This risk assessment on 1,2-dichloroethane (EDC) was carried out specifically for the marine environment, according to the methodology laid down in the EU risk assessment Regulation (1488/94) and the Guidance Document of the EU New and Existing Substances Regulation (TGD, 1997). The study consists of the collection and evaluation of data on effects and environmental concentrations from analytical monitoring programs in large rivers and estuaries in the North Sea area. The risk is indicated by the ratio of the "predicted environmental concentrations" (PEC) and the "predicted no effect concentrations" (PNEC) for the marine aquatic environment. In total, 21 studies for fish, 17 studies for invertebrates and 7 studies for algae have been evaluated. Both acute and chronic toxicity studies have been taken into account and the appropriate assessment factors have been used to define a PNEC value of 1100 µg/l. Most of the available monitoring data apply to rivers and estuaries and were used to calculate PECs. The most recent data (1991-1995) support a typical PEC of 0.5 µg EDC/l and a worst case PEC of 6.4 µg EDC/l. The calculated PEC/PNEC ratios give a safety margin of 170 to 2200 between the predicted no effect concentration and the exposure concentration. Additional evaluation of environmental fate and bioaccumulation characteristics showed that no concern is expected for food chain accumulation.  相似文献

The most recent data (1991-1995) support a typical PEC of 0.2 µg chloroform per litre of water and a worst case PEC of 5 to 11.5 µg chloroform per litre of water. The calculated PEC/PNEC ratios give a safety margin of 6 to 360 between the predicted no effect concentration and the exposure concentrations. A worst case ratio, however, points to a potential risk for sensitive species. Refinement of the assessment is necessary by looking for more data. Additional evaluation of environmental fate and bioaccumulation characteristics showed that no concern is expected for food chain accumulation.  相似文献

The most recent data (1991-1995) support a typical PEC of 0.2 µg PER/l water and a worst case PEC of 2.5 µg PER/l water. The calculated PEC/PNEC ratios give a safety margin of 20 to 250 between the predicted no effect concentration and the exposure concentration. Additional evaluation of environmental fate and bioaccumulation characteristics showed that no concern is expected for food chain accumulation.  相似文献

This paper examines controversy during the 2001 foot-and-mouth outbreak after mass carcass burial sites were selected at two sites in northeast England, and focuses on shortcomings in public consultation surrounding the carcass disposal policy. The slaughter of six million animals necessitated a national disposal strategy on a hitherto unknown scale. The belated decision to concentrate carcass disposal in a small number of mass burial sites provoked more opposition in the two ex-mining localities selected in the northeast than anywhere else. In both cases local liaison committees were established to manage dialogue between residents and public authorities. We argue that, although seen by the authorities primarily as a vehicle for risk communication and public reassurance, for residents these functioned chiefly as a vehicle for holding public authorities to account. These divergent purposes were overshadowed by the chaotic circumstances in which the early stages of the mass burial policy were implemented, and the way in which the carcass disposal policy was dictated by the operation of the slaughter policy, whose draconian form precluded any but the most cursory public consultation.  相似文献

ABSTRACT: Irrigated agriculture is one of the most important water-use sectors in terms of total water diversion and consumptive use. For at least the last 25 years, improving irrigation efficiency has been a widely advocated and accepted goal. This paper uses a sample of 16 Bureau of Reclamation irrigation projects to examine the pattern of average irrigation efficiency and change in efficiency over time. In general, the highest average efficiencies are found in the arid Southwest while the lowest are found in the semi-arid to sub-humid Great Plains region. Over the 22-year period of analysis, there has been no observable trend toward improvement in efficiency at any of the projects.  相似文献

A noticeable push toward using agricultural crops for ethanol production and for undertaking research to expand the range of possible biofuels began to dominate discussions of agricultural science and policy in the United States around 2005. This paper proposes two complementary philosophical approaches to examining the philosophical questions that should be posed in connection with this turn of events. One stresses a critique of underlying epistemological commitments in the scientific models being developed to determine the feasibility of various biofuels proposals. The second begins with a broader set of questions about the philosophical goals of agriculture, then queries the place that a turn to biofuels might have within the philosophy of agriculture. Both are portrayed as viable and important. The paper itself is a preliminary stage-setting reflection on the need for these two types of philosophical inquiry.  相似文献

