A note on the effectiveness of the house-arrest alternative for motivating DWI offenders to install ignition interlocks

Introduction

The effectiveness of ignition interlocks at reducing drunk driving has been limited by the ability of driving-while-intoxicated (DWI) offenders to avoid court orders to install the devices.

Methods

In a pilot program in New Mexico, four Santa Fe County judges imposed home confinement (via electronic monitoring bracelets) on offenders who claimed to have no car or no intention to drive. Interlock installation rates for Santa Fe County were compared with all other counties in New Mexico over a 2-year program and 2-year post-program period.

Results

During the two program years, 70% of the drivers convicted of DWI in Santa Fe County installed interlocks, compared to only 17% in the other counties, but when the program was terminated, the Santa Fe installation rate fell by 18.8 percentage points.

Summary

Mandating the alternative sanction of house arrest led to the highest reported interlock installation rate for DWI offenders.

Impact on Industry

Impaired driving is a substantial expense to employers, particularly when it bars driving that interferes with employment. Interlocks provide a method of protecting the public while permitting the offender to drive sober. This study was directed at increasing interlock use by DWI offenders.     

Response of a coral-associated crustacean community to eutrophication

Seventy-five samples of the crustacean fauna associated with the coral Madracis mirabilis (Duchassaing and Michelotti) were obtained at five sites along the west coast of Barbados in 1985. Samples were analyzed to determine whether any community response to eutrophication was evident. Ordination (multidimensional scaling) and classification (group average clustering) based on Bray-Curtis dissimilarity measures separated the fauna of highly eutrophied sites from those that were less eutrophied. Dominance plots based on relative abundance and log-normal plotting methods were ineffective in distinguishing the fauna of eutrophied sites. The crustacean fauna responded to eutrophication mainly by reduction of density of animals. No differences in species richness, number of site endemic species or rare species were observed between highly eutrophied and less eutrophied sites. Nine indicator species of eutrophy were identified on the basis of strong density differences between sites.     

Environmental auditor qualifications: Meeting new,rigorous demands for quality audits

“Ah, Mr. Cahill, I wonder if you could come back to the auditor's team room. It seems one of your auditors has fallen asleep for the second time this week. I know you had a grueling trip getting here, but this is embarrassing to everyone”. So went an audit I led some time ago. It was not a fun experience, and it has left some scars. There has been much discussion lately in the profession about certifying environmental (health and safety) auditors against certain performance criteria. But how does one evaluate for such important measures as physical stamina?. This article discusses the qualifications that environmental auditors should have if they are to lead or conduct a quality audit. It becomes evident after reviewing these expectations that certifying auditors through a traditional written examination might ignore some of the most important skills an auditor should possess, especially in working with managers throughout an organization. Before certifying organizations progress too far down the restrictive written-exam road, they should determine how these other skills are to be assessed. No amount of book learning can overcome the drawbacks of a poor or combative interviewer or even an exhausted auditor.     

A WATER POLICY-LAND USE COMPUTER SIMULATION MODEL1

ABSTRACT: This paper describes the philosophy, algorithms, and implementation of a computer-oriented land use forecasting-water policy simulation model. The model is applicable to SMSA's organized on a census tract basis by counties. The forecasts are macro to the census tract level for industrial, residential, commercial and public land uses, and are dynamically altered by hypothesized water management policies. Modeling is based on an economic data base of the region, and is extremely flexible for the user. An example set of simulations is included for illustrative purposes.     

Dissipation and mobility of permethrin in the field with repeated applications under tropical conditions

Studies on persistence, mobility and the effect of repeated application of permethrin on its half-life were carried out under field conditions. The half-life of permethrin in the top 20 cm of the soil increased from 11.5 to 23.6 days as the application rates increased from 35 to 140 g ha(-1). Induced by heavier rainfall, more residues moved downward in trial 2 than in trial 1. Repeated applications enhanced degradation rates and mobility of permethrin in the soil. The residue level in the 0-5-cm layer was reduced at day 28 after 17 consecutive applications to a level lower than after 5 applications. The half-life of permethrin was reduced from 15.9 days to 11.2 days after 5 and 17 applications, respectively. The residue reached the 15-20 cm layer much earlier (approximately 3 days after treatment) in soil that received 17 applications as compared to those with two applications.
