Illegal activities and use of park resources are the main challenges facing mountain gorilla (Gorilla beringei beringei) conservation and the protection of their habitats in the East Africa’s Greater Virunga Transboundary Landscape (GVTL). Indigenous residents around GVTL are considered the primary illegal users of park resources. Despite this, there is limited understanding of the current and past perceptions of indigenous residents living in communities adjacent to two GVTL parks; Volcanoes National Park in Rwanda and Mgahinga Gorilla National Park in Uganda. Equally, there is also limited understanding regarding the actual incidences of illegal activities inside both parks. This paper addresses these gaps. Perception data were collected from indigenous residents living adjacent to both parks. Further, Ranger-based Monitoring (RbM) data from both parks were analyzed to determine actual numbers and types of illegal activities over the 9-year period. Interestingly, findings indicated that residents perceived the prevalence of illegal activities to be decreasing across GVTL. To the contrary, RbM findings indicated that the number of actual illegal activities was increasing significantly, particularly in Volcanoes National Park. The discrepancy found between the two perspectives provides for a discussion of the social biases potentially present in these data, and their implications for management. Results also illuminated the subsistence-related nature of most illegal behaviors and suggest that to reduce illegal activities and local dependency on park resources, park management must work with communities and support them in tapping into alternative livelihoods and finding ways to address community household subsistence needs.  相似文献

Aircraft emissions contribute to the increased atmospheric burden of particulate matter (PM) that plays an important role in air quality, human health, visibility, contrail formation and climate change. Sampling and measurement of modern aircraft emissions at the engine exhaust plane (EEP) for engine and fuel certification remains challenging, as no agency-certified method is available. In this paper we summarize the results of three recent field studies devoted to investigate the consistency and applicability of “extractive” and “optical remote-sensing” (ORS) technologies in the sampling and measurement of gaseous and PM emitted by a number of military aircraft engines. Three classes of military engines were investigated; these include T56, TF33, and T700 & T701C types of engines, which consume 70–80% of the military aviation fuel each year. JP-8 and Fischer–Tropsch (FT)-derived paraffinic fuels were used to study the effect of fuels. It was found that non-volatile particles in the engine emissions were in the 20 nm range for the low power condition of new helicopter engines to 80 nm for the high power condition of legacy engines. Elemental analysis indicated little metals were present on particles, while most of the materials on the exhaust particles were carbon and sulfate based. Alkanes, carbon monoxide, carbon dioxide, nitrogen oxides, sulfur dioxide, formaldehyde, ethylene, acetylene and propylene were detected. The last five species were most noticeable only under low engine power. The emission indices calculated based on the ORS data deviate significantly from those based on the extractive data. Nevertheless, the ORS techniques were useful in the sense that it provided non-intrusive real-time detection of species in the exhaust plume, which warrants further development. The results obtained in this program help validate sampling methodology and measurement techniques used for non-volatile PM aircraft emissions as described in the SAE AIR6037 (2009).  相似文献

Drills are an important element of disaster management, helping to increase preparedness and reduce the risk of real‐time failure. Yet, they are not applied systematically to slow‐onset disasters such as a drought, which causes damage that is not instantly apparent and thus does not solicit immediate action. This case study evaluates how drills inform institutional responses to slow‐onset disasters. It spotlights Guatemala, a country where drought has severe impacts on livelihoods and the food security of small farmers. By implementing part of the Ministry of Agriculture, Livestock and Food's institutional response plan for drought, it explores how drills can help to detect issues in emergency response and to foster an institutional focus on improvements in preparedness. The results reveal that drills alone do not trigger institutional improvements if unsupported by a wider strategy that seeks to enhance capacities and protocols. These findings are valuable, however, in making problems transparent and in creating the space for discussion.  相似文献

