Across Europe, national governments have started to strategically plan adaptation to climate change. Making adaptation decisions is difficult in the light of uncertainties and the complexity of adaptation problems. Already large amounts of research results on climate impacts and adaptive measures are available, and more are produced and need to be mediated across the boundary between science and policy. Both researchers and policy-makers have started to intensify efforts to coproduce knowledge that is valuable to both communities, particularly in the context of climate change adaptation. In this paper, we present results from a study of adaptation governance and information needs, comparing eight European countries. We identify sources and means for the retrieval of information as well as gaps and problems with the knowledge provided by scientists and analyzed whether these appear to be contingent on the point in the policy-making cycle where countries are. We find that in this early phase of adaptation planning, the quality of the definition of needs, the way uncertainty is dealt with, and the quality of science–policy interaction are indeed contingent on the stage of adaptation planning, while information needs and sources are not. We conclude that a well-developed science–policy interface is of key importance for effective decision-making for adaptation. 相似文献

The extent to which environmental regulatory institutions are either ‘green’ or ‘brown’ impacts not just the intensity of regulation at any moment, but also the incentives for the development of new pollution-control technologies. We set up a strategic model of R&D in which a polluter can deploy technologies developed in-house, or license technologies developed by specialist outsiders (an ‘eco-industry’). Polluters exert R&D effort and may even develop redundant technologies to improve the terms on which they procure technology from outside. We find that, while regulatory bias has an ambiguous impact on the best-available technology, strategic delegation to systematically biased regulators can improve social welfare. 相似文献

Prevailing oceanographic processes, pelagic larvae, adult mobility, and large populations of many marine species often leads
to the assumption of wide-ranging populations. Applying this assumption to more localized populations can lead to inappropriate
conservation measures. The Pacific ocean perch (Sebastes alutus, POP) is economically and ecologically valuable, but little is known about its population structure and life history in Alaskan
waters. Fourteen microsatellite loci were used to characterize geographic structure and connectivity of POP collections (1999–2005)
sampled along the continental shelf break from Dixon Entrance to the Bering Sea. Despite opportunities for dispersal, there
was significant, geographically related genetic structure (F
ST = 0.0123, P < 10−5). Adults appear to belong to neighborhoods at geographic scales less than 400 km, and possibly as small as 70 km, which indicates
limited dispersal throughout their lives. The population structure observed has a finer geographic scale than current management,

The non-breeding movements of marine birds were poorly known until recently, but this information is essential to understanding
the risk to different geographical populations from events on the wintering grounds. We tracked the migration routes and wintering
areas of Thick-billed Murre Uria lomvia from two breeding colonies in eastern Canada: Coats Island in northern Hudson Bay and The Minarets, Baffin Island, during
the period August 2007–May 2008 using geolocation loggers. Birds from The Minarets moved south rapidly post-breeding and wintered
principally off Newfoundland and southern Labrador, or between Newfoundland and southern Greenland, remaining south of 55°N
until at least the spring equinox. Those from Coats Island remained in Hudson Bay until at least mid-November, after which
they moved rapidly through Hudson Strait to winter in southern Davis Strait and the northern Labrador Sea, mostly north of
55°N. Many individuals stayed throughout the winter in areas of heavy ice cover. Adults from the two colonies appear to be
completely segregated in winter and those from Coats Island probably did not enter the area of the winter hunt in Newfoundland.
Unexpectedly, some birds from The Minarets wintered in waters beyond the continental slope and outside the distribution of
pack ice, demonstrating that particular individuals can be wholly pelagic throughout the winter. Coats Island birds returned
through Hudson Strait as soon as open water areas became available in spring. Their sojourn in Hudson Bay coincided very closely
with the occurrence of areas with <90% ice cover. In spite of the relatively large error in positions obtained from geolocation
loggers, our results demonstrated the value of these devices by uncovering a number of previously unknown aspects of Thick-billed
Murre non-breeding ecology in the Northwest Atlantic. Comparison of the non-breeding ecology based on SST experienced in winter
show that the winter niche is broader than hitherto assumed, demonstrating that separate populations may experience different

Using previously established procedures that utilise linear free energy relationships, we estimated binding constants for the Windermere Humic Aqueous Model VII (WHAM/Model VII) for several radionuclide cations (Pd(2+), Sn(2+), U(4+), NpO(2)(2+), Pu(4+) and PuO(2)(2+)). This extends the number of cations that can be calculated with the model above the 40 included in the original Model VII work. Green performance measure is vital for enterprises in making continuous improvements to maintain sustainable competitive advantages. Evaluation of green performance, however, is a challenging task due to the dependence complexity of the aspects, criteria, and the linguistic vagueness of some qualitative information and quantitative data together. To deal with this issue, this study proposes a novel approach to evaluate the dependence aspects and criteria of firm??s green performance. The rationale of the proposed approach, namely green network balanced scorecard, is using balanced scorecard to combine fuzzy set theory with analytical network process (ANP) and importance-performance analysis (IPA) methods, wherein fuzzy set theory accounts for the linguistic vagueness of qualitative criteria and ANP converts the relations among the dependence aspects and criteria into an intelligible structural modeling used IPA. For the empirical case study, four dependence aspects and 34 green performance criteria for PCB firms in Taiwan were evaluated. The managerial implications are discussed. 相似文献

