In terrain analysis and hydrological modeling, surface depressions (or sinks) in a digital elevation model (DEM) are commonly treated as artifacts and thus filled and removed to create a depressionless DEM. Various algorithms have been developed to identify and fill depressions in DEMs during the past decades. However, few studies have attempted to delineate and quantify the nested hierarchy of actual depressions, which can provide crucial information for characterizing surface hydrologic connectivity and simulating the fill‐merge‐spill hydrological process. In this paper, we present an innovative and efficient algorithm for delineating and quantifying nested depressions in DEMs using the level‐set method based on graph theory. The proposed level‐set method emulates water level decreasing from the spill point along the depression boundary to the lowest point at the bottom of a depression. By tracing the dynamic topological changes (i.e., depression splitting/merging) within a compound depression, the level‐set method can construct topological graphs and derive geometric properties of the nested depressions. The experimental results of two fine‐resolution Light Detection and Ranging‐derived DEMs show that the raster‐based level‐set algorithm is much more efficient (~150 times faster) than the vector‐based contour tree method. Local Agenda 21 (LA21) has emerged as the principal means of addressing sustainable development practice at the local government level. In the UK, progressive local authorities have emphasised the need for participatory processes and innovative policy options. This requires commitment and active involvement from a variety of individuals and organisations. Participants in LA21 have been interviewed to determine their motivations and perceptions, and their responses are represented in terms of the storylines of various constituencies of interest. Thirty-four juvenile loggerhead sea turtles captured by trawling from the Charleston, South Carolina (USA), shipping channel
(32°42′N; −79°47′W) between May 2004 and August 2007 were tagged with satellite transmitters to assess the extent to which
they remained near the capture location given their collection along a seasonal migratory corridor. Seventy-five percent of
juveniles were classified as seasonal residents. Migrants predominantly swam north in the spring and nomads wandered south
in the summer, but predictive indicators for non-resident status were not identified. All but one juvenile generally remained
south of 34°N, within 40 km of shore, and in waters <30 m deep throughout the year. Nine of 14 loggerhead sea turtles monitored
during the winter remained exclusively over the continental shelf, three briefly occurred in oceanic habitats, and two foraged
extensively in oceanic habitats. Residents distributed >15 km from shore between spring and autumn were three times as likely
to occur in oceanic habitats in winter. Modest seasonal movements contrasted with adults tagged at similar latitudes and with

Satellite transmitters were attached to 25 reproductively active and four inactive adult male loggerhead sea turtles (86.6–107.0 cm
SCLmin) captured from the Port Canaveral, FL, USA shipping channel to assess horizontal and vertical distributions. During
the breeding period, male loggerheads aggregated (44% of 755 turtle days) in a 117.6 km2 core area that encompassed the shipping channel. Median dive duration during the breeding period was 27 min (IQR = 15–42
min) and males spent 4% (IQR = 3–5%) of the time at the surface, with significantly shorter dives associated with reproductively
active males. Migrant and resident males dispersed concurrently, with residents shifting > 30 km east across the continental
shelf over a more protracted departure schedule than migrants. Dive duration and time spent at the surface increased through
the fall. Cluster analysis revealed the strongest association for dive duration with sea state during and after the breeding
period, with significantly longer dives during more turbulent conditions. In contrast, univariate associations with surface

Current flood risk strategies in Malawi are characterized by community-based flood risk management (CB-FRM), even though studies explicitly documenting evidence of successful CB-FRM remain limited. This paper investigates the realities and challenges of CB-FRM as seen through a lens of different stakeholders. In order to capture the experiences of CB-FRM, a predominantly qualitative research framework was developed. In 2016, 11 focus group discussions with stakeholder groups (local communities, local government and non-governmental organisations) were held. Additionally, informal discussions, field visits, a short survey and an extensive desk study were undertaken. The findings were analysed according to the major themes that emerged related to the realities and challenges of specific stakeholder groups. Although response and relief still remain prominent components of CB-FRM in Malawi, a number of mitigation and preparedness activities is observed. However, a lack of in-country resources, relief-oriented aid approaches and an ‘aid dependency’ syndrome represent obstacles. Different stakeholder groups share similar challenges in terms of financing, participation, decentralised governance and project management. Lack of project sustainability and localised ownership also emerged as major challenges. The identified challenges shed light on the frontiers and directions in which improvements are needed, thus offering a valuable contribution to the existing knowledgebase. 相似文献

Supreme Court cases have questioned if jurisdiction under the Clean Water Act extends to water bodies such as streams without year‐round flow. Headwater streams are central to this issue because many periodically dry, and because little is known about their influence on navigable waters. An accurate account of the extent and flow permanence of headwater streams is critical to estimating downstream contributions. We compared the extent and permanence of headwater streams from two field surveys with values from databases and maps. The first used data from 29 headwater streams in nine U.S. forests, whereas the second had data from 178 headwater streams in Oregon. Synthetic networks developed from the nine‐forest survey indicated that 33 to 93% of the channel lacked year‐round flow. Seven of the nine forests were predicted to have >200% more channel length than portrayed in the high‐resolution National Hydrography Dataset (NHD). The NHD and topographic map classifications of permanence agreed with ~50% of the field determinations across ~300 headwater sites. Classification agreement with the field determinations generally increased with increasing resolution. However, the flow classification on soil maps only agreed with ~30% of the field determination despite depicting greater channel extent than other maps. Maps that include streams regardless of permanence and size will aid regulatory decisions and are fundamental to improving water quality monitoring and models. 相似文献

Cities, regional governments and their local utilities are taking leading roles in programmes to reduce greenhouse gas emissions. Agenda 21 highlighted the need for such local action to achieve the goals of the 1992 Earth Summit and the United Nations Framework Convention on Climate Change. This trend of increasing local action was demonstrated dramatically in Canada in 2006 when the newly elected federal government cancelled many of the previous government's climate change programmes. The EnerGuide for Houses Program illustrates the growing importance of local decisions where the federal government developed a home energy rating system that was delivered through a range of partnerships across the country. Despite all political parties voting to increase funding for the programme in 2005, the Conservative government cancelled it in May 2006. The response by provincial and local governments was immediate. Their actions revealed the ability and desire among lower-tier governments to sustain popular climate change initiatives. Both the political responses and financial implications are included in the examination of the shift in environmental responsibility from the national to the local sphere. 相似文献