Ecosystem analysis has been advanced by an improved understanding of how ecosystems are structured and how they function. Ecology has advanced from an emphasis on natural history to consideration of energetics, the relationships and connections between species, hierarchies, and systems theory. Still, we consider ecosystems as entities with a distinctive character and individual characteristics. Ecosystem maintenance and preservation form the objective of impact analysis, hazard evaluation, and other management or regulation activities. In this article we explore an approach to ecosystem analysis which identifies and quantifies factors which define the condition or state of an ecosystem in terms of health criteria. We relate ecosystem health to human/nonhuman animal health and explore the difficulties of defining ecosystem health and suggest criteria which provide a functional definition of state and condition. We suggest that, as has been found in human/nonhuman animal health studies, disease states can be recognized before disease is of clinical magnitude. Example disease states for ecosystems are functionally defined and discussed, together with test systems for their early detection.This article is contribution VI in D.J. Abstract: We compared life-history schedules among populations of the housefly (  Musca domestica L.) maintained in the laboratory under curtailed life span, such that selection on mutations that affected only late-life fitness traits was reduced. As a result of this regime, late-life ( but not early-life) fecundity declined within a few generations. The results suggest that if captive populations are maintained with minimal selection, either by direct manipulation of the environment or by equalizing family contributions, the increased frequency of potentially deleterious mutations may rapidly lower the ability of these populations to exist under natural conditions. This would be independent of population size, so expanding captive populations would not alleviate potential fitness reductions due to relaxed selection.  相似文献

While climate change adaptation policy has tended to focus on planned adaptation interventions, in many vulnerable communities, adaptation will consist of autonomous, “unplanned” actions by individuals who are responding to multiple simultaneous sources of change. Their actions are likely not only to affect their own future vulnerability, but, through changes in livelihoods and resource use, the vulnerability of their community and resource base. In this paper, we document the autonomous changes to livelihood strategies adopted by smallholder coffee farmers in four Mesoamerican countries (Mexico, Guatemala, Honduras, and Costa Rica). Our aim is to gain insight into the process of autonomous adaptation by proxy: through an assessment of how farmers explain their choices in relation to distinct stressors; and an understanding of the set of choices available to farmers. We find that climatic stress is a feature in decision making, but not the dominant driver. Nevertheless, the farmers in our sample are evidently flexible, adaptive, and experimental in relation to changing circumstances. Whether their autonomous responses to diverse stressors will result in a reduction in risk over time may well depend on the extent to which policy, agricultural research, and rural investments build on the inherent logic of these strategies.  相似文献

ABSTRACT

New National Ambient Air Quality Standards (NAAQS) were promulgated for fine particulate matter (FPM) in July 1997. This paper summarizes likely timing for implementing programs to meet these standards, which have a bearing on future modeling/analysis needs. The paper notes technical requirements implied by the nature of the NAAQS, as well as feedback the agency has received concerning modeling/analysis through Federal Advisory Committee Act (FACA) subcommittee work groups. Conclusions and recommendations drawn from recently completed U.S. Environmental Protection Agency (EPA)- sponsored workshops on modeling and other source attribution techniques are also described. Efforts to respond to needs implied by the NAAQS and feedback are noted by outlining major topics and issues that future guidance on use of modeling and other analyses used for attainment demonstrations will need to address. The paper concludes by highlighting several as yet unmet modeling/analysis needs to support a well-founded strategy for meeting air quality goals for FPM. These are suggested as potential areas for policy-relevant research.  相似文献

A nanocrystalline TiO2-based adsorbent was evaluated for the simultaneous removal of As(V), As(III), monomethylarsonic acid (MMA), and dimethylarsinic acid (DMA) in contaminated groundwater. Batch experimental results show that As adsorption followed pseudo-second order rate kinetics. The competitive adsorption was described with the charge distribution multi-site surface complexation model (CD-MUSIC). The groundwater containing an average of 329 μg L?1 As(III), 246 μg L?1 As(V), 151 μg L?1 MMA, and 202 μg L?1 DMA was continuously passed through a TiO2 filter at an empty bed contact time of 6 min for 4 months. Approximately 11 000, 14 000, and 9900 bed volumes of water had been treated before the As(III), As(V), and MMA concentration in the effluent increased to 10 μg L?1. However, very little DMA was removed. The EXAFS results demonstrate the existence of a bidentate binuclear As(V) surface complex on spent adsorbent, indicating the oxidation of adsorbed As(III).  相似文献
