This paper presents an heuristic framework for analyzing hazards (potential for loss or harm) and strategies that may be developed to control their realization. Two basic forms of intervention for hazard control (anticipation and reaction) are identified. Three broad anticipative strategies are discussed: (1) elimination of the source of the hazard, (2) containment of the risk of its realization, and (3) mitigation of likely consequences. The communication and judgmental processes involved in decisions about strategies are shown to be embedded in the organizational “political” context, in which a variety of interests backed by varying sources of power and influence are represented. The development, implementation, and monitoring of any strategies that are decided upon are then discussed, including the fact that such actions and events may not produce the intended results. Comments are also made on the need for data provided by monitoring to be evaluated and appropriate adaptations made. Finally, a brief section of the paper discusses reactive strategies. 相似文献

Overland and shallow subsurface hydrologic transport of pathogenic Cryptosporidium parvum oocysts from cattle feces into surface drinking water supplies is a major concern on annual grasslands in California's central and southern Sierra Nevada foothills. Soil boxes (0.5 m wide x 1.1 m long x 0.3 m deep) were used to evaluate the ability of grass vegetated buffer strips to retain 2 x 10(8) spiked C. parvum oocysts in 200-g fecal deposits during simulated rainfall intensities of 30 to 47.5 mm/h over 2 h. Buffers were comprised of Ahwahnee sandy loam (coarse-loamy, mixed, active, thermic Mollic Haploxeralfs; 78:18:4 sand to silt to clay ratio; dry bulk density = 1.4 g/cm(3)) set at 5 to 20% land slope, and >/=95% grass cover (grass stubble height = 10 cm; biomass = 900 kg/ha dry weight). Total number of oocysts discharged from each soil box (combined overland and subsurface flow) during the 120-min simulation ranged from 1.5 x 10(6) to 23.9 x 10(6) oocysts. Observed overall mean log(10) reduction of total C. parvum flux per meter of vegetated buffer was 1.44, 1.19, and 1.18 for buffers at 5, 12, and 20% land slope, respectively. Rainfall application rate (mm/h) was strongly associated with oocyst flux from these vegetated buffers, resulting in a decrease of 2 to 4% in the log(10) reduction per meter buffer for every additional mm/h applied to the soil box. These results support the use of strategically placed vegetated buffers as one of several management strategies that can reduce the risk of waterborne C. parvum attributable to extensive cattle grazing on annual grassland watersheds. 相似文献

The servicising approach in vineyard protection is considered a valid alternative to achieve decoupling between the economic and environmental performance of viticulture. In this paper, a policy package is designed to promote the uptake of a servicised model of vineyard protection in an area of smallholding viticulture. In doing so, a specific methodology based on a step by step protocol has been followed that aims to come up with a package that is effective, implementable and socially as well as politically acceptable. The paper concludes on the importance of combining several policy instruments in a policy package to realise the political objective. The proposed viable policy package includes incentives that support the companies’ shift towards offering crop protection solutions, further development of IPM solutions and instruments that encourage farmers to reduce the use of pesticides and collectively hire crop protection services. 相似文献

According to Trivers (1974), parent-offspring (P-O) conflict arises because offspring are selected to solicit more care than parents are selected to provide. However, should benefits fail to increase with increasing care, the offspring optimum can be reduced to the point where predicted P-O conflict vanishes. We examined offspring demand and parental care in such a benefit-limited system in herring gulls (Larus argentatus). In this species, parents typically neglect their lasthatched (C-) egg during the final hours of hatching (pipped-egg stage), allowing mean temperature to drop by about 4°C, to near 33°C. Other studies indicate that no increased offspring benefit arises from increasing pipped egg incubation temperature above that level, but embryo damage occurs if temperature drops lower. In such a system, P-O conflict over preferred incubation temperature is predicted to be minimal or absent. We assessed phenotypic manifestations of conflict by determining incubation temperature preferences of parent and offspring independently. Temperature provided solely by parental initiative was 33.9°C (artificial eggs, corrected for embryonic heat production). Preferred incubation temperature of pipped embryos was measured by exposing them to moderate chilling (20°C) punctuated by 4-min periods of rewarming when they called. Temperature of vocally thermoregulating embryos stabilized around a mean of 32.9–33.4°C, about 0.5–1.0°C below parental preference. Acting independently, parents and embryos each maintained egg temperature at or near minimum developmentally safe levels. Results provided no evidence for phenotypic conflict, as predicted by a benefit-limited version of Trivers' P-O conflict model. There is general consensus that carbon (C) sequestration projects in forests are a relatively low cost option for mitigating climate change, but most studies on the subject have assumed that transaction costs are negligible. The objectives of the study were to examine transaction costs for forest C sequestration projects and to determine the significance of the costs based on economic analyses. Here we examine four case studies of active C sequestration projects being implemented in tropical countries and developed for the C market. The results from the case studies were then used with a dynamic forest and land use economic model to investigate how transaction costs affect the efficiency and cost of forest C projects globally. In the case studies transaction costs ranged from 0.38 to 27 million US dollars ($0.09 to $7.71/t CO2) or 0.3 to 270 % of anticipated income depending principally on the price of C and project size. The three largest cost categories were insurance (under the voluntary market; 41–89 % of total costs), monitoring (3–42 %) and regulatory approval (8–50 %). Macroinvertebrate benthic communities are one of the key biological components considered for the assessment of benthic integrity in the context of the Water Framework Directive (WFD). However, under moderate contamination scenarios, the assessment of macrobenthic alterations at community level alone could be insufficient to discriminate the environmental quality of coastal and transitional waters. Keeping this in view, sediment quality of moderately contaminated sites in a coastal lagoon (óbidos lagoon, Portugal) was assessed by the combination of sediment metal levels, Carcinus maenas biomarkers (accumulated metals and oxidative stress responses) and macrobenthic communities. Two sites were selected in confined inner branches (BS and BB) and a third one in the middle lagoon (ML). The site BB presented slightly higher levels of metals in sediment but biological variables calculated for macrobenthic data were not significantly different between sites. The biotic index M-AMBI that is being applied to assess environmental quality of transitional waters in the scope of the WFD pointed either to high (site ML) or good quality status (BS and BB) in the selected sites. However, crabs from BB site presented significantly higher levels of Ni in hepatopancreas than those from ML and macrobenthic community structure was significantly different between BB and ML. Additionally, spatial differences were obtained for oxidative stress parameters suggesting that BB site presented stressors for crabs (higher GST and lower GSHt at BB site). Factor analysis (PCA) integrating sediment contamination, biomarkers in crabs and macrobenthic data also distinguished BB site as the most environmentally disturbed. On the other hand, at ML site, some macrobenthic variables (equitability and polychaetes’ diversity) were found to be enhanced by current environmental conditions, suggesting the existence of a better sediment quality. Current results pointed to the usefulness of integrating macrobenthic community alterations with responses at organism level (bioaccumulation and biochemical endpoints) in order to increase the accuracy of environmental quality assessment in lagoon systems.
