The EU is presently in a transition phase from environmental policy-making by law towards other governance approaches based upon networking, voluntary commitments, benchmarking and other forms of “soft law”. Those new governance approaches often claim to lead to “better regulation”, while adopting a more consensus-oriented and participatory style, taking economic aspects more seriously into account, allowing for more flexibility and autonomy for the private sector and Member States alike, mobilising a broader knowledge base or adopting more integrated and holistic approaches than previous sectoralised and compartmentalised policies.While the limitations of traditional regulatory approaches are widely accepted and cited, it is far from evident, that “new modes of governance” have greater capacity to solve problems than the old ones. There is an argument, that “better regulation” might by synonymous to a withdrawal and weakening of the regulatory state and hence effectively of the aspirations and objectives of environmental policies.An interesting case for an approach, combining the strengths of the old and the new approaches is the ongoing reform of chemicals policies. While some observers claim, that the proposed directive, “REACH” might belong to the outdated category of overcomplex and bureaucratic regulation, a closer look shows that there are many new forms of governance in REACH. This mixture or old and new may open a more realistic and promising perspective on the reform of European policy-making.In our paper we assess the effects and the interplay of the combination of different modes of governance using the example of REACH. We are particularly concerned with the question in how far the representation of interests may change when new modes of governance are introduced.  相似文献

ABSTRACT: Bank full hydraulic geometry relationships relate stream channel geometry to watershed size for specific physiographic regions. This paper presents bank full hydraulic geometry relationships and recurrence intervals for the Southeastern Plain coercion and the flat woods subtype of the Middle Atlantic Coastal Plain ecoregion found within North Carolina's Coastal Plain physiographic province. Cross‐sectional and longitudinal survey data from gated and unpaged streams were used to compute channel dimension and profile information. Power functions were developed, relating drainage area to bank full discharge, cross‐sectional area, width, and mean depth. Recurrence intervals of bank full events were estimated from gagged streams using both a Log‐Pearson Type III distribution of peak annual discharge and a partial‐duration series of average daily discharge. Results from both methods indicate that average bank full recurrence intervals for the study area are below one year. Determinations of recurrence intervals by the Log‐Pearson Type III distribution were for the most part inconclusive (less than one year), while a partial duration series estimated a 0.19 year average, ranging from 0.11 to 0.31 years.  相似文献

Cichlids are an excellent model to study explosive speciation and adaptive radiation. Their evolutionary success has been attributed to their ability to undergo rapid morphological changes related to diet, and their particular breeding biology. Relatively minor changes in morphology allow for exploitation of novel food resources. The importance of phenotypic plasticity and genetically based differences for diversification was long recognized, but their relationship and relative magnitude remained unclear. We compared morphology of individuals of four wild populations of the Lake Tanganyika cichlid Tropheus moorii with their pond-raised F(1) offspring. The magnitude of morphological change via phenotypic plasticity between wild and pond-bred F(1) fish exceeds pairwise population differences by a factor of 2.4 (mean Mahalanobis distances). The genetic and environmental effects responsible for among population differentiation in the wild could still be recognized in the pond-bred F(1) fish. All four pond populations showed the same trends in morphological change, mainly in mouth orientation, size and orientation of fins, and thickness of the caudal peduncle. As between population differentiation was lower in the wild than differentiation between pond-raised versus wild fish, we suggest the narrow ecological niche and intense interspecific competition in rock habitats is responsible for consistent shape similarity, even among long-term isolated populations.  相似文献

Adaptation to changing water resources in the Ganges basin, northern India   总被引:1,自引:0,他引:1  
An ensemble of regional climate model (RCM) runs from the EU HighNoon project are used to project future air temperatures and precipitation on a 25 km grid for the Ganges basin in northern India, with a view to assessing impact of climate change on water resources and determining what multi-sector adaptation measures and policies might be adopted at different spatial scales.The RCM results suggest an increase in mean annual temperature, averaged over the Ganges basin, in the range 1–4 °C over the period from 2000 to 2050, using the SRES A1B forcing scenario. Projections of precipitation indicate that natural variability dominates the climate change signal and there is considerable uncertainty concerning change in regional annual mean precipitation by 2050. The RCMs do suggest an increase in annual mean precipitation in this region to 2050, but lack significant trend. Glaciers in headwater tributary basins of the Ganges appear to be continuing to decline but it is not clear whether meltwater runoff continues to increase. The predicted changes in precipitation and temperature will probably not lead to significant increase in water availability to 2050, but the timing of runoff from snowmelt will likely occur earlier in spring and summer. Water availability is subject to decadal variability, with much uncertainty in the contribution from climate change.Although global social-economic scenarios show trends to urbanization, locally these trends are less evident and in some districts rural population is increasing. Falling groundwater levels in the Ganges plain may prevent expansion of irrigated areas for food supply. Changes in socio-economic development in combination with projected changes in timing of runoff outside the monsoon period will make difficult choices for water managers.Because of the uncertainty in future water availability trends, decreasing vulnerability by augmenting resilience is the preferred way to adapt to climate change. Adaptive policies are required to increase society's capacity to adapt to both anticipated and unanticipated conditions. Integrated solutions are needed, consistent at various spatial scales, to assure robust and sustainable future use of resources. For water resources this is at the river basin scale. At present adaptation measures in India are planned at national and state level, not taking into account the physical boundaries of water systems. To increase resilience adaptation plans should be made locally specific. However, as it is expected that the partitioning of water over the different sectors and regions will be the biggest constraint, a consistent water use plan at catchment and river basin scale may be the best solution. A policy enabling such river basin planning is essential.  相似文献

Groundwater dependent ecosystems (GDEs) include valuable ecosystems such as springs, wetlands, rivers, lakes and lagoons. The protection of these systems and services they provide is highlighted by international agreements, i.e. Ramsar convention on wetlands, and regional legislation, i.e. the European Water Framework Directive. Groundwater provides water, nutrients and a relatively stable temperature. However, the role of groundwater in surface ecosystems is not fully understood. The ecosystem can depend on groundwater directly or indirectly, and the reliance can be continuous, seasonal or occasional. This has implications for the vulnerability of ecosystems, as some may be easily affected by external pressure. Conceptual models and quantitative assessments of how groundwater interacts with the environment are needed. GDEs are also threatened by different land use activities and climate change. Hence, we need to understand how GDEs are affected by changes in groundwater quantity and quality, as severe groundwater changes have been observed in many regions. This study examines key aspects of GDEs (hydrogeology, geochemistry and biodiversity) in order to improve conceptual understanding of the role of groundwater in such ecosystems. The status and baseline of different types of GDEs are discussed, with particular emphasis on past evidence of environmental change and potential thresholds and threats in GDEs in various parts of Europe with different land use, climate and geology.  相似文献
