Introduction
The effectiveness of ignition interlocks at reducing drunk driving has been limited by the ability of driving-while-intoxicated (DWI) offenders to avoid court orders to install the devices.Methods
In a pilot program in New Mexico, four Santa Fe County judges imposed home confinement (via electronic monitoring bracelets) on offenders who claimed to have no car or no intention to drive. Interlock installation rates for Santa Fe County were compared with all other counties in New Mexico over a 2-year program and 2-year post-program period.Results
During the two program years, 70% of the drivers convicted of DWI in Santa Fe County installed interlocks, compared to only 17% in the other counties, but when the program was terminated, the Santa Fe installation rate fell by 18.8 percentage points.Summary
Mandating the alternative sanction of house arrest led to the highest reported interlock installation rate for DWI offenders.Impact on Industry
Impaired driving is a substantial expense to employers, particularly when it bars driving that interferes with employment. A value of statistical life (VSL) is used in cost-benefit analysis (CBA) as a monetary measure of the benefits to people from small risk reductions that arise from safety projects. Despite its widespread use in a number of countries, the concept of a VSL remains controversial, not least because it implies acceptance of the underlying ethical assumptions of CBA together with the idea that ‘social welfare’ can be measured and aggregated in some manner. In addition, to comply with theory, variable VSLs for different groups within society would be advocated. However, without fail, empirically, it is the case that those countries that employ a willingness to pay based approach to cost-benefit analysis of a safety project appraisal tend to use a single value for that accident context that is independent of the per capita income level, or indeed other personal characteristics, of the sub-group in society to which the safety improvement will actually apply. This article presents a straightforward, but theoretically justified adaptation to the calculation of a VSL which allows empirical practice by policymakers i.e. the application of a “common” VSL for any particular hazard within a given society, to be compatible with a CBA decision making approach. 相似文献

Turnover potentially leads to a new individual being selected into a work team. This study investigated the safety-specific trust which team members place in their organisation’s selection and induction processes, and related this to the perceived risk from new employees. The research was conducted with teams working in forest harvesting, an occupation which has high-turnover, high risk and a high accident rate. Results indicate that trust in induction processes was negatively correlated with perceived risk from a new employee. Team members also engaged in a number of safety ensuring behaviours when a new individual joined the team, and these were related to the level of perceived risk, and how much they cared about their team members’ safety. Sinkings of fishing vessels, when accompanied by human loss, are accidents which lead to a great social upheaval, especially in the local area where they occur. In order to avoid or reduce these accidents, national governments must include in their legislation for this sector the appropriate safety measures. These resources and their distribution must be assigned in accordance with the needs of the accidentality, this requiring a detailed knowledge of the concentration of accidentality of a country’s fishing sector. In this context, the aim of the present work is twofold: first, to formulate a methodology for the fishing sector of a country, allowing the inequalities in the concentration of sinking accidents to be analysed; and second, to apply this methodology to the Spanish fishing fleet. Thus, two indices are constructed per region and type of fishing, for two variables: fishermen and vessels. Results are obtained both for the concentration of accidents and the associated Lorenz curves. The environmental decision-making process is related with the interpretation of data both in spatial and temporal dimensions. This paper presents a methodology that integrates the time-space framework of air quality data to infer the temporal pattern and spatial variability that could be interpreted for environmental decision purposes. Variograms that accommodate time and space lags were used for the analysis and proved to be effective. Its environmental meaning, in particular its relationship with traffic patterns is discussed. Data from air quality monitoring stations located in the central part of Lisbon were used in this study. It describes a strategy to identify the type of vehicles responsible for certain pollutant levels, particularly for nitrogen oxides, and discusses the application of new air quality European legislation to the city of Lisbon, Portugal. 相似文献

This paper demonstrates the ability of Polish agriculture to adapt to predicted climate change according to GISS and GFDL scenarios. Both climate-change scenarios will significantly affect farming conditions in Poland through water deficit, shifts in planting and harvesting seasons, changes in crop yields and crop structure. Neither scenario seems to endanger the self-sufficiency of Poland as long as preventative measures are taken. Moreover, the realization of GISS creates the possibility of a surplus in production. It must be emphasized that regardless of the scenario, the adaptation of agriculture to an expected climate change cannot be handled by the farming community itself. 相似文献

Within the CLEAR project a new approach to integrated assessment modelling has been developed for the participatory integrated
assessment of regional climate change involving citizens' focus groups. The climate change decision problem was structured
by focusing separately on climate impacts and mitigation options. The attempt was made to link the different scales of the
problem from the individual to the global level. The abstract topic of climate change was related to options on the level
of a citizen's individual lifestyle. The option of a low energy society was emphasised in order to embed the climate change
decision problem in a wider range of societal concerns. Special emphasis was given to the characterisation and communication
of uncertainties. The chosen approach allows different kinds of uncertainties in one framework to be addressed. The paper
concludes with a summary of the experience made, and recommendations for the use of models in participatory integrated assessments.

Past changes and possible future variations in the nature of extreme precipitation and flood events in Central Europe and
the Alpine region are examined from a physical standpoint. An overview is given of the following key contributory physical
processes: (1) the variability of the large-scale atmospheric flow and the associated changes of the North-Atlantic storm
track; (2) the feedback process between climate warming and the water cycle, and in particular the potential for more frequent
heavy precipitation events; and (3) the catchment-scale hydrological processes associated with variations in major river flooding
events and that are related to land-use changes, river training measures, and shifts in the proportion of rain to snowfall.
In this context an account is provided of the possible future forecasting and warning methodologies based upon high-resolution
weather prediction and runoff models. Also consideration is given to the detectability of past (future) changes in observed
(modeled) extreme events. It is shown that their rarity and natural fluctuation largely impedes a detection of systematic
variations. These effects restrict trend analysis of such events to return periods of below a few months. An illustration
using daily precipitation from the Swiss Alps does yield evidence for pronounced trends of intense precipitation events (return
period 30 days), while trends of stronger event classes are not detectable (but nevertheless can not be excluded). The small
detection probability for extreme events limits possible mitigation of future damage costs through an abatement of climate
change alone, and points to the desirability of developing improved early forecasting/warning systems as an additional no-regret
strategy.

Total suspended particulate matter and deposition fluxes of particles were investigated in the town of Didouche Mourad which
is located 13 km north of Constantine. Samples of air particulate matter were collected at one site located in the heart of
the town and situated 3 km north of a cement plant. Samples were collected from 2 November 2002 to 28 April 2003 every 3 days
using a high volume air sampler. Sampling intervals were 24 h in all cases. During the same period, samples of dust fallout
were collected at the same site. Samples were collected at 30-day intervals. Lead, chromium, manganese, nickel, copper, cobalt
and cadmium deposition fluxes were measured and both the soluble and insoluble fractions were determined. Furthermore, the
information gathered by this study was correlated with the corresponding hourly weather data provided by a weather station
installed at the study station. The possible sources for dust and trace metals were analyzed by comparing average contributions
of wind aspects to the concentrations and depositions of mass and chemical species with the average frequencies of wind direction.
The mean concentration was 300 μg/m3. The average dust deposition rate through the period of study was 221 mg/(m2.day). Results indicate that anthropogenic sources contribute greatly to trace elements. An exposure assessment to the heavy
metals taking into account the inhalation route and soil dust ingestion was carried out and allowed direct comparison of trace
metal intakes via these routes. 相似文献