Today, over-consumption, pollution and resource depletion threaten sustainability. Waste management policies frequently fail to reduce consumption, prevent pollution, conserve resources and foster sustainable products. However, waste policies are changing to focus on lifecycle impacts of products from the cradle to the grave by extending the responsibilities of stakeholders to post-consumer management. Product stewardship and extended producer responsibility are two policies in use, with radically different results when compared for one consumer product, refrigerators. North America has enacted product stewardship policies that fail to require producers to take physical or financial responsibility for recycling or for environmentally sound disposal, so that releases of ozone depleting substances routinely occur, which contribute to the expanding the ozone hole. Conversely, Europe's Waste Electrical and Electronic Equipment (WEEE) Directive requires extended producer responsibility, whereby producers collect and manage their own post-consumer waste products. WEEE has resulted in high recycling rates of greater than 85%, reduced emissions of ozone-depleting substances and other toxins, greener production methods, such as replacing greenhouse gas refrigerants with environmentally friendly hydrocarbons and more reuse of refrigerators in the EU in comparison with North America.  相似文献

A major difficulty in choosing a forest management policy that regulates yearly spraying and logging levels is the fact that such a choice involves comparisons among risky alternatives. Practical and theoretical constraints often make the specification of a utility function for the system infeasible. This paper demonstrates that by making reasonable and easily verifiable assumptions about some properties of preference profiles of participants in the system, it is possible to produce an effective algorithm for forest policy evaluation. The method proposed and applied to the case of the New Brunswick forests consists of: (1) construction of a forest simulation to generate policy contingent distributions of outcomes, and (2) employment of stochastic dominance to identify a nondominated set of policies.  相似文献

Mytilus trossulus Gould and M. edulis L. coexist in mixed populations in Atlantic Canadian waters. Although there is evidence that the two species hybridize in natural populations and that hybrids produce progeny through backcrosses, no study of the microgeographic distribution of the two forms and their hybrids has been made. Here we examine subtidal samples of mussels taken in July 1997 from two locations in eastern Newfoundland (Canada) and from wave-exposed and protected environments within each location. Shell lengths ranged from 15 to about 90 mm. Mussels were classified as pure forms or hybrids (F1, F2 and from backcrosses) based on four diagnostic markers, two allozyme loci (Mpi and Est-D) and two nuclear PCR-based DNA markers (ITS and Glu-5). In addition, a PCR-based mtDNA marker (COIII) was used to characterize the distribution of mtDNA mitotypes among pure and hybrid individuals. There were differences in the proportions of pure M. edulis and M. trossulus between sites and between environments at one location. M. trossulus was the predominant species at one of the two exposed sites. In all four samples, M. trossulus was also the predominant form among small individuals. The frequency of hybrids was 26% overall and did not differ among samples. Hybrids consisted mostly of backcrosses that were M. trossulus-biased among small mussels and M. edulis-biased among large ones. We conclude that both intrinsic genetic factors and extrinsic environmental factors influence the relative frequency of M. edulis, M. trossulus and their hybrids. Understanding the dynamics of population recovery is particularly complex when an organism has multiple, remote breeding and feeding grounds separated by one of the longest known migration routes. This study reports on the most comprehensive assessment of humpback whale (Megaptera novaeangliae) movements between remote Antarctic waters south of New Zealand and east Australia (EA), and the migratory corridors and breeding grounds of Australia and Oceania. A total of 112 individual whales were identified; 57 from microsatellites and 61 by fluke with 23 % (n = 26) matched to sites outside Antarctica. Despite large datasets from other southern regions being included in the comparison, the whales were predominantly linked to EA (n = 24). Only two matches to the Oceania catalogues directly north was surprising; therefore the primary feeding grounds of these endangered whales still remain unknown. The confirmation of the Balleny Islands as an important feeding ground for EA whales could provide an insight into reasons behind the rapid recovery of this population. Determining the feeding grounds of Oceania’s whales may explain whether prey energetics or migration length are limiting factors to their recovery and will allow an understanding of future ecosystem changes in these whales.  相似文献
