In the midst of rapidly proliferating engagement efforts around climate adaptation, attention to the design and evaluation of decision support processes and products is warranted. We report on the development and evaluation of a process framework called the Vulnerability, Consequences, and Adaptation Planning Scenarios (VCAPS) process. VCAPS is a systematic approach to integrate local knowledge with scientific understanding by providing opportunities for facilitated, deliberative learning-based activities with local decision makers about climate change vulnerability and adaptation. We introduce the conceptual basis of the process in analytic-deliberation, hazard management, and vulnerability. Our evaluations from eight coastal communities where the approach was applied point to four assets of VCAPS: it promotes synthesis of local and scientific knowledge; it stimulates systems thinking and learning; it facilitates governance by producing action plans with transparent justifications; and it accommodates participant time constraints and preferences.  相似文献

ABSTRACT: Snow, one of Nature's greatest reservoirs, supplies most of the usable water in the Western United States. Reliable predictions of the quantity and timing of the release of this water are used in making management decisions involving irrigation, stock water and municipal water supplies, hydro-power generation, recreation, navigation, and pollution control Practically oriented research is vital for the proper development and management of this resource. In southwestern Idaho, the Northwest Watershed Research Center, ARS, USDA, is conducting intensive investigations for assessing snow Volumes, snow water content, and snow-melt over a watershed. Application of these research findings will result in better development and management of the water stored as snow in Nature's reservoir.  相似文献

ABSTRACT: Two case studies highlighting the institutional arrangements and decision-making processes used to attempt to allocate water on large scale river systems in two countries are presented. In both cases the implementation of river plans has been blocked by conflicts between those who wish to use water for irrigation, hydropower, or municipal purposes and those who wish to maintain instream flows for fish and wildlife. To date conflict has blocked the implementation of a large hydropower scheme on the Danube River, downstream from Vienna, Austria, and the construction of municipal and agricultural projects, as well as the relicensing of an existing hydropower facility on the Platte River in Nebraska. Analysis of the decision-making processes and institutional settings of both cases led to the identification of problem areas and development of recommendations that would support the achievement of compromise solutions for management.  相似文献

ABSTRACT: Armored stream segments may affect the suspended sediment regime of small mountain streams in western Oregon by the release of fine sediments stored in the bed gravels. Sieve analysis of bed materials indicated that at least 30 percent of the suspended sediment yield for the 1975–76 winter had been stored in the streambed. Suspended sediment concentrations during storm-generated runoff were influenced by stream discharge and hydrograph characteristics. Sediment-discharge relations for individual storms were characterized by hysteresis loops. A seasonal flushing of fines was shown by a progressive decrease in the ratio of suspended sediment to stream discharge during the winter runoff period.  相似文献

ABSTRACT: A lake or reservoir, heated mainly through the air-water interface, is visualized as a solid which is bounded by the interface plane (x = 0) and extends to infinity in the positive x-direction. Analytical expressions give the surface temperature, the temperature profile (with depth) and the position of the thermocline as a function of time (Julian Day). Preliminary model results indicate that the general shape of the temperature profile and the position of the thermocline are influenced primarily by the air-water heat exchange and the time lapse since an isothermal condition existed in the water body.  相似文献

The Australian Alps, which are of high conservation value, are popular summer bushwalking destinations. Experimental trampling trials using a standardized methodology were conducted to determine the resistance and resilience of the two common vegetation types: tall alpine herbfield and subalpine grasslands. Vegetation parameters were measured in lanes subject to control (no trampling), 30, 100, 200, 500 and 700 passes at five sites prior to trampling, immediately post trampling, 2 weeks, 6 weeks and 1 year post trampling. Vegetation height, cover of graminoids and herbs, as well as net species richness all declined with trampling, while litter cover increased. Thresholds for damage varied between the two communities and among the different vegetation parameters. The resistance indices for the two communities (number of passes resulting in 50% reduction in vegetation cover), however, were similar at around 440–450 passes indicating that these two communities are among the most resistant of the 19 alpine–subalpine communities that have been tested around the world, but only of moderate resistance compared to non-alpine communities. The two communities showed limited recovery with damage still evident 1 year post trampling. This indicates that they have only moderate tolerance to damage due to moderate resistance, but low resilience.  相似文献

Results from a survey of power utility biologists indicate that terrestrial biodiversity is considered a major issue by only a few utilities; however, a majority believe it may be a future issue. Over half of the respondents indicated that their company is involved in some management for biodiversity, and nearly all feel that it should be a goal for resource management. Only a few utilities are funding biodiversity research, but a majority felt more research was needed. Generally, larger utilities with extensive land holdings had greater opportunities and resources for biodiversity management. Biodiversity will most likely be a concern with transmission rights-of-way construction and maintenance, endangered species issues and general land resource management, including mining reclamation and hydro relicensing commitments. Over half of the companies surveyed have established voluntary partnerships with management groups, and biodiversity is a goal in nearly all the joint projects. Endangered species management and protection, prevention of forest fragmentation, wetland protection, and habitat creation and protection are the most common partnerships involving utility companies. Common management practices and unique approaches are presented, along with details of the survey.  相似文献

Some soils develop severe and persistent water repellency following contamination with crude oil. This study was conducted to characterize and compare the spatial distribution of soil water repellency and residual oil contamination at 12 such sites. The molarity of ethanol droplet (MED) test was used to assess soil water repellency and the content of dichloromethane-extractable organics (DEO) was used to quantify residual oil in soil. We found a relatively strong positive correlation between MED and DEO in soil (r2 = 0.74). Both variables tended to decrease abruptly with depth at 11 of the 12 study sites. Dichloromethane-extractable organics similarly decreased with depth in control adjacent soil (MED = 0 M), but from an average concentration one to two orders of magnitude lower than in water-repellent soil. Using data from corresponding control adjacent and water-repellent soils, we determined that approximately 29 and 10% of measured total organic carbon in water-repellent A- and B-horizon soil, respectively, consists of dichloromethane-insoluble organic carbon of petroleum origin. We propose that this fraction contains most of the causative agents of soil water repellency at the studied sites.  相似文献

Globally, invasions by alien plants are rapidly increasing in extent and severity, leading to large-scale ecosystem degradation. Weed biological control offers opportunities to arrest or even reverse these trends and, although it is not always effective or appropriate as a management strategy, this practice has an excellent record of safety and many notable successes over two centuries. In recent years, growing concerns about the potential for unintended, non-target damage by biological control agents, and fears about other unpredictable effects on ecosystems, have created an increasingly demanding risk-averse regulatory environment. This development may be counter-productive because it tends to overemphasize potential problems and ignores or underestimates the benefits of weed biological control; it offers no viable alternatives; and it overlooks the inherent risks of a decision not to use biological control. The restoration of badly degraded ecosystems to a former pristine condition is not a realistic objective, but the protection of un-invaded or partial restoration of invaded ecosystems can be achieved safely, at low cost and sustainably through the informed and responsible application of biological control. This practice should therefore be given due consideration when management of invasive alien plants is being planned. This discussion paper provides a perspective on the risks and benefits of classical weed biological control, and it is aimed at assisting environmental managers in their deliberations on whether or not to use this strategy in preference, or as a supplement to other alien invasive plant control practices.  相似文献
