given to applying the optimum dosage accurately with minimal exposure of the active substance to the operator. Emphasis is given to ways in which application equipment, suitable for both small-scale and large farms has been adapted to meet health and safety requirements. New developments in nozzle design provide users with greater flexibility in optimising pesticide delivery, while minimising spray volumes.