Juveniles of Paragnathia formica Hesse (Isopoda; Gnathiidae) are haematophagous ectoparasites, feeding on fish blood which supplies the nutrients for their
development through growth and moulting, and the subsequent survival and reproduction of the free-living adults. Little is
known of the mechanisms of digestion in juvenile gnathiids, and biochemical studies on the digestive tract of these interesting
estuarine isopods have not been undertaken previously. Here, functionally active cathepsin-like cysteine proteinases are identified
in the digestive system of juvenile praniza (fed) and zuphea (unfed) forms. The physiological pH of the digestive tract and
the optimum proteolytic activities detected in praniza 3 homogenates using the cathepsin B/L, cathepsin B, and cathepsin H
fluorogenic substrates, N-Carbobenzoxy-Phe-Arg-4-methoxy-2-naphthylamine (Z-phe-arg-MNA), N-Carbobenzoxy-Arg-Arg-4-methoxy-2-naphthylamine (Z-arg-arg-MNA) and Arg-4-methoxy-2-naphthylamine (H-arg-MNA), respectively, are in the acidic range (pH 5.8–6.7). Inhibition profiles against Z-phe-arg-MNA and Z-arg-arg-MNA using the cathepsin B inactivator urea, and cysteine proteinase inhibitors, support the presence of cathepsin
L- and B-like enzymes. These proteolytic activities are 10–50 times higher in homogenates of praniza 3 compared with zuphea
3 forms. Histochemistry of praniza 3 sections reveals that the predominant enzyme activity towards Z-phe-arg-MNA is limited to the digestive glands during early and mid stages of digestion; later, this activity appears in
the lining of the anterior hindgut. Moreover, activity towards Z-arg-arg-MNA is generally restricted to the digestive glands, and only occasionally present in the anterior hindgut. In conclusion,
the digestive glands are the main site of cathepsin-like cysteine proteinase activities in P. formica juveniles; these enzymes appear to be important to the digestion of host fish blood enabling development through to the free-living

The upper thermal limits for burrowing and survival were compared with micro-habitat temperature for anomalodesmatan clams:
Laternula elliptica (Antarctica, 67°S); Laternula recta, (temperate Australia, 38°S) and Laternula truncata (tropical Singapore, 1°N). Lethal limits (LT50) were higher than burrowing limits (BT50) in L. elliptica (7.5–9.0 and 2.2°C) and L. recta (winter, 32.8–36.8 and 31.1–32.8°C) but the same range for L. truncata (33.0–35.0 and 33.4–34.9°C). L. elliptica and L. truncata had a BT50 0.4 and 2.4–3.9°C, respectively, above their maximum experienced temperature. L. recta, which experience solar heating during midday low tides, had a BT50 0.7–2.4°C below and a range for LT50 that spanned their predicted environmental maximum (33.5°C). L. recta showed no seasonal difference in LT50 or BT50. Our single genus comparisons contrast with macrophysiological studies showing that temperate species cope better with elevated
temperatures.

How predators vary search patterns in response to prey predictability is poorly known. For example, marine invertebrates may
be predictable but of low energy value, while fish may be of higher energy value but unpredictable at large (pelagic schools)
or small (solitary benthics) spatial scales. We investigated the search patterns of the thick-billed murre (Uria lomvia), an Arctic seabird feeding on invertebrates, pelagic fish, or benthic fish. Foraging ranges at the Coats Island colony are
generally smaller (<240 min per trip) than at larger colonies, and many birds specialize in foraging tactics and diet. Underwater
search times for benthic fish were higher than for pelagic fish or invertebrates while above-water search times for pelagic
fish were higher than for benthic fish or invertebrates. There were few stops during trips. Total trip time, flying time,
number of flights, and number of dives were intercorrelated and increased with prey energy content, suggesting that longer
trips involved fewer prey encounters due to selection of higher-quality, but rarer, prey items. Flight times were not Lévy-distributed
and seabirds may have used area-restricted searches. The high degree of specialization, apparent absence of information center
effects, and reduced above-water searching times may be linked to the relatively small colony size and the resulting short
commuting distances to feeding areas, leading to greater prey predictability. We concluded that prey predictability over various
