This paper reports on the research program undertaken by the State of New Jersey to determine those tests and instruments which can be used by authorized state agencies for the enforcement of diesel smoke emissions. The state agencies under consideration for the enforcement of diesel smoke emissions are the following: (1) The Division of Motor Vehicles, in its system of state owned inspection stations, will be able to inspect all diesel-powered trucks, and tractors which are registered in New Jersey. (2) The Public Utilities Commission will be able to inspect at their home garages all buses registered in the State. (3) The New Jersey State Police will be able to inspect diesel-powered vehicles on the road. It was decided that the maximum inspection time for each vehicle was not to exceed one minute. On the basis of the one minute per vehicle requirement, eight different tests were evaluated to determine which ones correlated well with normal vehicle operation. These tests included acceleration of a fixed external inertia, free acceleration of only the moving parts of the engine, three ramp tests, a test in which a heavy vehicle was towed, and a driving test in which the vehicle being tested was actually accelerated. The results of tests demonstrated that the modified free acceleration method correlates reasonably well with a loaded steady state cycle, distinguishes the high emitters and is simple to perform. Consequently, the free acceleration test method is recommended for use in inspection stations and on the road. Finally, nearly two hundred vehicles have been tested by this procedure to determine present and potential levels of diesel smoke emissions. Another phase of the program consisted of the determination of smoke measuring techniques and instrumentation. The use and design of smokemeters were extensively investigated, as well as the use of the visual and photographic techniques. Of the various smokemeters tested for this application, several measured smoke satisfactorily in the laboratory, but none were found adequate for field use; they either lacked portability or were unstable due to the deposition of soot on the optics. At the time of writing, specifications for the necessary smokemeter have been drafted and published for bid to interested manufacturers.  相似文献

The composition of aerosol particle products formed from the photochemical reaction of terpenes with NOx and the chemical reaction of terpenes with ozone was determined using direct insertion probe/high resolution mass spectrometry. Samples of the aerosol particles generated from these gas phase reactions were collected on stainless steel disks using a specially-designed impactor. The samples were analyzed using computer-controlled high resolution mass spectrometry. The photochemical reaction of limonene with NOx produced more than 30 reaction products in the aerosol phase. The major products identified included aldehydes, alcohols, acids, peroxides, and nitrate esters of alcohols, acids, and peroxides. In addition, there was evidence of dimeric and possibly trimeric reaction products. The composition of aerosol particle products formed from the dark reaction of ozone with limonene was determined and found similar to those products generated in the photochemical reaction, excluding the nitrated species. Aerosol concentrations were monitored using nephelometry which indicated a conversion of terpene to aerosol of 50% or greater for both the limonene and terpinolene reaction systems. The results show that direct insertion probe high resolution mass spectrometric technique has the capability for determining the composition of very polar and high molecular weight materials in aerosol particles. The composition of terpene aerosol particle products and the mass spectral data obtained from their analysis can be used in further studies to determine the importance of terpene aerosol particle formation in ambient air.  相似文献

The development of sour-gas resources in Canada and the United States has prompted concerns about the public health risks of accidental releases of gas contaminated with hydrogen sulfide (H2S) from wells. This paper focuses on methods for improving the prediction and management of those risks. Data associated with the health effects of hydrogen sulfide are examined, and it is suggested that sublethal effects should be addressed in risk assessments of sour-gas wells along with the life-threatening effects normally considered. The demarcation of hazard zones around wells can be improved by using a statistical approach for estimating an upper-bound H2S release rate; this rate can then be used in an atmospheric dispersion model to estimate maximum distances to downwind concentrations for lethal (300 ppmv) and sublethal (50 ppmv) effects resulting from an accidental release. A vertical release is found to have little impact, especially under stable atmospheric conditions; horizontal releases, on the other hand, result in the greatest downwind distances for health impacts. Management of health risks depends on a mix of safety technologies and contingency actions, such as well-ignition options and provision for post-release monitoring and assessment of ambient H2S concentrations.  相似文献

Factors controlling the transport of geogenically-derived arsenic from a coastal acid sulfate soil into downstream sediments are identified in this study with both solid-phase associations and aqueous speciation clearly critical to the mobility and toxicity of arsenic. The data from both sequential extractions and X-ray adsorption spectroscopy indicate that arsenic in the unoxidised Holocene acid sulfate soils is essentially non-labile in the absence of prolonged oxidation, existing primarily as arsenopyrite or as an arsenopyrite-like species, likely arsenian pyrite. Anthropogenically-accelerated pedogenic processes, which have oxidised this material over time, have greatly enhanced the potential bioavailability of arsenic, with solid-phase arsenic almost solely present as As(V) associated with secondary Fe(III) minerals present. Analyses of downstream sediments reveal that a portion of the arsenic is retained as a mixed As(III)/As(V) solid-phase, though not at levels considered to be environmentally deleterious. Determination of arsenic speciation in pore waters using high performance liquid chromatography/Inductively Coupled Plasma-Mass Spectrometry shows a dominance of As(III) in upstream pore waters whilst an unidentified As species reaches comparative levels within the downstream, estuarine locations. Pore water As(V) was detected at trace concentrations only. The results demonstrate the importance of landscape processes to arsenic transport and availability within acid sulfate soil environments.  相似文献

It has been postulated that road deicing salts are sufficiently diluted by spring rains to ameliorate any physiological impacts to amphibians breeding in wetlands near roads. We tested this conjecture by exposing clutches of the spotted salamander (Ambystoma maculatum) to three chloride concentrations (1 mg/L, 145 mg/L, 945 mg/L) for nine days, then transferred clutches to control water for nine days, and measured change in mass at three-day intervals. We measured mass change because water uptake by clutches reduces risks to embryos associated with freezing, predation, and disease. Clutches in controls sequestered water asymptotically. Those in the moderate concentrations lost 18% mass initially and regained 14% after transfer to control water. Clutches in high concentration lost 33% mass and then lost an additional 8% after transfer. Our results suggest that spring rains do not ameliorate the effects of deicing salts in wetlands with extremely high chloride concentrations.  相似文献

Clinical diagnostic laboratories are producing next-generation sequencing-based test results that are becoming increasingly incorporated into patient care. Whole genome and exome sequencing on fetal material derived from amniocytes, chorionic villi, or products of conception is starting to be offered clinically in specialized centers, but it has not yet become routine practice. The technical, interpretation, and ethical challenges are greatest in the area of prenatal medicine because the fetus has a limited health history, and the physical examination is only indirectly available via prenatal sonography. Here, we provide an overview of these challenges and highlight the clinical utility, reporting, and counseling issues associated with prenatal DNA sequencing. The specialty of fetal surgery or fetal intervention is one of the most exciting emerging fields of modern medicine. It is made possible by decades of major developments in antenatal imaging, obstetric anaesthesia, fetal medicine, paediatric surgery, and of course by the bold and novel practitioners willing to take new steps to advance the field. Beginning in the 1970s, it has now reached a stage of maturity where there are several established in utero procedures and countless clinical trials and studies to develop more. But what is the legal situation that fetal surgeons find themselves in? What are the rights and legal protections for the fetus and the mother, both of which are arguably the patient? This article will address this question, discussing and summarising the current legal frameworks governing fetal surgery in the jurisdictions of the United Kingdom, European Court of Human Rights, and the United States of America as well as discuss what the future may hold and how researchers and physicians in the specialty can best navigate the legal environment.  相似文献
